Mrs. Stairs called the meeting to order at 7 :00 P.M.
The first item on the Agenda was to hold a Public Hearing to
consider a request to Rezone property located at 3801 Mellonville
Avenue from AG, Agricultural, to that of MI -2, Medium Industrial.

Griffin; representative: Robert G. Feather.
Since there was no one present to represent this request, Mr. Dyal
moved to table. Seconded by Mr. McClanahan. All in favor. Motion
carried.
Next on the Agenda was to hold a Public Hearing to consider a
request for a Conditional Use for property located at 1501 W. 15t
Street for the purpose of major equipment rental and outside
storage of equipment. Tax Parcel No: 25- 19- 30 -5AG 0318 -0000;
property owner: Beverly Mason; representative: Kurt Specht and
Peter Milovic.
Peter Milovic, 2101 W. Landstreet Rd., Orlando, stated that Sunbelt
Rentals will be expanding the. Orlando branch on Land Street to
Sanford. He stated that Sanford is the ideal City to expand their
operation. Mr. Milovic stated that there would be storage and
repair, and leasing of contractor, industrial and homeowner type
equipment. The facility would be open 7 days per week.
Mr. McClanahan questioned the recommendation for removal of the
existing fence. Mr. Marder explained that the City required the
Hunt facility which is a bit further up the road, to do the same.
He stated that the Hunt facility was required to provide
landscaping, and place the fence in the rear of the property.
Mr. Milovic stated that he was familiar with Staff's
recommendations and that they would be willing to do anything to
make this a proper location. The only problem is the fence
location. Because of the outside storage, a fence will be needed
all the way around the property. He suggested they beautify the
site with trees and shrubs.

Beverly Mason, 309 E. Crystal Dr., Sanford, stated that she is the
owner of the property. The chain link fence is 10' from the
roadway and 10 1/2 feet from the building. Because of the plate
glass windows, the fence is advisable because of the busy highway.
There is presently a hedge on the outside of the fence.
Mr. Robert stated that it would not meet today's setback, the
buffer is 10', and that the fence would be right up against the
building if moved.
Mr. Milovic stated that they are o.k. with the other
recommendations of Staff but that they really need the fence
because they will be storing aerial lift equipment, shooting boom
type forklifts, air compressors, and other medium size equipment.
All repairs would be done inside the building.
Mr. Marder explained that it is very much appropriate to provide
for significant landscape because this is a gateway coming in to
the City. The City has tried to beautify to a reasonable extent.
He stated that he understands the desire to have the fence,
however, some type of beautification in front should be provided
for. Mr. Marder thinks that something could be worked out at Staff
level. A 5'wide landscape area making amends for the plate glass
area could be possible.
Mrs. Stairs noted that hedging is fine but the equipment would be
higher than the hedge. Mr. Marder noted that eventually a sidewalk
would be put in. The State maintains the right -of -way along 46 and
the City maintains the center of the road. The City has a special
agreement to maintain the center mediums.
Bryan Bumgardner, Chief Operating Officer at the hospital, 752
Cross Bow Lane, Lake Mary, stated that they are in the process of
developing a medical office building across the street. He
requested that he be allowed to discuss with Mr. Milovic some
questions regarding his project at the end of this Public Hearing.
Mr. Robert stated that he would like to see it look as good as
possible and moved to approve with the exception of moving the
fence, that the fence remains in place. Seconded by Mr. Hattaway.
Mr. Robert requested that the applicant coordinate with Staff
regarding the landscaping inside the fence with the potential for
some landscaping outside of the fence. Mr. Dyal opposed. All
others in favor. Motion carried.
Next on the Agenda was to hold a Public Hearing to consider a
request for a Conditional Use for property located at 2823 Palmetto
Avenue for the purpose of a storage building. Tax Parcel No: 01-
20 - 30 - 513- 0000 -0410; owner /representative: James A. MacMillan.
Mr. McClanahan noted for the record that he owns property adjoining
this property and in no way would benefit from the requested
conditional use.
Jim MacMillan, 365 May Town Road, Osteen, owner of Action Auto,
stated that his purpose is to store some of the cars that are
beyond immediate repair, such as with open glass. The property
line goes back to road next to the American Legion and the storage
building will be behind house on Palmetto. Some landscaping will
be provided for in front and they are planning on doing more

