setback along W. 13`" Street from 25 feet to 9 feet.

Mr. Skat called the meeting to order at 7:00 P.M.
First on the Agenda was a Public Hearing to consider a request for a Conditional Use to establish
a Bed and Breakfast on property located at 1701 Brisson Avenue in an AG, Agricultural Zoning
District.
Bates Reed, owner, 1701 Brisson Avenue, Sanford, was present. He stated that he would like to
turn the property into a bed and breakfast. He has completed a massive amount of renovation in
the past 18 months to bring the property to where it is today. There is a new 6' privacy fence that
surrounds the property. Mr. Reed stated that his property is old time Florida at its best with a
comfortable warm setting. He will operate the property as a proper bed and breakfast. He wants
people to look at it as an option to a hotel room.
Mr. Reed stated that there will be 4 guest rooms with two people per room max. Guests will stay
no longer than 2 or 3 days. The starting rates would be $89 for double occupancy and $69 for
single occupancy.

Mr. Robert moved for approval to include all of Staff's recommendations. Seconded by Ms.
Dennison for discussion. Ms. Dennison questioned the signage. Mr. Reed stated that there is an
existing 4'x3' sign which he does not plan to change in size. He stated that the property is being
set as a bed and breakfast, so if it is sold in the future it could not become a rooming house. All in
favor of the motion. Motion carried.
The next item on the agenda was to hold a Public Hearing to consider a request for a Conditional
Use to establish a day care facility for property located at 2400 Chase Avenue in a SR -1, Single
Family Dwelling Residential Zoning district.
Sharon Riggins- Patterson, stated that they plan on using part of the Church for a day -care center.
They plan on having 40.5 students. She requested to waive the paving requirements for 3 years.
She is prepared to pave a driveway area because this has to be done before 4 -C will approve it.
She proposed to have a sidewalk in a curvature manner that would be used as a drop off area.
Ms. Patterson stated that fencing around the playground area would be provided. The hours of
operation would be from 6:OOam to 6:OOpm, Monday through Friday, with 5 employees.
Mr. Hipes suggested that good lighting is placed around the playground area for security and a
video camera at the drop off - point.
Mr. Hipes moved to approve with Staff's comments with Staff to use its judgement on paving.
Seconded by Mr. Robert. All in favor. Motion carried.
The next item on the Agenda was to hold a Public Hearing to consider a request for a
Dimensional Variance for Macedonia Primitive Baptist Church, located at 1714 W. 13' Street in a
GC -2, General Commercial Zoning District, to reduce the front setback along W. 13' Street from
25 feet to 9 feet.
Stephen Balint, 322 Hidden Lake Drive, and Michael Parado, Pastor, were present. Pastor
Parado stated that they would like to put in a foyer, two bathrooms and a small office space. The
addition of the bathrooms would be more convenient for the elderly and would keep the
congregation from interrupting the services when the restroom facilities are needed. The
approved variance in 1996 was never used.
Mr. Robert moved to approve exactly as Staff recommended. Seconded by Ms. Dennison. All in
favor. Motion carried.
Next was the consideration to Article VI, Section 6.19 - Vacation of Rights -of -Ways and
Easements in Sanford Land Development Regulations changing the requirements and procedures

for requests to vacate rights -of -way and easements.
Mr. Gibson stated that this is a direction of the City Commission because the City has been
vacating in a piece meal fashion. It changes the process for the request to be presented to the City
Commission. The Co recommended a change to the majority of property owners of the
affected parcels in sub - section a; and that the word or be taken out in sub - section b. .
Mr. Robert moved to recommend approval to the City Commission with changes to Sub - section
A and B. Seconded by W. Valerino. All in favor. Motion carried.
Mr. Gibson noted that the Planned Development Map update is for reference purposes. It is
already outdated. Staff is working on an update and will present it in the near future.
There being no further business, the meeting adjourned at 8:30 P.M.
