Mr. Hips called the meeting to order at 7:00 P.M.
The first item on the Agenda was to bold a Public Hearing to consider a request to Rezone property
located at 2401 French Avenue from RC -1 to G-C -2.
Randy Siegel 41 Soft Shadow Lame, DeBary, was present. He stated ffiit the have done extensive
remodeling and improvements to the property. Thee property exceeds the square footage of the RC -1
zoning by 200 square feet and the building is basically non - conforming to the zoning for future use
which is GC -2. He stated that for now they are not doing anything with the used car lot. If used cars
were sold again, they would be limited to 4 to 6 vehicles.
Mr. Lowell moved to approve the rezoning and the proposed site layout with the stipulation that the
hand designated area on the site layout that shows the used car parxg area arrangement not be
included. Seconded by Mr. VonHerbulis. All in favor. Motion carried.
The next item on the Agenda was to hold a Public Hearing to consider a request for a Conditional Use
for property located at 3450 Cameron Avenue M an AG Zoning District for the purpose of a dater
Reclamation Facility.

Fain Moore, Director of Utilities of the City of Sanford, stated that the site is east of BSI Avenue
with the access point being Cameron Avenue. The retention ponds that are shown on the layout are
storrawater retention ponds. Mr. M oore stated that there will be mechanical type equipment but that
here would be very little noise associated with it.
Mr. VonHerbuhs moved to approve the Conditional Use per Staffs comments. Seconded by Ills.
Dennison. AR M' favor. Motion carried.
The next item was to hold a Public Hearing to consider a request for a Conditional Use for property
located at 408 Mattie Street in a GC-2 Zoning I istrlct for the purpose of automotive re ix and
bodywork.
Pa.rsudyal Suhdeo, 7443 Grand Court, Winter Park, and A. B uan Realtor, were present representing
the Conditional Lase. Mr. B uani stated that the purchase of the property is contingent upon the
conditional use and that they are requesting the Conditional Use for auto body and auto repair. There
wiU not be any major construction, just n=n or f acial wo r k, landscaping with the office moved to the
other size. A paint booth will be added.
Mr. Gibson stated that there are a variety of non - conformities in terms of being able to establish or
re - establish any rases on the property. 'There are some req=* ernents that the pity has to evaluate
furth if this use is approved, through site plan approval. Certain buffer requirements between the
adjoinMing single famil property or use, landscaping, parking, handicap issues, and the overall traffic
circulation on site. It will b e required to go through the site plan review process to bring the site up
to current code.
Mr. Buani stated that if this is approved they will have an architect draw up an offi cial site plan. They
are aware that no auto sales are permitted. He stated that here wiU be a privacy fence to screen the
area holding the cars in need of repair. Any cars in need of repair will not be visible to the phlic.
Mr. Yosefian moved for approval based on Staff's recommendati wi the start tim not b begin
before 7:00an and no later than 7:00pm with all bodywork to be done indoors. Seconded by Mr.
V on er buhs. All in favor. Motion carried.
The next item on the Agenda was to bold a Public Hearing to consider a request for a Conditional Use
to allow outdoor storage on Lot 9, Gordon Subdi6sion, located a 201 Gordon Street in a I 1 Zoning
District.
Parks Nilson, Wilson and Company of Oviedo, represented the request. He stated that the facility will
a 7000 square foot building for a metal roofing contractor. This company performs fab.�icadon and
ins anon of stained an sealed metal roofs, concealed s i g, very high end roofing and metal
products on coil buildings. The ou tmode storage will b within a fenced area to the rear of the

