CITY COMMISSION CHAMBERS CITY HALL, SANFORD, FLORIDA MEMBERS PRESENT: Ross Robert, Chairman Andy Kutz, Vice Chairman Brian Volk Eddie Green Richard Huber Rami Yosefian Carol Dennison MEMBERS ABSENT Bobby VonHerbulis, excused Otto Garrett, excused OTHERS PRESENT: Russ Gibson, Director of Planning & Development Services Eileen Hinson, Senior Planner Mr. Robert called the meeting to order at 7:00 P.M. MINUTES Mr. Huber moved to approve the Minutes of the October 20, 2005 Regular Meeting. Mr. Kutz seconded. All in favor, Motion carried. PROOF OF PUBLICATION Ms. Dennison moved to accept the proof of publication for the Public Hearings being considered. Mr. Volk seconded. All in favor. Motion carried. PUBLIC HEARINGS. Hold a Public Hearing to consider a Conditional Use to add one additional guest room to the Higgins House Bed and Breakfast at 420 oak Avenue; Steven & Renee DellaSala, owners, Steven DellaSala Higgins House, representative. Mr. Volk moved to approve the Conditional Use per staff s recommendation. Mr. Kutz seconded. All in favor. Motion carried. Hold a Public Hearing to consider a Conditional Use for Urban Infill Redevelopment at 2465 Park Avenue to redevelop Park Place Plaza and the adjacent retail building (battery store); Albino Teixeira, owner. Due to there being no representative present, Mr Kutz moved to table until end of meeting. Mr_ Volk seconded. All in favor. Motion carried. Holder, P.E. — Holder Engineering Corporation, Joshua Peterson — Cuhaci & Peterson, Architects and Patrick Dooley — Heritage Townhomes, LLC, representatives. Those present to speak were Larry Blair, Les Balogh, Kathleen Laugherty, Steve Coffman, Pastor Wes Tanksley, and Ralph Pezold. Their concerns were traffic, existing trees, retention pond, crime, subsidized rentals, mosquitos and the number of units. Mr. Yosefian moved to table the Conditional Use to allow staff and the developer to address the concerns that were presented by the community. Ms. Dennison seconded. All in favor. Motion carried. Due to there being no representative present, Mr. Volk moved to table. Mr. Huber seconded. All in favor. Motion carried. STAFF REPORTS Mr, Gibson briefly discussed the staff report that was included in the agenda packet, which provided updates and miscellaneous information. He also informed the board about a meeting at Seminole County with Glatting Jackson in regards to the US 17192 CRA design standards and a meeting at the Sanford Airport with FDGT Secretary Denver Stutter in regards to traffic impacts on state highways. COMMISSIONERS REPORTS Mr. Huber asked about the CRF at 614 Cypress Avenue. Mr. Gibson informed him that Code Enforcement is taking action to remedy the complaint. CITIZEN PARTICIPATION None.
