Speaking Before the City Commission. There is a three (3) minutes time limit
for each speaker on each item, except a person representing an organization
and presenting its views during a quasi - judicial hearing will be allowed five (5)
minutes, and a person speaking under Citizen Participation will also be allowed
five (5) minutes. Your cooperation is appreciated in observing the time limit
policy. Each person desiring to address the City Commission on an agenda item
pending before the City Commission must, before addressing the City
Commission, legibly complete a citizen's input form and submit the form to the
City Clerk or designee.
Pledge of Civility. A resolution was adopted by the City Commission of the City
of Sanford recognizing the importance of civility, decency, decorum and
respectful behavior in promoting citizen participation in a democratic government.
The City of Sanford calls upon the elected officials, employees, and the public to

April 28, 2014 Work Session and Regular Meeting.
6) CONSENT AGENDA: The action proposed to be taken is stated for each
item on the Consent Agenda. Unless the item is removed from the
Consent Agenda by a City Commission member, no discussion on
individual items will occur and a single motion will approve all items.

A. Ratify the termination of the agreement between the City of
Sanford, Florida and Alcalde & Fay Ltd., effective May 31, 2014, as
determined by consensus of the City Commission at the April 28tn
meeting.
B. Approve the second lease extension with Sanford Aero Modelers
for the Site 10 property for a term to expire June 15, 2019.
C. Approve Amendment 1 to SRF Loan Agreement WW590131 for
wastewater treatment plant improvements and authorize the Mayor
and City Attorney to execute the required documents.
D. Approve the special event permit with street closure, an alcohol
permit and a noise permit for the "Putin on the Ritz — the Roaring
20's Event ".
E. Approve staff rankings and award the Construction, Engineering
and Inspection (CEI) services associated with the Persimmon
f Avenue Local Agency Program (LAP) Sidewalk Project to CPH
Engineers. (WS 2.A)

F. Approve a grant of $53,040 from the Department of Housing &
Urban Development Community Development Block Grant to fund
the Goldsboro Front Porch Council, Inc. Youth Empowerment and
Leadership Development Academy.(WS 2.13)
G. Approve a Conditional Temporary Parking Easement at 210
Sanford Avenue and authorize the Mayor to execute the
agreement. (WS 2.C)
7) PUBLIC HEARINGS: The purpose of a Public Hearing is to receive input
regarding the item being considered. Public Hearings are not intended to
be a time for the public to obtain information about the subject matter of
the hearing. (Hearing Sequence: 1St - staff; 2nd - applicant/requesting
party; 3rd - public; final - City Commission motion, discussion and action.)

OTHER ITEMS.
A. Authorize the Police Department to apply for the 2014 Edward
Byrne Memorial Assistance grant for an eligible amount of $25,510
to fund the purchase of approximately 21 sets of tactical officer
protective equipment. [Commission Memo 14 -110]
B. Approve a Florida Department of State Small Matching Grant
Application for $15,000 to be used for City -wide survey and
inventory of historic resources to provide the basis for a Historic
Preservation Plan. [Commission Memo 14 -112] (WS 2.D)

The City Commission of the City of Sanford, Florida, met in Regular Meeting on
Monday, May 12, 2014, at 7 PM, in the City Commission Chambers, City Hall, 300 North Park
Avenue, Sanford, Florida.

Consent Items A and D were pulled for separate consideration.

Regarding Item A, the Commission reconsidered the termination of the agreement
between the City of Sanford, Florida and Alcalde & Fay, Ltd., effective May 31, 2014, as
determined by consensus of the City Commission at the April 28, 2014 meeting.
Vice Mayor Williams moved to extend the agreement between the City of
Sanford, Florida and Alcalde & Fay, Ltd., until June 30, 2014, and to invite company
representatives to make a presentation at the next Work Session to share what future services the
company can provide the City of Sanford. Seconded by Commissioner Mahany and carried by
vote of the Commission as follows:
