CITY COMMISSION CHAMBERS CITY HALL, SANFORD, FLORIDA MEMBERS PRESENT: Ross Robert, Chairman Andy Kutz, Vice Chairman Brian Volk Mike Skat Richard Huber Bobby VonHerbulis Rami Yosefian Carol Dennison Otto Garrett OTHERS PRESENT: Russ Gibson, Director of Planning and Development Services Larry Robertson, Development Services Manager Antonia G erli, Principal Planner Mary Muse, Secretary Mr. Robert called the meeting to order at 7 :00 P.M. MINUTES. Mr. Huber moved to approve the Minutes of the July 1, 2004 Regular Meeting. Ms. Dennison seconded. All in favor (Mr. VonHerbulis was not present at this time). Motion carried. PUBLIC HEARINGS. Consider a Conditional Use request for an Urban Infill Redevelopment Project to establish residential uses in GC-2, General Commercial zoning for the Fulton Center at 655 Fulton Street; James L. Dunn, owner; James Dunn and Andrew Kutz, representatives. Due to Mr. Lutz being a representative for this request, he abstained from voting. Mr. Skat announced that he had discussions with Mr. Dunn and the Fire Department regarding this property. Ms. Dennison moved to remove the item from the table. Mr. Skat seconded. All in favor (Mr. VonHerbulis was not present at this time). Motion carried. Mr. Yosefxan :moved to approve the request per Staff s recommendation with the exception of changing the minimum 1,000 square foot of living area to a minimum 700 square foot of living area. Mr. Skat seconded. All in favor. Motion carried. Vt Street; Walter R., Lisa G., Thomas R. and Diane W. Nason, owners; Anthony Miller — Sobik's Sub Shop, representative. Mr. Skat moved to approve the request per Staff s recommendation. Mr. VonHerbulis seconded. All in favor. Motion carried. Consider a Conditional Use request for an Urban Infill Redevelopment Project to establish residential uses and first floor offices in the SC -3, Special Commercial zoning district at 214 Palmetto Avenue; S. J. Davis and K. W. & Mary B. McIntosh, owners; John Giuliani - Landmark Building and Construction, Inc., representative. Those present to speak in support were Linda Kuhn, Jim Dunn, and Renee Hayes. Don Mims — Ron's Tire and Automotive (218 Palmetto Avenue) was present and asked the board to consider allowing him to keep his automotive use there or assist him with relocating. Mr. VonHerbulis moved to approve the request per Staff s recommendation with the following changes: amend item "b" to allow the utility issue to be addressed at site plan review and add "no automotive uses shall be allowed" and "no outside storage of recreational vehicles (i.e., boats, jet skis, etc.) shall be allowed." Mr. Kutz seconded. All in favor. Motion carried. STAFF REPORTS. Mr Gibson presented a rendering of a proposed commercial /residential project for the property located at the southeast corner of 2n Street and Palmetto Avenue. Mr Gibson reported that the City is in the process of pursuing a master stormwater permit from the State for the downtown area and will coordinate with the Public works Director for an update. Mr, Gibson distributed a memorandum regarding the scheduled August 9 j oint work session which listed items of discussion and asked if anyone had additional items to forward them to him. Mr. Gibson gave a PowerPoint presentation showing the city's growth since 1973. COMMISSIONERS REPORTS, Mr. Skat stated that he recalled language being added to the Land Development Regulations regarding the City being allowed to pull a business license if the property was found to be in violation of a City code.
