Mrs. Stairs called the meeting to order at 7:40 P.M.
The first item on the Agenda was to hold a Public Hearing to
consider a request for a Conditional Use for property located at
2905 South Orlando Drive in a GC -2, General Commercial Zoning
District, for the purpose of a self storage facility with a climate
controlled building and an office. Owner: Public Storage;
representative: Paul A. Blackketter.,
Al Carpenter, Conklin, Porter & Holmes Engineers, 399 Lake Road,
Lake Mary, was present representing Mike Carter Construction
Company. He stated that to the east of this site is formally a
self storage site that was. recently purchased by Public Storage and
that Public Storage wants to develop a climate controlled 21,000
square foot facility located on the parcel that is presently
occupied by formally Carli's Restaurant. To supplement the
existing unclimate controlled facility, they are proposing to
construct this facility on the., west side of the site. There are
several access points that will be vacated and removed. Access
will be from the driveway north of the site which also serves ABC
Liquors. There is ample parking, water and sewer. Mr. Carpenter
stated that they plan on meeting the City's requirements for green
$pace, storm water retention and all engineering items. The fence
will be along the east side of site and the parking are -a will be
fenced. There will be no fencing along the front or the side of
this building. The building will be controlled access. Access,
will be through the off ice and through a back door that is lock
controlled.
Mr. Stogner asked if there will be any vehicles stored at the new
facility. Mr. Carpenter stated "no ", the parking of those vehicles
will remain on the existing facility. The landscaping and the
building itself will buffer that visibility from 17 -92. He was not
sure if there would be dry or wet retention. Soil borings are
being accomplished now. They would like to be able to have dry
retention to keep it green. Paul Blackketter with Mike Carter
Construction, 8105 55th St., Palmetto, Fl., stated that there will
be partitions inside with regular slide up doors. Sizes will vary
from 5x5 up to 10x10.
Marnita Carli, 105 Oaks Court, Sanford, feels that this will be a
big asset to this part of 17-92. She hopes that this will be a new
beginning of a lot of new things in the area.

Mr. Stogner moved for approval based on Staff's recommendations.
Mr. Brooks seconded. All in favor. Motion carried.
The next item was to hold a Public Hearing to consider a request
for a Conditional Use for property located at 2510 Magnolia Avenue
in a GC -2, General Commercial Zoning District, for the purpose of
a mini warehouse storage facility. Owner /representative: James E.
Lee.
Danny Lee, 515 Power Road, Sanford, was present. He stated that
this will be a totally new facility with 29,000 square feet of
warehouse and 1500 square feet of off ice. space .
Mr. Stogner asked if Mr. Lee had talked to the adjacent homeowner.
Mr. Lee stated "yes- ", that the homeowner had, talked: of possibly
selling. He stated that the total facility will be fenced. The
hours of operation. will be 7:00 a.m.. to 7:00 p.m. As it stands
now, they are proposing to provide a 6' chain link fence with
landscaping for the entire property. The retention area will be
inside the fenced area. Mr. Marder stated that in accordance with
the City's requirement, a block wall to conceal the adjacent
property owner, is required. Mr. Lee stated that this would not be
a problem.
Mr. Robert moved for approval per Staff's recommendations.
Seconded by Mr. Stogner. All in favor. Motion carried.
The next item on the Agenda was to hold a Public Hearing to
consider a request for a Conditional Use for property located at
409 Laurel Avenue, in a SC -3, Special Commercial Zoning District,
for the purpose of automobile repair. Owner: W. T. Harvey;
representative: Donald G. Vance.
Donald G. Vance, 1200 Lake Lucerne Cir., Winter Springs, stated
that he would like to move his business into town. He has a mobile
repair service business now and that his business is expanding. He
stated that the 5' landscaping area on the main road requirement
will be a problem because most of the area in f ront of the building
is paved except for a 30' strip on Laurel Avenue south of the
building between the railroad track and the fence. He stated that
he has no problem with landscaping this 30' strip.
Mr. Stogner asked if there would be any body work. Mr. Vance
stated "no." His hours of operation will be from 8:30 to 5:30,
Monday through Friday, and from 8:30 to 12:30 on Saturday. Mr.
Marder stated that there is an area that isn't paved. In a
retrofit situation the City requires some pavement removal. Along.
the 30' strip is a good start. Some strategically located
landscaped areas-, probably along the street,, to sof ten it a little
would be acceptable. A couple of 50 foot landscaped areas could. be
implementer) and still allow for circulation.
Mr. Garrett asked if this site is within the Historic District.
Mr. Gibson stated that it is in the District. Mr. Marder noted
that any changes would have to be reviewed through the Historic
Preservation Board.
Mr. Vance stated that all work will be done inside the building.
There is an area in the back for disabled vehicles. Mr. Ross noted
that a 6 stockade fence would be needed to buffer any disabled
vehicles.. Mr. Vance stated that there would not be a problem
buffering the disabled vehicles.
Mr. Brooks moved to approve based on. Staff' s re- commendations.
Seconded by Mr. Robert. Mr. Stogner noted that Historic
Preservation Board approval is needed for any exterior renovations.

