Mr. Mills called the meeting to order at 10 AM.
Mr. Mills recognized and congratulated Eileen Hinson, Dave Richards' replacement as the Development Services
Manager.

Mr. Loader moved to approve the March 20, 2014 Meeting Minutes. Mr. Ester seconded. Motion carried 4 -0, Ms.
Oyewale not present at this time.
Public Hearings
PH -1 Hold a Public Hearing to consider a Conditional Use request for Urban Infill Redevelopment to establish a
micro - brewery with a tasting room and outdoor beer garden in an SC -3, Special Commercial zoning district at 419
Sanford Avenue. 417 Sanford, LLC, property owner; Greg Piecora and Peter Minelga — Wop's Hops Brewing
Company, representatives.
Mr. Esler moved to approve the Conditional Use request for 419 Sanford Avenue subject to a Development Order
with the conditions as recommended by the Development Review Team. Ms. Oyewale seconded. Motion carried 5 -0.

PH -2 Hold a Public Hearing to consider a Conditional Use request for Urban Infill Redevelopment to establish a
16 -unit apartment building in a GC -2, General Commercial zoning district located at 610 W. 9th Street. Equity
Development, LLC, property owner; Robert Horian, representative.
Mr. Loader moved to approve the Conditional Use request for 610 W. 9th Street subject to a Development Order with
the conditions as recommended by the Development Review Team with the additional condition (a School Capacity
Availability Letter of Determinations (SCALD) letter will be required prior to the approval of a development plan).
Ms. Buie seconded. Motion carried 5 -0.

Staff Reports
A copy of the SunRail operating schedule and a copy of the Public Open House Workshop #2 flyer regarding the
Sanford SunRail Station area study plan meeting set for Thursday, May 29` were distributed.
Commissioners Reports
Mr. Mills asked if the joint planning meeting could be held on the second City Commission meeting in June at the 4
PM work session since he would not be available before that meeting. The board concurred having the joint planning
meeting at the second meeting in June.
Mr. Loader commended the City on the improvements made to the parking area across from Chamber of Commerce.
Mr. Loader asked about the building located on the SE corner of Park Avenue and 3rd Street. Mr. Groot informed the
board the property is in foreclosure and the City was granted permission to go on the property to secure the structure.
