Mrs. Stairs called the meeting to order at 7 :00 P.M.
The first item on the Agenda was to hold a Public Hearing to
consider a request by All Souls Catholic Church for a Conditional
Use for property located at 301 W. 8th Street in a SR -1, Single
Family Residential Zoning District. Tax Parcel Number: 25-19-30 -
5AG -1006 -0010; Property owner: Norbert M. Dorsey, Bishop of the
Diocese of Orlando{ Representative: Father Richard Trout.
Father Richard Trout, Sao S. Oak Avenue, was present representing
All Souls Catholic Church.
The Commission decided that it was not a conflict of interest for
Mr. Hattaway because of a previous business associate.
Father Trout stated that the Parish needs more land and that they
would like to stay within the Historic District.
Mr. Skat moved on Staff's recommendations. Seconded by Mr.
McClanahan. All in favor. Motion carried.
Next was the consideration of the Final Plat for Country Club
Park, Phase II, phase two of three for a single family
residential subdivision, lots 71 thru 157, located in a PD,
Planned Development Zoning District. Tax Parcel Number: 33 -19-
30- 514 - 0000 -0000; Property Owner: David Robinson Builder and
Developer, Inc. Representative: Bob Fitzsimmons - Masterpiece
Homes, Inc.
Bob Fitzsimmons, representing Masterpiece Homes, stated that the
first phase is developed and the streets and utilities are in, in
the second phase. The homes start at $89,000. He stated that he
is in agreement with Staff's recommendations except for the
concerns of the Utility Department regarding a 15' easement along
Upsala Road. The easement did not exist when the first phase was
developed. He stated that this is a conflict. Mr. Fitzsimmons
stated that there is no easement along Upsala Road right now.
Mr. Marder assured the Commission that the concerns regarding the
easement could be worked out with the Utility Engineer.
Mr. Skat moved on approval. Seconded by Mr. Dyal. All in favor.
Motion carried.

Next was the consideration of the Site Plan for Southeast
Software Solutions, Inc., a proposed 99,600 square foot
office /warehouse building located at 1125 Upsala Road in a RI -1,
Restricted Industrial Zoning District. Tax Parcel Number: 28 -19-
30- 506 -4000 -0300; Property Owner: Codisco, Inc. (R.A.M. Ltd. -
Richard A. Mergy, General Partner); Representative: David L.
Evans, P.E. - Pecht -Evans Engineering, Inc.
David Evans, 501 E. Jackson, Orlando, and Owner, Richard Mergy,
194 Shadow Bay Byrd., Longwood, were present. Mr. Evans stated
that they have reviewed Staff's recommendations and are in
agreement with them. Two access paints are being proposed
because employees are to be in the front area, typically smaller
parking areas are in the front, and the truck docks /loading bays
in the back.
Mr. Robert moved on approval per Staff's recommendations.
Seconded by Mr. Hattaway. All in favor. Motion carried.
Mr. Skat asked if Staff could check on the house on Virginia, the
house that is on the condemnation list, in the 300 block, because
of high grass and weeds.
Mr. Stogner asked Mr. harder to brief the Commission on what
happened at the City Commission meeting regarding the 46
property. Mr. Marder stated that there was some discussion and
it seemed to have been a consensus on a plan to provide 15
dwelling units: per acre on the south 20 acres and 16.75, which is
what they wanted over the whole site, for the northerly 30 acres.
It just didn't seem to happen. The residents from Lake Mary were
not interested in this at all and neither were the
representatives of Maywood. The plan amendment designation would
allow up to 20 dwelling units per acre. Mr. Marder stated that
there would be another meeting on this on Monday.
Mr. Marder noted that the Public Lands and Facilities Inventory
Map, included in the Agenda Package, has been redone in a digital
format so as to show how all the parcels fit together.
Mr. McClanahan explained that the Committee dealing with the
Special Commercial Zoning, has decided that in this point in
time, there is not a parking problem in the downtown area. He
stated that the Committee is reviewing a situation whereby
someone would not have to worry about parking everytime an
existing use is changed. The Committee would like to recommend
to the City Commission that parking is not an issue with the
existing buildings downtown but that any new construction will
trigger parking review. This is basically what the Committee has
reached at this paint.
Mr. McClanahan also noted that.this Committee, in mass, did . not
like the idea of a multi -story parking facility being plazited on
the lakefront.
Mr. McClanahan moved to approve the Minutes as circulated.
Seconded by Mr. Robert. All in favor. Motion. carried.
There being no further business, the meeting adjourned at 7 :40
P.M.

TO: City of Sanford Planning and Zoning Commission
SUBJECT: Recommendations for Meeting of September 18, 1997
FATHER TROUT/DIOCESE OF ORLANDO - Request to establish church uses for
property Zoned SR -1, Single Family Residential located at 301 8th Street.
Site is Zoned SR -1, Single Family Residential and includes a two -story building
that appears to have been four apartments.
2. Site is adjacent to a church (All Souls Catholic Church), an historic museum for
students that was a former school and various single family dwellings.
3. The applicant has submitted a letter dated August 18, 1997 that states that the
property is desired to be used for church- related offices downstairs and church -
related dormitories upstairs.
4. Recommend approval of the request to establish church- related uses based on
the existing church and institutional uses already established on nearby
properties and general character of the immediate area at the present time.
