MINUTES Mr. Yolk moved to approve the Minutes of the April 19, 2007 Regular Meeting~ Mr. Huber seconded~ All in favor. Motion carried 6-0. PROOF OF PUBLICATION Mr. Huber moved to accept the proof of publication for the Public Hearings being considered. Ms. Dennison seconded~ All in favor. Motion carried 6-0. DEVELOPMENT PLAN Approve the Preliminary Subdivision Plan for Pineway Estates, an 11 lot single family subdivision located at 753 Pine Way. Troy Nguyen, property owner; Tuan Huynh, P~E~-Regional Consulting Engineers, LLC and Troy Nguyen, representatives. Mr. Green moved to approve the PSP per staff's recommendation. Mr. Yolk seconded. All in favor~ Motion carried 6-0. PUBLIC HEARINGS Hold a Public Hearing to consider a Conditional Use for a Vehicular Repair business at 2921 Orlando Drive, Suite 104. PAW Holdings, LLC, property owner; Vincent Wolle-PAW Holdings, LLC, representative. Present to speak were Sam Hatoum-President of the Sanford Plaza Condominium Association, Inc. and David Rooks, Board Member and representative for Human Services Associates, Inc. at unit 150. Mr. Hatoum presented several letters in opposition. Stan Smith submitted a letter in opposition. Their concern was having a vehicular repair type business at the main entrance into the plaza. It was also reproted the applicant did not obtain approval from the Sanford Plaza Condominium Association. MINUTES - MAY 3, 2007 PLANNING AND ZONING COMMISSION PAGE 2 After discussion, Mr~ Kutz moved to table the request until the June 21, 2007 meeting to allow the applicant, Vincent Wolle, to meet with the Sanford Plaza Condominium Association. Ms~ Dennison seconded. All in favor. Motion carried 6-0. Hold a Public Hearing to consider a Conditional Use for an Urban Infill Redevelopment of an existing non- conforming property to modify and enclose the Fanner's Market retail building at 1400 French Avenue for a Sanford Fanner's Outlet. Florida Department of Agriculture, property owner; Paul Stankay, P~E~-Stankay Engineering Group, Inc~ and Zachariah Henderson-representative for the Florida Department of Agriculture, representatives. Lorraine Wright was present to obtain information regarding what actually was being proposed as weJl as where the entrance to the facility was going to be located~ She wanted to make sure the entrance was not off of Lake Avenue. Mr. Kutz moved to approve the Conditional Use per staffs recommendation. Mr. Huber seconded. All in favor~ Motion carried 6 to o~ STAFF REPORTS A staffreport was distributed for the board's review. Mr. Robertson distributed a copy of the proposed Rules of Procedure for the board to review prior to the next meeting. Mr. Robertson introduced the new Planner, Mary Moskowitz, to the board. COMMISSIONERS REPORTS Mr. Huber asked about the status of the old Larry's Mart building on Sanford Avenue. Mr~ Robertson stated he would check and report back~ CITIZEN PARTICIPATION None.
