MINUTES PLANNING AND.ZONING COMMISSION MEETING OF DECEMBER 5, 1996 7:00 P.M. CITY COMMISSION CHAMBERS CITY HALL, SANFORD, FLORIDA MEMBERS PRESENT: Helen Stairs Otto Garrett Mac McClanahan Ross Robert Mike Skat Jim Valerino Leon Brooks MEMBERS ABSENT: Ben Dyal Lynn Stogner OTHERS PRESENT: Jay Marder, Director of Planning and Development Russ Gibson, Land Development Coordinator The meeting was called to order at 7:00 P.M. First on the Agenda was to hold a Public Hearing to consider a request for a Conditional Use for property located at 3786 Orlando Drive in a GC - General Commercial Zoning District, for the purpose of vehicle sales. Owner: Plant Fruit Company; representative: Seminole Ford. Tabled: November 21, 1996. Mr. Robert moved to remove from the table. Seconded by Mr. Valerino. All in favor. Motion carried. Doug Etheridge, General Manager, Seminole Ford, 3786 Orlando Drive and Greg Humphries, 201 E. Pine St., Orlando were present representing this request. Mr. Humphries. stated that they accept Staff's recommendations and will comply with the requirements that Staff proposes. Mr. Skat moved to approve with Staff's recommendations. Seconded. by Mr. McClanahan. All in favor. Motion carried. Next on the Agenda was to hold a Public Hearing to consider a request for a Conditional Use for property located at 205 Coastline Road in a RI -1, Restricted Industrial Zoning District, for the purpose of antique automobile restoration. Owner: Darrell Davis; representative: Curtis Austin. Curtis Austin, 116 Ross Lake Lane, Sanford, was present for representation. Mr. McClanahan moved for approval. Seconded by Mr. Valerino. All in favor. Motion carried. Next was to hold a Public Hearing to consider a request for a �. Conditional Use for property located. at 1112 and 11.14 W. 12th Street in a MR -2, Multiple Family Dwelling Residential Zoning District for the purpose of a community outreach ministry. Owner: Erma Trudo and Alfreda Simms;: representative: Henry McGill, Jr. Mr. Gibson stated that the applicant has requested to withdraw their request for Conditional Use approval. There may be a development plan that this Commission will review in the future. MINUTES PLANNING AND ZONING COMMISSION MEETING OF DECEMBER 5, 1996 PAGE 2 Next on the Agenda was the consideration of the Site Plan for Lake Jennie Apartments, Phase Tao, a proposed 40 unit apartment complex located at 1310 Santa Barbara Drive in a MR -3, Multiple - Family Residential Zoning District. Owner: Housing and Neighborhood Development Services of Central Florida, Inc.; representative: Phillip C. Hollis, P.E. - Hollis Engineering, Inc. Evett Francis, 2211 E. Hillcrest Street, Orlando, was present. Mr. Marder stated that there are now two access points on the plans. Joe Roviard, Traffic Planning and Design, stated that the level of service on Santa Barbara Drive is C. A traffic count done just before Thanksgiving showed 400 peak hour trips in the morning and 300 peak hour trips in the afternoon. This project will generate 23 vehicles in the morning and in the afternoon, approximately 25 vehicles. Mr. Robert moved on approval subject to Staff's recommendations. Mr. Brook seconded. All in favor. Motion carried. Mrs. Stairs noted that there would be a dedication of the Cultural Arts Center in honor of the Mayor. It will be 12/9 at 4:40. Mr. Brooks pointed out that there were two tractor trailers parked at the service station at Locust Avenue and Celery Avenue. Mr. Marder stated that Staff has contacted the Code Enforcement Officer on this site and would contact Code Enforcement again. Mr. Skat stated that at the car lot at 25th Street and Sanford Avenue, tools are being brought in by truck and cars are being worked on in this lot. Mr. Skat asked if a cutting crew could do some work at 13th Street and Park Avenue before the Winter Festival this weekend. It is waste deep on the right-of-way. Mr. McClanahan moved to approve the Minutes as circulated. Seconded by Mr. Skat. All in favor. Motion carried. There being no further business, the meeting adjourned at 7:36 P.M. J �I I III 6 From the Director of Planning and Developmen November 26, 19 TO: City of Sanford Planning and Zoning Commission SUBJECT: Recommendations for Meeting of December 5, 1996 AUSTIN/C.A. CLASSICS - Request conditional use approval to permit antique automobile restoration for property Zoned RI -1, Industrial located at 205 Coastline Road. 1. Site is Zoned RI -1, Restricted Industrial and includes an existing building located on Lot 23 of Sanford Central Park subdivision. The applicant proposed to utilize the site for the restoration of antique automobiles per letter dated October 22, 1996. 2. Various industrial buildings with associated businesses are located or under construction in the vicinity of site. There does not appear to be any outdoor storage or display activities in the immediate area of the site. 3. Recommend approval of conditional use permit to establish antique automobile repair based on industrial uses already located in the immediate area and with the stipulation that all such restoration activities shall be accomplished indoors. NEW MOUNT CALVARY BAPTIST CHURCH - Request conditional use approval to permit to utilize certain lots Zoned MR -2, Multiple Family Residential for church purposes at the northeast corner of West 12th Street and Avocado Avenue. Note: At the date of this correspondence, it is anticipated that the applicant will withdraw this application. 1. Site include two vacant lots located at the northeast corner of Avocado Avenue and West 12th Street with approximately 10,830 square feet. The property is Zoned MR -2, Multiple Family Residential. 2. Pursuant to information provided by the applicant, a gymnasium plus associated classrooms totaling approximately 8,800 square feet is proposed to be located on the site. In general, the site in question does not appear to be of sufficient size to support the proposed building in terms of building setbacks, parking, and drainage facilities. Also, the existing church building does not appear to have adequate off - street parking facilities. 3. Adjacent land uses include church buildings, church - related recreation facilities and various single family dwellings. Planning Recommendations - Page 1 4. Recommend approval of the site for the purpose of church uses in general based on the overall character of the area provided however that this approval shall not infer or otherwise constitute approval of site plans or other plans to construct specific buildings on the site. All buildings and facilities shall be constructed to meet City requirements including but not limited to building setbacks, drainage facilities, off - street parking and landscape. Further, such City requirements shall be applied upon all lands and parcels under common ownership and use of the church. Planning Recommendations - Page 2
