Speaking Before the City Commission. There is a three (3) minutes time limit
for each speaker on each item, except a person representing an organization
and presenting its views during a quasi-judicial hearing will be allowed five (5)
minutes, and a person speaking under Citizen Participation will also be allowed
five (5) minutes. Your cooperation is appreciated in observing the time limit
policy. Each person desiring to address the City Commission on an agenda item
pending before the City Commission must, before addressing the City
Commission, legibly complete a citizen's input form and submit the form to the
City Clerk or designee.
Pledge of Civility. A resolution was adopted by the City Commission of the City
of Sanford recognizing the importance of civility, decency, decorum and
respectful behavior in promoting citizen participation in a democratic government.
The City of Sanford calls upon the elected officials, employees, and the public to

6) CONSENT AGENDA: The action proposed to be taken is stated for each
item on the Consent Agenda. Unless the item is removed from the
Consent Agenda by a City Commission member, no discussion on
individual items will occur and a single motion will approve all items.

A. Award Bid # lF13 13/14-20 to L& Construction in the amount of
$105,497 for the Mayfair Golf Course lift station project.
B. Approve the procurement of new playground equipment, safety
surfacing and installation services from Advanced Recreational
Concepts for improvements to Jinkins Circle Park, Pinehurst Park,
Red Barber Park, and Derby Park in an amount not to exceed
$272,500, and to authorize the City Attorney to draft all documents
necessary to implement the procurement action.
C. Approve a budget transfer in the amount not to exceed $100,000 to
increase Purchase Order No. 33636 issued to The Middlesex
Corporation for road rehabilitation.
7) PUBLIC HEARINGS: The purpose of a Public Hearing is to receive input
regarding the item being considered. Public Hearings are not intended to
be a time for the public to obtain information about the subject matter of

A. Second reading of Ordinance No. 4319, to annex 2.23 acres at
3545 Mellonville Avenue; Art & Patti Woodruff, owners; Ad
published June 8 and 15, 2014. [Commission Memo 14-119]
B. First reading of Ordinance No. 4320, to rezone 6.74 acres at 520,
530, and 541 N. Palmetto Avenue from SC-3, Special Commercial,
to PD, Planned Development, for Marina Isle, a mixed use
development; City of Sanford, owner; lessee TFA IV, LLC.

8) OTHER ITEMS.
A. Alcalde & Fay Agreement — ratify termination of the agreement
between the City of Sanford and Alcade & Fay, Ltd., effective June
30, 2014 as determined by consensus of the City Commission at
the April 28, 2014 meeting OR continue the agreement between the
City of Sanford and Alcade & Fay, Ltd., until September 30, 2014,
and include in the 2015 budget discussions whether or not to
continue the agreement for an additional year.

The City Commission of the City of Sanford, Florida, met in Regular Meeting on
Monday, June 23, 2014, at 7 PM, in the City Commission Chambers, City Hall, 300 North Park
Avenue, Sanford, Florida.

Commissioner Jones moved to approve the first reading of Ordinance No. 4320;
and as enumerated in the associated Commission Memorandum 14 -120, allowable uses shall
include 1) retail sales and service; 2) restaurants; 3) business and professional office; 4) hotel and
accessory uses; 7) multi - family residential remains as a conditional use within the project; and 8)
residential care facility also known as assisted living facility (ALF) would be allowed but would
not exceed 50% of the allowable residential component. Numbers 5) nursing home and 6)
community residential home will be disallowed. Seconded by Vice Mayor Williams and carried
by vote of the Commission as follows:
