The meeting was called to order at 7:00 P.M.
The first item on the Agenda was to hold a Public Hearing to consider
a request to rezone property located at 200 Art Lane from AG,
Agriculture to RC -1, Restricted Commercial. Tax I.D. Number: 10 -20-
30- 300 -019C -0000; Owner /Representative: Dale F. Richardson.
Mr. Robert moved to table because an amendment to the Future Land Use
Element of the Comprehensive Plan is required for the proposed
rezoning. Seconded by Mr. McClanahan. All in favor. Motion
carried.
Next on the Agenda was to hold a Public Hearing to consider a request
for a Conditional Use for property located at 500 French Avenue in a
GC -2, General Commercial Zoning District, for the purpose of boat
sales and storage. Tax I.D. Number: 25- 19- 30 -5AG- 0709 -0010;
Owner /Representative: Jeff and Linda Dill.
Jeff Dill, 585 McCracken Road, Lake Helen, was present for
representation. He stated that this is the old Gregory Lumber site.
He would like to move his boat dealership, previously located in
Longwood, to this site. He is proposing to use the front lot, along
French Avenue for display. He has installed chain link fencing
utilizing the 25' setback from the property line and has landscaped
across the front. The side area has not been landscaped because in
January, he will request to relocate the fence area.
Mr. Dill stated that they carry several different boat lines. Sales
will be done out of the existing Gregory Lumber site. Service will
be done by an independent contractor. No service on site.
Pat Moore, Sanford Tire & Muffler, stated that he is in favor of this
request.
Mr. McClanahan moved for approval based on Staff's recommendations.
Seconded by Mr. Dyal. All in favor. Motion carried.
Next on the Agenda was the consideration of the Site Plan for
Invacare, a proposed 80,000 sq.ft. assembly facility located at 699
Aero Lane in a RI -1, Restricted Industrial Zoning District. Owner:

Mr. Dyal moved to table due to lack of representation. Seconded by
Mr. Valerino. All in favor. Motion carried.

Mr. Dyal questioned the number of used cars at Auto Land.
Merwan Naime, representative for Item 3, stated that he had been tied
up in I -4 traffic. Mr. Robert moved to remove from the table.
Seconded by Mr. McClanahan. All in favor. Motion carried.
Mr. Naime stated that this will be an 80,000 square foot building
with offices. Invacare assembles handicap items, i.e. beds for
hospitals.
Mr. Skat moved to approve with Staff's recommendations. Seconded by
Mr. Dyal. All in favor. Motion carried.
Mr. McClanahan moved to approve the Minutes as circulated. Seconded
by Mr. Robert. All in favor. Motion carried.
There being no further business, the meeting adjourned at 7:45 P.M.

TO: City of Sanford Planning and Zoning Commission
SUBJECT: Recommendations for Meeting of December 19, 1996
RICHARDSON Request to rezone from AG, Agricultural to RC -1, Restricted Commercial
for property located north of Lake Mary Boulevard at 200 Art Lane.
The proposed rezoning requires an amendment to the Future Land Use Map of the
Future Land Use Element of the Comprehensive Plan. The required advertisement
of a small scale comprehensive plan amendment and related staff recommendation
are under preparation and will be accomplished in January, 1997. Therefore,
recommend that this rezoning request be tabled.
SOUTHERN STOCK - Request conditional use approval to permit the sale of boats in a
GC -2, General Commercial Zoning District located at the southwest corner of U.S.
Highway 17 & 92 and West 5th Street.
1. Site is Zoned GC -2, General Commercial and includes less than one acre. Site is
basically vacant at the present time. A chain link fence surrounds the site.
2. Adjacent uses include automobile sales and service, a City park,
industrial /warehouse buildings and existing single family dwellings.
3. Recommend approval of the request to establish boat sales based on the existence
of similar uses such as automobile sales already established in the immediate area.
Also recommend that the approval of boat sales be conditioned upon compliance
with all requirements and improvements set forth in the City of Sanford Land
Development Regulations, especially landscape and paving standards as well as
site plan approval by City staff.
