CITY COMMISSION CHAMBERS CITY HALL, SANFORD, FLORIDA MEMBERS PRESENT: Ross Robert, Chairman Andy Kutz, Vice Chairman Eddie Green Richard Huber Rami Yosefian Bobby VonHerbulis Otto Garrett MEMBERS ABSENT Brian Volk, excused Carol Dennison, excused OTHERS PRESENT: Larry Robertson, Development Services Manager Mary Muse, Secretary Mr. Robert called the meeting to order at 7:05 P.M. M 11N11TTF R%_ Mr. Kutz moved to approve the Minutes of the September 15, 2005 Regular Meeting. Mr. VonHerbulis seconded. All in favor. Motion carried. PROOF OF PUBLICATION. Mr. Garrett moved to accept the proof of publication for the Public Hearings being considered. Mr. Green seconded. All in favor. Motion carried. PUBLIC HEARINGS. Remove from Table and Hold a Public Hearing to consider proposed amendments to the City of Sanford Land Development Regulations, Schedule P, Utilities Standards and Specifications and Design Standards for Water Conservation; Antonia Gerli, Principal Planner --City of Sanford, representative. Mr. Green moved to remove from table. Mr. Kutz seconded. All in favor. Motion carried. Mr. Robertson informed the board that the Utility Department is withdrawing the request to allow them time to complete the amendment review. Mr. Kutz moved to withdraw per applicant's request. Mr. Huber seconded. All in favor, Motion carried. Hold a Public Hearing to consider a Conditional Use for Urban Infill Redevelopment to establish Blue Heron Walk-Ups, a six (6) unit townhouse development at 308 E 4th Street; Exact Plumbing, Inc., owner; John Giuliani, representative. Mr, Robertson informed the board that staff is requesting this item to be tabled to allow the applicant to hold a Citizen Awareness and Participation Plan (CAPP) meeting. Mr. VonHerbulis moved to table until a time uncertain per staff s recommendation. Mr. Kutz seconded. Mr. Yosefian against, all others in favor. Motion carried. MINUTES — OCTOBER 20 2005 PLANNING AND ZONING COMMISSION PAGE 2 Hold a Public Bearing to consider a Conditional Use for Urban Infill Redevelopment to establish a 1,980 square foot office /retail building for Huggins Development at 514 Sanford Avenue; Paul B. Comely, owner; Kirt Huggins, Huggins Development, Inc., representative. Those present to speak were Howard Marks, Barbara Farrell, and Zillerstein Bellamy. Their main concerns were the look/style of the new building, lot coverage and closeness to the existing building. Mr. Yosefian moved to approve per staff s recommendation. Mr. Garrett seconded. Mr. VonHerbulis and Mr. Kutz were against, all others in favor, Motion carried. Bold a Public Hearing to consider a Conditional Use for Urban Infill Redevelopment to establish a 1,596 square foot commercial office /retail building at 2012 French Avenue; H. Khoshesperam, owner; Al Tehrani, representative. Mr. VonHerbulis moved to approve per staff s recommendation. 1W Huber seconded. All in favor_ Motion carried. STAFF REPORTS Mr, Robertson briefly discussed the staff report that was included in the agenda packet, which provided updates and miscellaneous information. COMMISSIONERS REPORTS Mr. Kutz stated that in reference to the traffic signal in front of WalMart, the city needs to take the position to not consider anything in the area until the signal is installed. Mr. VonHerbulis recommended a code enforcement citation be issued to WalMart since the traffic signal installation was part of the approval for the Super WalMart renovation. Mr. Robertson stated he would check into that. Mr, Kutz stated that he has noticed police officers around the community and wondered why they do not patrol Sanford Avenue for speeding vehicles. He asked if staff could contact Police Chief Tooley to address his concerns about the safety of those who live along Sanford Avenue. CITIZEN PARTICIPATION None.