Next on the Agenda was the consideration of the Final Plat for
Bauerle Place at Sanford Central Park, a replat of lots 30, 34--36
M.M. Smiths 3rd Subdivision, a 18 lot industrial park located in a
RI -1, Restricted Industrial Zoning District. (Continued from April
18, 1996). Owner: Codisco Inc.; representative: Loren Howard.
The Commission unanimously continued consideration of the Final
Plat for Bauerle Place at Sanford Central Park per the applicant's
request.,
The next item on the Agenda was the consideration of the Site Plan
for two Brewer Office and Warehouse buildings for Lot 5 Sanford
Central Park located at 120 and 122 Coastline Road in a RI -1,
Restricted Industrial Zoning District. Tax Parcel No.: 28-19-30 -

Harry Reynolds of Engineering Design, 519 Applewood Ave., Altamonte
Springs, was present.
Mr. Robert moved to approve subject to Staff's comments. Seconded
by Mr. Stogner. . All in favor. Motion- carried,.

SUBJECT: Recommendations for Meeting of May 2, 1996

BLACKKETTER - Request conditional use approval to establish warehouse uses in a
GC -2, General Commercial Zoning District located at 2905 South Orlando Drive.
Site is located in a GC -2, General Commercial Zone along U.S. Highway 17 &
92. Site currently includes an existing building that was utilized as a drive -
through restaurant. The applicant proposes to construct a new indoor storage
facility pursuant to a site plan entitled Southern Self Storage Sanford.
2. Site is adjacent to a warehouse and storage complex that is actually a portion
of the site under common ownership. Other uses in the immediate area, all of
which are Zoned GC -2, General Commercial, include automobile sales,
junkyard, auto rental and liquor sales.
3. Recommend approval of the request to establish warehouse use in a GC -2,
General Commercial Zoned based on the similarity of existing uses already
established in the immediate area and the general character of the area at the
present time. Also, recommend that all storage be indoors as set forth on the
applicant's plan.
LEE & YOUNG t Request conditional use approval to establish a warehouse and
storage use in a GC -2, General Commercial Zone located at 2510 South Magnolia
Avenue.
1. Site is Zoned GC -2, General Commercial and is basically vacant at the present
time.
2. Site is adjacent to warehouse /storage, a bank, a boat storage and repair
facility, a hardware store, vacant land and a single family dwelling.
3. Recommend approval of the request to establish warehouse and storage in a
GC -2, General Commercial Zone based on the similarity of existing uses
already established in the immediate area. Also recommend that landscaping
and a wall be required adjacent to the existing single family dwelling in the
southeast corner of the site consistent with Land Use Compatibility
requirements set forth in the Land Development Regulations and that all

storage be located indoors.
VANCE - BEST AUTO REPAIR SEMINOLE - Request conditional use approval to
establish automobile repair in an SC -3, Special Commercial Zone located at the
northeast corner of Laurel Avenue and Fifth Street.
1. Site is Zoned SC -3, Special Commercial and includes an existing building with
an area enclosed by cyclone fence and barbed wire.
2. Uses adjacent to the site include automobile repair, a park, other
commercial /industrial buildings and a power substation.
3. Recommend approval of the request to establish automobile repair based on
similar uses already established in the immediate area. Also the following
conditions are recommended:
a. A site plan approved by City staff shall be required to change the use
to automobile repair.
b. All automobile storage and work areas shall be screened from all
adjacent property with a solid wall or fence. Inoperable vehicles shall
not be visible from the street or adjacent property.
C. landscape shall be provided in compliance with the City's requirements
for a five foot wide landscaped strip with shrubs and trees adjacent to
streets to the extent feasible.