landscaping. Access will be off Sanford Ave. Mr. MacMillan stated
that the house located there is occupied by Ms. Cotten and that
they have provided for her to stay at this house with no monies
involved, no taxes, and free of charge.
Mr. McClanahan questioned access from Sanford Ave. and the alley,
the 14' easement behind the property. He asked if there would be
a problem with the City of crossing this. Mr. MacMillan stated
that they are in the process of an agreement with the City for the
City to have access.
Barbara Jackson, owner of 2820, 2830 and 2840 Palmetto Avenue,
stated that she is concerned that this is a quiet and secluded
area. The fence is high with two layers of barbed wire. Her lots
are zoned multi family and she has 4 units there now with plans of
expansion. This request is unsightly. There is enough traffic in
the area now.
Mrs. Stairs noted that the City has recommended that this area be
screened on the north, west, and south property lines with some
type of screening that can't be seen through.
Mr. MacMillan stated that the most traffic that has ever went
through that gate in a month's time is approximately 6 cars. That
gateway is strictly for bringing in the cars to be placed in that
storage building. He averaged between 10 and 15 cars per day in
the area and 50 to 60 when bingo is played.
Mr. Hattaway moved on approval based on Staff's recommendations.
Seconded by Mr. Dyal. Mr. McClanahan questioned the "opaque"
fence, stating that the term is liberal. Mr. MacMillan stated that
they could paint the chain fence to blend into the area. Mr.
Marder stated that a chain link fence is there now but that the
City prefers a wooden fence on Palmetto. Mr. Hattaway amended his
motion to include whatever opaque material is put there, that it
be aesthetically pleasing material. Mr. MacMillan stated that he
would work this out with Staff. Mr. Dyal seconded the amendment.
All in favor. Motion carried.
Next on the Agenda was to hold a Public Hearing to consider a
request for a Conditional Use for property located at 2550
Mellonville Avenue for the purpose of automobile and truck repair
(motorcycle repair /garage) . Tax Parcel No: 06 - 20 - 31 -501 -0000 -1050,
Owner /representative: Mark Grzeskowiak.
Roger Butcher, Attorney, 1223 E. Concord St., Orlando, 32803, was
present representing the applicant. He stated that the applicant is
licensed with the County and registered with the State. The
character of the area is extremely important. Mr. Butcher
explained that the applicant's property is almost surrounded by
Airport property. The road leading into Mr. Grzeskowiak' s property
dead ends at his property line and the only reason for someone to
travel this road would be to watch the jets land and take off at
the Airport. Mr. Butcher entered into the record letters of
support from Mr. Grzeskowiak's two neighbors.
Mr. Butcher explained that the Code Enforcement hearing is for
5/19/98. If this Conditional Use is granted, Mr. Grzeskowiak will
be in full compliance, if not 90 %, and that he would be 100% by the
19th of May. Mr. Grzeskowiak has applied for a permit for a

storage building to be put on the west end of property.
Mr. Dyal moved on approval for automobile and motorcycle repair,
with the only restriction being large vehicles, and that the
applicant go through the proper channels of the City. Seconded by
Mr. McClanahan. A11 in favor. Motion carried.
Mr. Dyal moved to remove Item 1 from the table. Seconded by Mr.
McClanahan. All in favor. Motion carried.
Robert G. Feather, 2153 W. SR 434 Altamonte, stated that he plans
on making this an upscale industrial park, more business oriented.
There will be no metal facades, but there will be landscaping and
very attractive. Mr. Feather stated that he is proposing 26 sites,
an acre or an acre and a half each.
Suzy Chenette, 1200 Pineway, spoke in opposition. She stated that
she is worried about the low part that of this property that backs
up to her land. If it is ever filled it will flood. She asked if
people would be going up and down Pineway to get to this site. Mr.
Feather stated that Pineway will not be the access to this site.
Mr. Robert moved on approval per Staff's recommendations. Seconded
by Mr. Dyal. All in favor. Motion carried.
Next on the Agenda was to consider the Site Plan for the

The next item was to consider the Site Plan for a proposed 12, 000

Harry Reynolds, c/o Canterbury Concepts, Inc., P.O. Box 470262,
Lake Monroe, stated that he was present representing Mr. Dave
Brewer at 125 Coastline Road.
Mr. Robert moved on approval per Staff's recommendations. Seconded
by Mr. Dyal. All in favor. Motion carried.
Next was the consideration of the Site Plan for a multi - purpose

Next on the Agenda was the consideration of revisions to Sanford's
Land Development Regulations - Chain Link Fence Regulations.
Mr. Marder explained that not very much will change but that the
change would allow for residents to go past the front of the house
to the front property line on sideyards only with a 4' high fence. i
Nothing goes across the front. (See attached).
Mr. Dyal moved to recommend approval to the City Commission. All
in favor. Motion carried.
Mr. McClanahan moved to approve the Minutes as circulated.
Seconded by Mr. Dyal. All in favor. Motion carried.
Mr. Dyal noted for the record his concern for the way things have
been handled concerning the Airport. He hopes that this Commission
could pay more closer attention to future items.
Mr. Marder handed out a memorandum explaining the ISTEA Enhancement
applications.

