Mr. Carfagna called the regular meeting to order at 5:35 PM.
Mr. Carfagna informed those present the reason for the meeting is to discuss policies and procedures between
departments as it relates to properties /projects within the historic district.
Topics for discussion were:
• How a certificate of appropriateness request is determined to be a minor or major review
• Definition of public realm
• Why Historic Preservation Board does not review an item before going to Planning & Zoning
Commission and /or City Commission
• Require all departments to be familiar with and enforce the Schedule S codes
• Establish a process to have departments work with each other to ensure what has been approved by the
board or staff is being complied with as it relates to the S codes
• Type of material approved by staff on Cindy's Dance Studio, 119 Magnolia Avenue
• Public Art not being review by HPB
• Historic District Sign Topper Design
• Approved changes to Schedule S without HPB review prior to City Commission approval
• City Employees lack of interest in the Historic District

Maria Shreve, Mike Yebba, and Nelson Beverly
