Mr. Yolk seconded. All in favor. Motion carried 6-0. PROOF OF PUBLICATION Mr. Kutz moved to accept the proof of publications for the Public Hearings (PH-2 and PH..3) being considered. Ms~ Dennison seconded. All in favor. Motion carried 6-0. PUBLIC HEARINGS Hold a Public Hearing to consider a request to rezone 2.39 acres from AG, Agriculture to PD, Planned Development for a proposed warehouse/office development located at 251 S. White Cedar Road. Due to the required publication of the Public Hearing notice not being satisfied, Mr. Robert moved to continue the Public Hearing to the September 20th meeting. Mr. Kutz seconded. All in favor. Motion carried 6...0. Hold a Public Hearing to consider a request to rezone 6.74 acres located at 550 N. Palmetto Avenue from PD and SC-3 to PD, Planned Development for Marina Isle, a proposed condominium/commercial mixed use development. City of Sanford and TF A IV LLC, property owners; Frank Cerasoli- TF A IV LLC, David Gierach and Bing Liu-CPH Engineers, representatives. Present to speak in favor was Joseph Guida. Mr. Guida stated this would enhance the downtown area. Present to speak against were Doreen Freeman and Jay Jurie~ Ms. Freeman stated she was concerned about the possibility of another vacant building in the downtown area. Mr~ Jurie asked the commission to table until a Fiscal Impact Analysis is completed. MINUTES - SEPTEMBER 6, 2007 PLANNING AND ZONING,COMMISSION PAGE 2 Mr. Robert moved to approve the rezone per staffs recommendations with the following changes: Item #1 - the Planned Development shall expire four years (staff recommended three years) from the effective date of the approval of the PD ifvertical construction has not been permitted by the city; Item #7 - all visible portions of roofs (staffrecommended all roofs) shall be tile; Item #10 - only the portions contiguous to the construction area of Palmetto Avenue (staff recommended all of Palmetto Avenue) must be resurfaced at the end of the first phase. Mr. Garrett seconded~ After discussion, Mr. Robert amended his motion to add the following conditions: Item #12 - A fiscal impact analysis is to be considered; Item #13 - the Site Plan shall be reviewed by the Planning and Zoning Commission; and Item #14 - Elements of the Northshore project shall be incorporated in the Site Plan. Mr. Garrett seconded the amended motion. Amended motion carried 5-1 (Huber against). Hold a Public Hearing to consider a conditional use to establish warehouse/office flex space in a PD, Planned Development at 1851 Rinehart Road and 300 Flagship Drive. Flagship Dev LLC/PMSJ Dev LLC and Norris Industries, Inc., property owners; Phillip Hollis-C & S Engineers, Inc., representative. Mr. Gibson added an additional stipulation requiring architectural enhancements to the facades of the buildings facing Flagship Drive and the Flagship Park development similar to recent flex space projects developed in the vicinity of SR 46, Rinehart Road and Upsala Road. Mr~ Garrett moved to approve the conditional use per staff's recommendations~ Mr. Kutz seconded~ All in favor. Motion earned 6-0. STAFF REPORTS Christine Dalton gave a brief overview of the Georgetown Neighborhood Plan. CITIZEN P ARTICIP A TION None. CO:MMISSIONERS REPORTS None.
