CITY COMMISSION CHAMBERS CITY HALL, SANFORD, FLORIDA MIE MBERS PRESENT: Ross Robert Otto Garrett Timothy Hudson Andrew Kutz Bobby VonHerbulis Mac McClanahan MEMBERS ABSENT: James Valerino Michael Skat Kevin ffTes OTHERS PRESENT: Russ CHibson, Land Development Coordinator Mr. Robert called the meeting to order at 7:00 P.M. The first item on the Agenda was to hold a Public Hearing to consider a request for a Conditional Use for property located at 2300 W. Airport Blvd. in a RI 1, Restricted Industrial Zoning District for the purpose of outside storage. Glenn Sem,anisin, 5363 Hansel Avenue, Orlando, was present. He stated that the request is for outdoor storage for the site which is a vacant lot north of Commerce way which is the entrance to the Sanford Commerce Park. Hertz will occupy this site. This will be a display for contractor's equipment. This will be all first class equipment for rental that consists of forklifts, cranes, trailers that are used for concrete mixers and generators. Repairs are to be done indoors on the south side of this property in a steel structure with a metal roof: The north portion of the property will be used as a business center, typically a warehouse type that could be used for contractor service operation that will need some office space and inside storage of materials. Mr. Semanisin stated that he agrees with Staff's conditions and that the landscaping and irrigation will be provided. The chain ]ink fence will enclose the perimeter of the property with the exception of the north property line adjacent to the single family. In that location, a 6' masonry wall will be installed. Mr. VonHerbulis moved to approve per Sta. s recommendations. Seconded by Mr. Rum All in favor. Motion. carried. Next on the Agenda was to hold a Public ]Gearing to consider a request for a Conditional. Use for property located at 115 N. Laurel Avenue in an SC -3, Special Commercial. Zoning District, for the purpose of an accessory dwelling unit. John 'Tucker stated that the applicant is requesting a conditional use so that an accessory dwelling unit can be added to the feed store. It will be an owner /occupied apartment. There will be no external impact. Mr. Rutz moored to approve based on Staff's comments. Seconded by Mr. Hudson. All in favor. Motion carried. MINUTES PLANNING AND ZONING CONMSSIGN MEETING OF FEBRUARY 18, 1999 PAGE 2 The next item was to hold a Public Bearing to consider a request for a Conditional Use for property located at 500 Don Knight Lane in a RI -1, Restricted Industrial Zoning District, for the purpose of a fuel tank for helicoper hangar. Captain Armstrong was present and stated that they are requesting approval to install a 12,000 gallon jet fuel tank at the Sheriffs new hangar site on the Airport. The tank will be used exclusively by the Sherif s office aircraft. There won't be any sales involved or anything of that nature. The tank is designed to be self contained. Mr. Kutz recommended to Staff that they look into whether or not there ought to be a modification to the code to include at least minimal containment facilities that in the eventuality of a spill or some sort of human error that the City won't end up with a great deal of ground contamination that will cost the City an arm and a leg to straighten out. Mr. VonHerbulis moved to approve per Staff's recommendations. Seconded by Mr. Hudson. All in favor. Motion carried. Mr. Kutz moved that the Planning and Zoning Commission request that Staffprepare an analysis and report to the Commission at the next meeting or soon as reasonably could be accomplished, with respect to the need or lack thereof to have additional containment requirements to insure that there are no potential spills in above ground tanks. Seconded by Mr. VonHerbulis. All in favor. Motion carried. Mr. VonHerbulis moved to approve the Minutes as circulated. Seconded by Mr. Kum Ali in favor. Motion carried. There being no further business, the meeting adjourned at 7:45 P.M Ross Robert, Acting Chairman