building. There will be storage of some equipment, crates from time to time, vehicles will be parked
in the storm area, and from tune to time there will be traders, and probably pallets that will be hx
circulation from. the manufacturer.
Mr. Wilson stated th this will b a high aes theti cs building with probably some uni metal on it.
It is in keeping with the industriW use of that property. Phase 2 will be Med and graded to drams to the
retention pond. Phase 2 wffl not have any storage.
Joel Bassett, ow of Quality Metals, 3942 Hain Cir., Casselberry, stated that they would like to have
an 8' fence with vinyl inserts
Al Krueger, 800 W. Beresford Road, Deland, stated that the only thing that he has against this request
is the possibility of junk and debris. In the area is M & M Junkyard, and a rental outfit that is not
exactly the Micest looking place but it is kept up a little hit is across the street. H e stated that he is on
his property just about every weekend trying to keep the gr ass and everything clean. This will be an
eyesore because of the storage of ladders and industrial equipment. If things are stored bew the fence
line he would not have any objections.
Bilk Kempke, 609 Ft. Feather Dane, Seminole County, stated that his facility is a first class facility. The
request will be an eyesore. His entranceway faces the side of the requested building and the storage
area. He will be able to see the storage facility w he enters his f acility. H has visitors from aroun
the world that visits his fatty. A block gall to screen the storage area may be acceptable.
Parks Wilson stated that the reason Mr. Bassett is wanting to relocate to Sanford is to consolidate his
rn inside of his building. Mr. Nilson shoved pictures of conditions o Aer Lane. � Ie shoved
the automotive storage y loo]dng north of Gor Street, about 200 yards to the east of the
Kempke facility; a view across the sheet to Neff Equipment; another view of Neff Equipment open
Days; and a view of Mr. Krueger's p roperty .
Mr. VonHerbulis moved on approval with 8' fencing with vinyl slats, landscaping per the City's Land
Development Regulations and to increase the landscaping o the westerly side to "high at planting
and promote vertical growth and with the l ut tion of storage equipment up against the fence to be
no higher than the fence height. Seconded by Ms. Dennison. All favor. Motion .a ied.
The next item was the consideration of the Site Plan for Quality Metals a 7,000 square foot
office warehouse building proposed o Lot 9, Gordon Subdivision located at 201 Gordon Street in
RI Zoning District.
Parks Wilson represented the request. Mr. VonHerbuhs questioned true maneuverability. Mr. Wilson
stated that their inifial thought was f or the tractors to pull onto G Street and back in. If this i
not allowed, they would have to maneuver on the unim proved rear area of the property.

Tom Ball,, 213 Shady Oaks Circle, Lake Mary, stated that he has quite a few pears experience as a
trucker. He stated that as a retired trucker, he would drive onto Gordon Street, a cul-de-sac, all the way
to the end, which has significant ample tummg radius for a tractor trailer, and tam around, start off
and back in so he would not be backing in on a blind side. The same thing happens in multiple
locations in Sanford Central Park, Sanford Commerce Park, l orthstar Business Park, and 1-4 Industrial
Park. It is just the norm when operating and doing business in this environment.
Mr. Wilson requested that they be allowed to trove the tree island to the front. They would like to
come down three spaces from the handicap space and put it there,
Mr. V nH moved to approve the site plan per S taff s recommendations per the o rigin al
conditional use items and that Gordon Street, in this in dustrial park, be allowed for true
maneuverability and locate the landscaping island 10 spaces from the south as opposed to the way the
last plan reads. S by Mr. Carrawa. All in favor. Motion wed.
Mr. Y ose stated that for the mutes of May 3, the meeting that was held rW dire Sites 17 & 18
which were tabled. At the City Commiss meetng, staff was presenting and they were awed if they
recalled if Mr. Yose ian abstained from voting on this and Mr, Jay Marder stated that he did not recall
if Mr. Yosefian abstained or not. He requested that Mr. M r er look at Page 8 of the Nfinutes where
it states that Mr. Yose an and M r. Kutz abstained. And also for the meeting of May 17th again Mr.
osefian and Mr. Kutz abstam* ed.
Mr. VonHerbulis moved to approve the Minutes of May and May 17 as circulated. Seconded by
Ms. Dennison. All in favor. Motion carried,
There being no furth business, the meeting adjourned at 8:0 P.M.