Staff Recommendations to City of Sanford Planning
and Zoning Commission for May 7, 1998 Meeting

AMERICAN LAND COMPANY/ROBERT G. "BUD" FEATHER - Request to rezone from
AG, Agricultural to MI -2, Medium Industrial for property located at 3801 Mellonville Avenue.
1. Site is Zoned AG, Agricultural and includes approximately 50 acres of vacant land. Based
on wetlands maps on file at the Department of Engineering and Planning, a portion of the
site appears to be wetlands. Information provided by the applicant shows access to the
site from an undeveloped segment of Mellonville Avenue south of East Lake Mary
Boulevard that appears to be utilized as a drainage way at the present time.
2. The area adjacent to site includes a platted but undeveloped industrial subdivision Zoned
MI -2. In addition, the site is adjacent to an existing industrial use fronting Pine Way.
Various wholesale and manufacturing facilities are located along East Lake Mary
Boulevard in MI -2 Zoning Districts. Various large residential homesites, agricultural uses
and vacant lands are located in the general area of site.
3. City water and sewer services are available in the area although wastewater capacity is
limited due to line size. The City has prepared a study that identifies alternative methods
to provide service to the vicinity of site and airport area. East Lake Mary Boulevard is
anticipated to be upgraded from a two -lane to a four -lane facility in 1998. As such, major
infrastructure capacity is planned or available to the site.
4. The Future Land Use Map of the Future Land Use Element of the Comprehensive Plan
identifies the site as an Industrial designation.
5. Recommend that the request to rezone from AG, Agricultural to MI -2, Medium Industrial
be approved based on consistency with the Comprehensive Plan, similar zoning already
established in the immediate area and the existing character of the area at the present
time.
SUNBELT RENTALS - Request conditional use permit to establish major equipment rental and
outside storage of equipment in a GC -2, General Commercial Zone located at 1501 West First
Street.
1. Site is Zoned GC -2, General Commercial and includes a building(s) with paved and
fenced areas on approximately 64,000 square feet. Site fronts State Road 46 West/First
Street. Site also fronts Jessamine Avenue (improved) and two unimproved rights -of -way
(Oleander Avenue and Second Street).
2. Site is adjacent to single family dwellings and vacant land. Various businesses are located
in general vicinity of site along West First Street include automobile and truck repair,
automobile sales, automobile auction, offices, retail sales and services and multiple

family dwellings. Site appears to be vacant at the present time.
3. Site is surrounded by chain link fence and barbed wire. Schedule J, Landscape, Buffer
and Tree Requirements requires a ten foot wide buffer /landscaped strip adjacent to First
Street and prohibits chain link fence within the front yard building setback.
4. Recommend approval of the request to establish major equipment rental based on similar
uses already established in the general vicinity of West First Street/State Road 46 West.
Also recommend that approval be conditioned upon: 1) provision of a minimum ten (10)
foot landscaped buffer on First Street with existing chain link fence be relocated in
conformance with Schedule J; 2) required landscape and screening provided for adjacent
residential uses and 3) provision of a fully improved/paved access to the unimproved
easterly ingress /egress to the site from Oleander Avenue.
JAMES A. MACMILLAN - Request conditional use permit to establish storage uses in a GC -2,
General Commercial Zone located at 2823 South Palmetto Avenue.
Site is Zoned GC -2, General Commercial and includes approximately 9,473 square feet.
Site fronts South Palmetto Avenue. Site appears to be utilized as part of an automobile
repair facility with property that fronts South Sanford Avenue. Various improvements on
the site include a single family dwelling and chain link fence with a gate accessing
Palmetto Avenue. Various automobiles, other vehicles and equipment appear to be stored
on the site and adjacent property.
2. Uses adjacent to the site include single family dwellings and a fraternal organization.
3. Automobile repair and related storage activities are located north of and on the same
block as the site.
4. Recommend approval of the request to establish storage based on similar uses already
established in the immediate area provided that the north, south and west property lines
be screened from adjacent uses with 100 % opaque permanent material.
MARK GRZESKOWIAK - Request conditional use permit to establish automobile and truck
repair (motorcycles) for property Zoned RI -1, Restricted Industrial located at 2550 Mellonville
Avenue.
Site is Zoned RI -1, Restricted Industrial and includes a single family dwelling and a
garage. Various vehicles, trailers and equipment appear to be stored on the site and in an
unimpoved right -of -way (Victoria Street) located along the southerly property line. Site is
approximately 8,325 square feet.
2. The site is a single lot in a subdivision Zoned RI -1 that is adjacent to the Orlando Sanford
Airport. Various single family dwellings are located in the subdivision. Several
commercial uses are located north of the site adjacent to State Road 46/East 25' Street,
3. Recommend denial of the request to establish automobile and truck repair, specifically for
motorcycles, based on residential character of the immediate area of the site and
inadequate size of site.
