PLANNING AND ZONING COMISSION
MEETING OF OCTOBER 2, 1997
7:00 P.M.

Mrs. Stairs called the meeting to order at 7:00 P.M.
First on the Agenda was to hold a Public Hearing to consider a
request to Rezone property located at 251 Central Park Drive from
AG, Agricultural, to PD, Planned Development. Tax Parcel No: 28-
19 -30 -506 -0000 -0140. Owner /representative: H. D. Holsombach,
Canterbury Concepts.
Dick Holsombach, 1218 E. Langley Court, Lake Mary, was present. He
stated that it is his desire to build a building typical of the
other buildings in Northstar Business Park. He has no user as of
yet but feels confident that this won't last that long.
Mr. Holsombach stated that he is in agreement with Staff's
recommendations.
Mr. Stogner moved to approve based on Staff's recommendations.
Seconded by Mr. Skat and Mr. Hattaway. All in favor. Motion
carried.
Next on the Agenda was to hold a Public Hearing to consider a
request for a Conditional Use for property located at the southwest
intersection of Mellonville Avenue and Cornwall Road for alteration
of an existing nonconforming structure. Tax Parcel No: 07- 20 -31-
300 -0170 -0000. Owner: 230 Duffy Realty Corporation.
Representative: James T. Melvin, Architect.
Mr. Jessa, Humphrey Realty, Lake Mary, was present. He stated that
this is an existing building and that they would like to install 6
loading docks on the north side of the property. They will be
tearing out a piece of the building.
William Dohmer, 226 S. Bristol Circle, Brynhaven, stated that from
the rear of his property Mellonville Avenue can be seen. The
loading docks for HarCar were facing Mellonville. The office
portion of HarCar was facing his home. He stated that there is a
railroad tract on the northside of this property. Everything going
over this tract can be heard. If heavy trucks go across. this
track, the sound would be horrendous. The crossing needs to be
upgraded. Mr. Dohmer stated that the only problem he has is that
the crossing needs to be upgrade.. He added that there is not a
significant amount of traffic going on Cornwall Road, the majority
of traffic is on Lake Mary Blvd.
Mr. Gibson is to contact CSX to see what can be done at this
crossing.

Alvin Barber, 223 E. winter Park Street, Orlando, voiced concerns
regarding local safety with large moving trucks, automobile safety,
the potential for major accidents and environmental concerns. He
stated that his concerns are mostly with the endangered species
that he has seen in the area. Mr. Barber was not in favor of this
request.
Elise Cornell, P.G. Box 1792, Sanford, stated that the building is
fixed up and looking nice. She was in opposition citing concerns
regarding the wildlife in the area.
Mr. Jessa noted that they had tried several plans. The plan
presented tonight is the best of all they have worked with. He
stated that it is very difficult to service the tenants from one
end. He is hoping to have 5 different tenants and will try to
accommodate warehousing, factory, and light manufacturing. The
building the way it is, is not feasible.
Mr. Gibson noted that John woodruff of 3545 Mellonville Avenue had
called and stated that the City's notice of the public hearing is
insufficient notice as to the 10 day mailings. Mr. Gibson stated
that the notices were processed in accordance with City Codes.
Mr. Skat moved on approval based on Staff's recommendations.
Seconded by Mr. Robert. All in favor. Motion carried.
Mr. Dyal asked if the BP Station on Locust and Celery could be
turned over to Code Enforcement.
Staff was asked to check on the Greyhound Bus driving through the
neighborhood.
Mr. Robert moved to approve the Minutes as circulated. Seconded by
Mr. Hattaway. All in favor. Motion carried.
There being no further business, the meeting adjourned at 8:00 P.M.

TO: City of Sanford Planning and Zoning Commission
SUBJECT: Recommendations for Meeting of October 2, 1997
CANTERBURY CONCEPTS, INC - Request to rezone to PD, Planned Development
for property Zoned AG, Agricultural, located at 251 Central Park Drive.
1. Site is Zoned AG, Agricultural and is vacant at the present time. Site fronts
Central Park Drive and includes approximately one acre.
2. Site is adjacent to an office /warehouse building Zoned GC -2, General
Commercial as well as various single family dwellings and vacant land in the
unincorporated area Zoned A -1, Agricultural. Various office, warehouse,
manufacturing and distribution facilities are located in the area immediately
south of site in the North Star commercial /industrial subdivision which is Zoned
GC -2, General Commercial and RI -1, Restricted Industrial.
3. Site was recently annexed. Pursuant to the City of Sanford - Seminole County
Joint Planning Agreement adopted in 1991, all annexed lands in the State Road
46 area will be rezoned to PD, Planned Development.
4. The Master Plan of #251 Central Park Drive dated August 19, 1997 depicts a
15,000 square foot office and distribution facility with one access point on
Central Park Drive.
5. Recommend approval of the request to rezone from AG, Agricultural to PD,
Planned Development based on similarity of proposed use with adjacent
industrial and office uses already established in immediate area. The following
stipulations and conditions are also recommended to be adopted as part of the
PD, Planned Development rezoning:
a. All development shall be consistent with the Master Plan of #251 Central
Park Drive dated August 19, 1997.
b. Permitted and conditional uses shall be the same as those permitted in
the GC -2, General Commercial Zoning District.

JAMES T. MELVIN ARCHITECT - Request a conditional use permit to alter an existing
nonconforming structure for property Zoned MI -2, Medium Industrial located at 1201
Cornwall Road.
Site is Zoned MI -2, Medium Industrial and includes an existing warehouse
building with frontage on East Lake Mary Boulevard, Mellonville Avenue and
Cornwall Road.
2. As depicted on a site plan dated August 5, 1997, applicant proposes to modify
the building to establish four tenant spaces, two at 63,500 square feet each and
two at 45,750 square feet each. The applicant specifically proposes to remove a
7,500 square foot section of the building fronting Cornwall Road to create a truck
loading and unloading area.
3. Previous plans reviewed by staff for this site depicted truck wells being
established on Mellonville Avenue which included the creation of a new access
point.
4. Various industrial and warehouse uses are located adjacent to and west of the
site in areas Zoned for industrial use. Adjacent uses located east of site and
generally east of Mellonville Avenue include various single family dwellings
located on tracts of greater than one acre.
5. Recommend approval of the request to establish truck wells as depicted on site
plan dated August 5, 1997 based on desirability of maintaining and otherwise
limiting access from already established access points and protecting existing
residential uses located east of site.
