Mr. Robert called the meeting to order at 7 PM.

Mr Yosefian moved to approve the Minutes of the February 2, 2006 Regular Meeting. Mr. Kutz seconded. All in
favor. Motion carried.
PROOF OF PUBLICATION
Mr, Kutz moved to accept the proof of publication for the Public Hearings being considered. Mr.. Huber seconded.
All in favor, Motion carried.
PUBLIC HEARINGS
Hold a Public Hearing to consider proposed amendments to the City of Sanford Land Development Regulations,
Schedule K. Sign Regulations, to consider Banner Signs; Antonia Gerli, Principal Planner, representative.
Additional staff recommendations submitted by Mr. Gibson were: 1) limit to one (1) banner per pole, 2) establish
maintenance terms within the ordinance, and 3) establish a maximum term that a banner can be displayed such as a
one (1) year term with a renewal or extension allowance.
Mr. Kutz moved to approve the proposed amendments per staff s amended recommendation with the addition of 1)
if the applicant fails to remove /replace a dilapidated banner, the City has the authority to remove said banner, 2) the
color of the banners are to be submitted to the City for approval prior to the manufacturing, 3) the banners are to
comply with code requirements in regards to wind loads and pole attachments, and 4) the attachment is to be
reviewed and approved by the City prior to the banner being installed. Mr Green seconded. All in favor. Motion
carried.

Habitat for Humanity at 2600 and 2602 Palmetto Avenue; Habitat for Humanity in Seminole County, owner;
Steven Craig — Habitat for Humanity, representative.
Additional staff recommendation submitted by Mr, Gibson was that both residences are required to have a garage.
Mr. Volk moved to approve the request per staff s amended recommendation. Mr Huber seconded. Mr. Kutz
against, all others in favor. Motion carried.
Hold a Public Hearing to reconsider a Conditional Use request to redevelop and change the use of a non-
conforming property for the Fresenius Medical Care facility at 550 w_ I" Street; Consolidated- Tomoka Land Co.,
owner; Grant T. Downing — Godbold, Downing, Sheahan & Bill, Attorneys at Law, Bob Loepor — Fresenius
Medical Center and Scott Corbin — Colliers Arnold, representatives. Present to speak on behalf of the request were
Dixie Butler, Carol Kewley, Betsy Delano. A petition signed by 70 patients and 26 staff of the Fresenius Medical
Care facility stating they were in favor of the request was submitted by Carol Kewley, the Clinical Manager of the
facility. Betsy Delano read a letter from Joe Murphy, a patient of the facility, stating he was in favor of the request
and Bob Loepor read a letter from Alfredo Pegoraro, MD, a doctor with the facility, asking for the board's support
of the request. Present to speak in opposition were Robert Kinney (representing a group from the Sanford Historic
Trust), Chris McLeod, president of the Sanford Historic Trust, Alec Then, Liz Darwick, and Rick Johnson, as well
as a letter received from Chris and Leslie Stevens, which was read into the record by Mr., Robert. The main
concern of those speaking against the request is that this parcel is a gateway into the downtown area and retail is the
best use for this property ,
Mr Yosefian moved to approve the request per staffs recommendation with the exclusion of the required 3,000
square foot retail space. Mr. Garrett seconded for discussion. After discussion Mr Yosefian amended his motion
to require the applicant to work with staff to make exterior architectural modifications and the Fresenius Medical
Care (office use) may occupy entire building. Mr. Garrett seconded the amended motion. Those is favor were
Yosefian, Garrett, Robert and Kutz. Those against were Volk, Green and Huber. Motion carried with a vote 4 to 3.
CITIZEN PARTICIPATION
None.
STAFF REPORTS
Mr Gibson introduced Christine Dalton, Community Planner, and informed the board that she will be involved in
various neighborhood activities and assisting with Sanford's long range planning. A staff report was distributed for
the board's review.
COMMISSIONERS REPORTS
Mr. Huber asked about 1108 Palmetto Avenue's residential use at that location. Mr. Gibson informed him that the
parcel is zoned for residential; therefore the single family residence being constructed is permitted without Planning
and Zoning review /approval.
Mr. Kutz asked if the biker path would be modified when the new traffic signals were installed in front of
Lowe'slwalMart area. Mr. Gibson informed him that it would be modified during the median reconstruction.

There being no further business, the meeting adjourned at 9 M.
