Mrs. Stairs called the meeting to order at 7 :00 P.M.
First on the Agenda was to hold a Public Hearing to consider a
request for a Conditional Use for property located at 4659 W. 1st
Street in a PD, Planned Development Zoning District, for the purpose
of alcoholic beverage sales for consumption on premises, AB -
Tax Parcel No: 29- 19 -30- 503 - 0000 -0010; owner: Faison - Gateway Plaza
Ltd. Ptnr.; Representative: Richard Stacey.
Richard Stacey, 311 Raven Rack, Longwood, was present. He stated
that Harrigan's is also the owner of Don Pablo's. The restaurant
will seat approximately 230 people with approximately 20 seats in the
bar.
There was no one else present to speak in favor of or in opposition
to the request.
Mr. Stogner moved on approval.. Seconded by Mr. Dyal. All in f avor.
Motion carried.
Next on the Agenda was to hold a Public Hearing to consider a request
for a Conditional Use for property located at 107 Magnolia Avenue in
an SC -3, Special Commercial zoning District, for the purpose of the
sale of beer and wine for consumption on premises, BW -COP. Tax
Parcel No: 25- 19- 30 -5AG- 0302 -0120; owner /representative: Rami
Yosefian.
Rami Yosefian, 2135 Sandy Lane Dr., Apopka, was present and stated
that the Bistro is a French style outdoor cafe, that would cater to
health foods, salads, and hot sandwiches. They would be open until
11:40 P.M. Beer and wine would also be served outside.
Entertainment will consist of a guitar player, low keyed jazz, and
Indian style music. Mr. Yosefian stated that he is considering an
upstairs banquet room for people who want to have private parties.
There was no one else present to speak in favor of or against the
request.
Mr. Dyal moved to approve as presented. Seconded by Mr. Brooks. All
in favor. Motion carried.
Next on the Agenda was to hold a Public Hearing to consider a request
for a Conditional Use for property located at 111 Oregon Avenue in a
PD, Planned Development Zoning ]district, for the purpose of alcoholic
beverage sales for consumption on premises, 4COP --SRX and C -MBP. Tax
Parcel No: 29- 19- 30- 504 - 0000 -0034; owner: ACI Income Fund II, Ltd.
Representative: James W. Denhardt.
James W. Denhardt, 2700 First Ave..N., St. Petersburg, was present.
He stated that the restaurant would have 193 seats with probably 24
to 30 seats in the bar. He explained that the CMBP code was for the
manufacture of malt beer in a pub. There are 18 Hops Grill & Bar
locations in Florida.

Mr. Dyal moved for approval as presented. Seconded by Mr. Brooks and
Mr. Garrett. All in favor. motion carried.
Next was to hold a Public Hearing to consider a request for a
Conditional Use for property located at 3848 Orlando Drive in a GC -2,
General Commercial Zoning District, for the purpose of the sale of
beer and wine for consumption on premises, BW -COP. Tax Parcel No:
11- 20 -30- 502 - 0000 -0010; Owner: Paul H. Liljestrano; Representative:
Richard Marcello.
Richard Marcello, 803 Pineridge Road, Sanford, stated that he would
be opening up in the Winn Dixie Shopping Center. There will be food
and games.
There being no one else to speak in favor of or against the request,
Mr. Dyal moved for approval as presented. Seconded by Mr. Brooks and
Mr. Robert. All in favor. Motion carried.
Next on the Agenda was to hold a Public Hearing to consider a request

Gloria Lockridge, 255 S. Orange Ave., and Joe Kolb of Bowyer
Singleton Associates were present for representation.
Mr. Dyal moved for approval of the reduction in parking space depth
from 20 to 19 feet and parking aisle width from 24 to 23.5 feet based
on Staff's recommendations, site characteristics and circumstances
described and criteria submitted by the applicant. Seconded by Mr.
Garrett and Mr. Robert. All in favor. Motion carried.
Mr. Dyal questioned the status of the condemnation for the house on
Escambia.
Mr. Marder noted that the results of interviews are in and that there
would be a report at the next meeting.
Mrs. Stairs asked in Staff had any information on the ADA Codes
regarding changes for parking.
Mr. Dyal moved to approve the Minutes as circulated. Seconded by Mr.
Brooks. All in favor. Motion carried.
There being no further business, the meeting adjourned at 7:30 P.M.
