MINUTES Mr. VonHerbulis moved to approve the Minutes of the September 7, 2005 Regular Meeting. Ms. Dennison seconded. All in favor. Motion carried 7 -0- PROOF OF PUBLICATION Mr. Huber moved to accept the proof of publications for the Public Hearings being considered. Mr. VonHerbulis seconded. All in favor. Motion carried 7 -0. CONSENT AGENDA Approve the Final Plat for Regency Oaks, Units 2 and 3 at 1000 Upsala Road. Mr, Kutz moved to approve the Final Plat per staff s recommendation. Mr. Volk seconded. All in favor.. Motion carried 7 -0. PUBLIC HEARINGS Hold a Public Hearing to consider a request to Rezone 0.72 acre at 3 01 Cedar Avenue from RI -1, Restricted Industrial to MR -3, Multiple - Family Residential for Cedar Avenue Apartments, an Urban Infill Redevelopment proposing a 7 unit senior apartment building; Center for Affordable Housing, Inc., property owner; Marion I. Skilling, President -- Marion I. Skilling Associates, Inc. and Bill Newman, Executive Director — Center for Affordable Housing, representatives. Mr. Kutz moved to approve the Rezone per staff s recommendations. Mr. VonHerbulis seconded. All in favor. Motion carried 7 -0. MINUTES — OCTOBER 19, 2006 PLANNING AND ZONING COMMISSION PAGE 2 Hold a Public Hearing to consider a Conditional Use request to allow Tropic Park Bail Bonds to operate at 4195 Orlando Drive; Arthur E. Grindle, Trustee and Phyllis A. Grindle Trustee, property owners; Hal Uhrig, Esquire -- The Defense Group, representative. Mr. Volk moved to approve the Conditional Use per staff s recommendations. Mr. Huber seconded. All in favor. Motion carried 7 -0. Hold a Public Hearing to consider a Conditional Use request to expand an existing non - conforming Vehicle Service Center for Sanford Paint and Body at 2601 and 2505 Country Club; Martins Collision Center, Inc., property owner; John Dollar Osceola Engineering Inc., Russ Kanack — RB Marks Construction and David Martin — Sanford Paint and Body, representatives. Mr. VonHerbul is moved to approve the Conditional Use per staff s recommendations with the following modifications: 1 ) on item #7, it should state provide it "to" the west side instead of provide it "on" the west side, 2) there shall be no outdoor storage except on the back fenced in area on the existing site, 3) no repairs conducted on the exterior of either site, and 4) a Unity of Title for both parcels. Ms. Dennison seconded. All in favor. Motion carried 7 -0. The Commission also requested to see the Site Plan before final approval. Hold a Public Hearing to consider proposed amendments to the City of Sanford Land Development Regulations, Schedule Q, Level of Service Requirements and Methodologies; Antonia Gerli, Principal Planner - City of Sanford, representative. Mr. VonHerbul is moved to approve the amendments to Schedule Q per staff s recommendations. Mr. Volk seconded. All in favor. Motion carried 7 -0. STAFF REPORTS A staff report was included in the agenda packet for the board's review. Russ Gibson introduced Branislay (Grano) Zacharides. Mr. Zacharides is the City Manager of the City of Vrutky in Slovakia. He was invited for an "internship" by City Manager Sherman Yehl, in the framework of the cooperation of the 1CMA and the Slovak City Managers' Association. Mr. Gibson invited the Commission to attend Mr., Zacharides' presentation at the Sanford Chamber of Commerce. Antonia Gerli gave a brief presentation on the Evaluation and Appraisal Report Schedule, Revisions and Issues and requested the Commission to review and submit comments. Ms. Gerli informed the board that a Public Hearing wi I I be scheduled for the November 16"' Planning and Zoning Commission meeting. COMMISSIONERS REPORTS Mr, Rutz requested an update on the traffic signal in front of Lowes and a status report on the North shore/Mari na Island Restabilization project. Ms. Dennison informed staff that the rear gate area to the Crown Colony subdivision is overgrown and needs to be mowed. Mr. VonHerbulis requested an update on the traffic signal at the Northstar Industrial Park. CITIZEN PAR'T'ICIPATION None. ADJOURNMENT There being no further business, the meeting adjourned at Noon.
