Mr. VonHerbulis called the meeting to order at 10 AM.
Minutes
Ms. Dennison moved to approve the Minutes of the July 16,2009 Regular Meeting. Mr. Mills seconded. Motion
carried 7-0 (Mr. Green and Mr. Kutz not present at this time).
Proof of Publication
Mr. Robert moved to accept the proof of publications. Mr. Mills seconded. Motion carried 7-0 (Mr. Green and Mr.
Kutz not present at this time).
Public Hearing
Hold a Public Hearing to consider rezoning approximately 11.1 acres at 1043 Upsala Road from RI-l, Restricted
Industrial to PD, Planned Development. Reel Tyme Marketing Services, Inc., property owner; Terry Shaw-Shaw
Construction & Management Services and Cas Suvongse-S K Consortium, Inc., representatives~ Present to speak in
favor of the request was Adam Montgomery, 111 Tech Drive. Present to speak against the request were Janice
Class-2541 Stockton Drive, Philip Palmieri-l 024 Berkman Circle, and Randy Lusignan-4355 St Johns Parkway.
They were concerned about the odor, traffic, decrease in property value, and the number of trees that were
removed.
Mr. Robertson added an additional stipulation that the stonnwater design requirements may be increased if staff
deems it necessary.
Mr. Y osefian moved to recommend the City Commission approve the request to rezone 11 ~ 1 acres located at 1043
Upsala Road from RI-I, Restricted Industrial to PD, Planned Development to allow the development ofa mixed use
business park subject to a Development Order that includes all recommended conditions. Mr. Robert seconded. All
in favor. Motion carried 9-0.

Mr. Robert moved to find the Revised Sanford eRA Redevelopment Plan and Finding of Necessity to be compliant
with the City of Sanford Comprehensive Plan. MT~ Mills seconded. All in favor. Motion carried 9-0.
Sunset Review

Mr. Robert move to approve an extension of one year to the Conditional Use approved by the Planning and Zoning
Commission on August 7, 2008 based on the standards for consideration for Conditional Use permits. Mr~
Yosefian seconded. All in favor. Motion carried 9-0.
The Commission asked that staff provide background information on any outstanding code enforcement actions,
fines or liens or ask a Code Enforcement person to be in attendance to provide the information.
