Moment of Silence Pledge of Allegiance Minutes Mr. Ester inoved to approve the Minutes of the December 5, 2013 Regular Meeting. Ms. Buie seconded. Motion carried 7 -0. Presentation Gabriella Serrado, Transportation Planner for MetroPlan Orlando, gave a PowerPoint presentation on the Regional Northeast Corridor Study along the Aloma Spur from the City of Sanford to the University of Central Florida. Citizen Participation None. Staff Report In response to Mr. Padgett's question at a previous meeting, Mr. Gibson distributed a copy of the fishing policy for the Marina area. Mr. Padgett stated he would like to see the boundary area increased in order to prohibit fishing in the Marina area and around the new public boat docks. Mr. Green suggested adding a pedestrian pier for fishing around the zoo area. Mr. Gibson informed the board the SunRail Grand Opening is scheduled for April 30 and each city will have a train tour event to allow the public to see and tour the cars on site at the station. Sanford's tour is scheduled for April 5"' between 2-4 Pm. Minutes — February 6, 2014 Planning and Zoning Commission Page 2 Mr. Gibson distributed an updated copy of the various projects /developments within Sanford. Commissioners Reports Mr. Mills requested a map showing the railroads within the City. Mr. Gibson stated he would provide a neap at the next meeting or sooner once it is available. Mr. Mills stated the City needs to hire an expert to assist staff in moving forward to enhance and encourage good quality upscale development between SunRail and Sanford's downtown, the Mall and the airport. He met with the City Manager, which Russ Gibson, Jonathan Pauls and Louis Rotundo were in attendance. The City needs to raise the level of quality along the corridor into the City. Ms. Oyewale stated the board needs the ability to say no when a certain type of use is not the most desirable for an area, and unless the City Commission is on board it is hard to address certain regulations and standards. Mr. Loader stated the board is to look at the legalities in regards to what the code allows and it is up to the City Commission to decide what type of business should be allowed in certain areas. Mr. Gibson stated the board is charged as the local planning agency to consider projects per the current land development codes and can provide direction to the City Commission to make changes. A joint planning meeting could be scheduled between Planning & Zoning and the City Commission to discuss this type of issue. Mr. Loader commended Consolidated Labels located on East Lake Mary Boulevard for the improvements made to their building and site. Election of Chairperson and Vice Chairperson Mr. Esler nominated Jerry Mills as Chairman. Mr. Loader seconded. Nominations closed. All in favor. Motion carried 6 -0; Ms. Buie not present at this time. Mr. Loader nominated Steve Esler as Vice Chairman. Ms. Oyewale seconded. Nominations closed. All in favor. Ordin N o. 40€ 3 was adopted bV the Sanford City Corrirnlssimi on l' ovornber 26, 2007 that establishes a No Fishing7one on the shores of Marina isle on Lake Memcee Below are excerpts fvonn the Ordinance. r t• _� .� 1, it is unlawful for any person to fish in that area on the shore of Marina Isle on Lake Monroe within the City limits of the City of Sanford Which is designated hereby as a no fishing zone. The term 'fish' means `taking, attempting to take, pursuing, hunting, molesting, capturing, or killing any fish, or their nests or eggs, by any means, whether or not such actions result In obtaining possession of such fish or their nests or eggs." Although not required to prove a violation of this Ordinance, the City Manager, or designee, shall cause appropriate signage to be Installed to announce to and advise the general public of the general locations of the no fishing zones and the City Manager, or designee, shall take such other appropriate action as deemed appropriate to advise the public of the existence of the no fishing zones. 2, ti o Ed t' r€ . For the first three months after the effective data of this Ordinance, a violator shall receive a courtesy notioe of the violation. Commencing three months after the effective date of this ordinance, all violations are subject to enforcement as provided herein. 3.
