TO DISCUSS AMENDMENTS TO THE SANFORD
LAND DEVELOPMENT REGULATIONS
The City of Sanford Planniing and Zoning Commission Will hold a workshop to review
amendments to the following schedules of the Sanford Land Development Regulations:
* Schedules F: General Requirements uirements For Buildings, Parcels, Yards, Building Setbacks
And Lighting Standards;
0 Schedule H: Minimum Vehicular Off-Street Parking Space Requirements;
Schedule K: Sign regulations.

Mr. Skat called the worksession to order at 7:05 P.M.
Schedule F: general Requirements for Buildings, Parcels, Yards, Building Setbacks and Lighting
Standards.
Mr. Kutz asked about the number of sheds on property limitation and reduction in the open space
requirement. Ms. Gerli stated that the open space requirement in most residential areas is %
and may cause some problems with never subdivisions because they have smaller lots. Mr.
Marder stated that when subdivision is being developed, they are given the maximum lot
coverage for drainage issues.
Ms. Dennison asked what the definition of an accessory structure vas. Ms. Gerli read the
definition and stated that an accessory building would not be allowed to be constructed prior to
the primary residence. Mr. harder stated that if are accessory structure is Built prior to the
primary residence, it could create a problem if the primary residence is never built. The city
currently has this situation where someone received approval to build a gauge on a lot, without a
residence, and is now doing auto repairs in it. Ms. Gerli stated that in no event shall an accessory
structure be approved before the primary use established.
The me mber , excluding Ms. Dennis n, agreed to leave it as it is and let the Board of
Adjustment handle approvals of accessory structures. Ms. Gerli stated that she would remove
the number of shed restriction.

Regarding the lighting standards, the table should reflect a minimum and a maximum. The
board agreed to not allow wall packs facing streets or residential areas. Mr. Kutz suggested the
high - pressure sodium bulb be used.
Is. Gerli stated that Schedule G has been deleted entirely because Schedule ITT already covers it.
Under Schedule K a section has been added to state that number of required parking spaces may
be reduced if the use can demonstrate, in a parking to r prepared by a traffic engineer or traffic
planner, a need which is less than required. For miscellaneous land uses, she has eliminated
required spaces based on number of employees and made it based on gross floor area. There was
discussion regarding recreational vehicle parking for multiple family properties. The board
agreed that the RV's did not need to be screened, but other types of recreational vehicles should
be screened. In order to accommodate all types of vehicles, there could be a maximum parking
size requirement.
Next was Schedule K, Signs. Mr. Lowell would like to have the right-of-way width determine
the character of the sign, such as size and setback. Mr. Kutz would like to see a one page
summary sheet for signs. Ms. Gerli stated that she could dace a summary at the front of the
Schedule.
Mr. Lowell also suggested adding a requirement that would require the owner to conform to the
new sign regulations within 5 years unless it is a historic type sign, (like George's Bar and The
Barn) then they would be allowed to ask the Commission to keep the existing sign and not
change historic context. Ms. Gerli stated that the 5 -year requirement is a Code Enforcement
nightmare. The 17-92 CRA has an incentive for signs that would help replace the sign if it
complies with the new regulations. fir. Skat stated that the owner could be made to take the sign
down if not using it and if the building were unoccupied for a certain amount o f time, the sign
would have to be removed.
Mr. Lowell stated that there are certain signs listed as being prohibited, such as balloons,
streamers, and banners, but under temporary signs they are allowed. Mr. Skat stated that these
types of signs should be treated as a special event.
Mr. Garrett suggested that the campaign sign deposit should be increased. The board suggested
requiring $250.00 deposit.
Ms. Dennison asked if beach signs were prohibited? Ms. Gerli stated that the county has signed
an agreement with a company, and the City would piggyback onto their agreement. She will add
that bench signs as approved by City Commission will be allowed.
