The first item on the Agenda was to hold a Public Hearing to
consider a request for a Conditional Use in conjunction with a
Preliminary Subdivision Plan for Carriage Cove North, property
located at 900 E. Lake Mary Boulevard in a MR -3, Multiple Family
Dwelling District.
Since the applicant had requested that this item be tabled until
the August G meeting, Mr. McClanahan so moved. Seconded by Mr.
VonHerbulis. All in favor. Motion carried.
Next on the Agenda was to hold a Public Hearing to consider a
request for a Dimensional Variance for property located at 1221
W. 7 th Street in a MR -2, Multiple Family Dwelling Residential
Zoning District for a reduction in front yard building setback
requirements: 30' required; 8" proposed; a variance of 29 ".
Linda Williams, Director of Management with the Sanford Housing
Authority, 830 Valencia Ct. N., was present. She stated that the
primary consideration in adding an overhang to the structure,
which is to be utilized as a daycare center, is to provide
adequate coverage for families when dropping off or picking up
their kids.
There was no one else.present to speak in favor of or against the
request.
Mr. McClanahan moved on approval based on the recomme=ndations of
Staff. Seconded by Mr. Hipes and Mr. Garrett. Mr. Hudson
abstained. All others in fav6t. Motion carried.
The.next item on the Agenda wAs the consideration of the
Preliminary Subdivision Plan for Monterey Oaks, a proposed 112
lot single family residential sdivision located at 408 Dpsala
Road in a PD, Planned Development (Indian Trace PD).
Scott Vincent, Madden Engineering, 431 E. Horatio Ave., Maitland,
wat present. He stated that they would like to construct 112,
500 square feet, single family lots and associated
infrastructure.

Mr. VonHerbulis asked if Upsala Road is a City or County road
because the plan does not indicate a deceleration lane. Mr.
Gibson stated that this road is under Seminole County's
jurisdiction.
Mick Clark also with Madden Engineering, stated that there will
be reclaimed water and a wall will be placed at the front of the
project.
Mr. VonHerbulis asked if the land shown on the front as not
included, is owned by applicant. Mick Clark stated that the
applicant owns two of those lots that are in the not included
area. There are four lots in this area and they are separated by
other owners. An easement for the water main will be looped
through one of the lots owned by the applicant.
Mr. McClanahan stated that he was concerned with just the one
entrance for this many units. Mr. Clark stated that they do not
have enough frontage for another access. Mr. Vincent stated that
they will design and install left turn lanes and decel lanes per
Seminole County code. As many trees as possible will be saved and
all fire codes will be met.
When asked, Mr. Vincent again stated that the minimum square
footage of the homes would be a minimum of 500 square feet and
the average being around 1200. Mr. VonHerbulis questioned the
500 square feet. Mr. Vincent then stated that he believes it to
be 1200 square feet minimum with no price range at this time.
Mr. Robert moved on approval based on Staff's recommendations.
Seconded by Mr. VonHerbulis. All in favor. Motion carried.
The next item on the Agenda was the consideration of the Site
Plan for a proposed 10,000 square foot building addition to the
Hill Dermaceuticals, Inc. facility located at 2650 Mellonville
Avenue in a RI -1 Restricted Industrial Zoning District.
Mr. Gibson stated that the representatives were contacted about
the meeting and that he did not know why there were no
representatives present. He stated that he would do his best if
the Commission wanted to entertain the request.
Mr. VonHerbulis questioned the proposed parking area on the west
side of the building as to the dimensions shown do not appear to
be what the City requires as far as the size of the parking
stalls. Mr. Gibson stated that this is correct and that the
dimensions can be corrected. Mr. VonHerbulis also noted that the
driveway showing coming in is only 20' from both directions and
the first parking space that is off of that driveway has no
landscape buffer nor the landscape island adjacent to it would
not allow for maneuverability to get into that parking space.
Mr. Gibson stated that staff has the capability in working with
this developer to see that these items get corrected.
Mr. Hudson moved on approval based on the landscaping meeting
codes and everything up to City standards. Mr. Robert seconded.

RON HOWSE P.A. - Request a conditional use permit in conjunction with a preliminary
subdivision plan approval for property Zoned MR -3, Multiple Family Residential located at
900 East Lake Mary Boulevard.
Site is Zoned MR -3, Multiple Family Residential, includes approximately 19.6 acres
and is basically vacant at the present time. The site fronts on Lake Mary Boulevard and
is adjacent to the Greeneway. Lake Mary Boulevard will be four -laned in the
immediate future.
2. The applicant has presented a preliminary subdivision plan entitled Carriage Cove
North that includes 81 lots for single family homes. Typical lot size is 50'x 110'.
3, The applicant has addressed a 50' wetland buffer requirement in the City's Land
Development Regulations in a letter dated June 8, 1998. Specifically, the applicant
proposes to provide a 25' buffer based on site geometry as well as existing conditions
and disturbance of the effected wetlands due to expressway construction on adjacent
property.
4. Access to the project will be from a new local street (Rolling Hills Boulevard) on the
west side of the project. Facilities and services are available including central water
and sewer services provided by the City.
5. In addition to being adjacent to the expressway, adjacent and nearby uses to the site
include vacant land, a nearby office building, and a mobile home park.
6. An existing subdivision known as Monroe Meadows is located east of the project, on
the opposite side of the expressway and fronting Sanford Avenue. That project was
developed in a manner similar to the proposed project. Specifically, it is multiple -
family zoned property that was platted through the conditional use permit/prelimmary
subdivision plan approval process set forth in the Land Development Regulations and
being proposed by the applicant.
7. Recommend approval of the conditional use permit in conjunction with approval of the
preliminary subdivision plan known as Carriage Cove North based on similar uses
already established in the immediate area and overall land use compatibility of the
proposed project with the surrounding area at the present time.

CITY OF SANFORD HOUSING AUTHORITY - Request a dimensional variance of front
building setback to permit a child care facility at 1211 West Seventh Street.
Site is Zoned MR -2, Multiple Family Residential and includes an existing two -story
building on a lot at the southeast corner of Olive Avenue and West Seventh Street.
2. Various single family dwellings are located in the general vicinity of the site.
3. The applicant proposes to construct an overhang or shelter to provide cover from the
weather for pick -up /drop -off into the building. There is an existing curved drive in
front of the building.
4. The distance between the northern edge of the pavement and the concrete /brick steps
under reconstruction at the north entry to the building is approximately 15'6". The
applicant proposes to vary the front yard setback to eight inches (8 ").
Various single family dwellings are located in the immediate area. In general, the
buildings in the neighborhood appear to generally meet the twenty -five foot setback for
single family dwellings.
6. The road rights -of -way adjacent to the site are larger than many newer developments
being 66 feet for 7'h Street and 81 feet for Olive Avenue. Most standard new local
streets are 50 feet.
7. In general, the neighborhood surrounding the site is a low income neighborhood with a
majority of the homes being deteriorated and many being dilapidated.
8. The Planning and Zoning Commission approved a conditional use permit request to
establish a day care facility at this site in 1998.
9. Recommend that the request to vary the front yard building setback from 30 feet to 8
inches be granted based on existing pavement already located where the proposed
structure is to be located, relatively large right -of -way in front of the building and the
generally positive nature of the proposed project in relationship to the substandard
existing conditions of buildings in the immediate area.
