The meeting was called to order at 7:00 p.m. by Acting Chairperson Stairs.
The first item on the Agenda was to hold a Public Hearing to consider a request
for a Conditional Use for property located at 402 W. 19th Street in an SR -1A,
Single Family Dwelling Residential Zoning District, for the purpose of an
accessory residential structure '(convert detached garage into dwelling unit.
Owner /representative: O. Joyce Winge Price. (Tabled 4/21/94).
Mrs. Holt - Miller made a motion to remove from the table. Seconded by Mr. Brooks.
All in favor. Motion carried.
Mr. Charles Price, 402 W. 19th St., stated that the building had been used for
repair and as a garage. He stated that he would like to make this into a room
for visiting family and friends. The main house is not large enough when family
and friends come to visit.
Mr. Price stated that the garage building is on the inside of the fence. He
stated that he had put in partitions to close off the 2x4's inside the garage.
He said all work would be done to the inside, nothing outside.
Mr. Price stated that there were people living in the garage but that they were
there to do work and left when the work was completed. There is no one living
there now.
Mr. Dyal asked Mr. Price if he intended to rent the room. Mr. Price stated "no,
not as a rental unit ". Mr. Davis asked Mr. Price if he was aware that the
building does not meet the setback requirements of the City, and that it is too
close to the property line. Mr. Price said that he did not know this.

Mrs. O. Joyce Winge Price stated that it would be to their advantage if they
could use this as a residential accessory structure because they have two
daughters with families that live out of town that come to visit. She stated
that she and her husband need someone sometimes to help them, and that this would
give them somewhere to live temporarily.
Mx. Dyal asked how much time would the room be occupied throughout the year.
Mrs. Price stated holidays and other times but not all year. Mr. Price stated
that it would be occupied 4 to 5 months out of the year. Mr. Davis asked if
she knew of any other homes on the block that have converted units into live -in
residences. Mr. Price stated that he did not know of any but has heard of a few.
Mrs. Price said that the neighbors across the street have two apartments other
than their house. Mr. Dyal asked if the garage apartment would have plumbing and

a kitchen. Mr. Price stated that it has always had plumbing but that it would
not have a kitchen. He stated that the relatives would take meals in the main
house.
John Howell, 407 W. 19th Street, stated that Mr. and Mrs. Price have always
- rented the garage. The problem is the people they rent to. Mr. Howell passed
around copies of police reports and ads for an efficiency apartment for rent.
He stated that he has had to call the police because of the tenants fighting in
his front yard and that he has seen the police at this address on several
occasions. He stated that he wants to keep the neighbothood nice. Mr. Dyal
asked Mr. Howell how did he know that the ad represented the Price property. Mr.
Howell stated that he called the newspaper and that the newspaper had the name
and address of the person placing the ad.
Susan Hughes, 228 W. 18th St., stated that when she purchased her home she
wanted an area where drifters wouldn't be in and out. She is concerned with the
safety of her four children. She stated that they should feel safe in their own
yard. Mr. Dyal asked if she knew of any disturbance from the applicant's
residence since she has been at her address. Mrs. Hughes stated "no ".
Cathryn Johnson, 406 W. 19th St., stated that there have been times when she has
had to go inside because of the vulgar language coming from the garage apartment.
She stated that there have been many situations where the police has had to come
out. The next door neighbor has been harassed sexually and there have been times
when she has had conflicts with the tenants living there.
Mr. Valerino asked Mr. Price if he owns any other property in Sanford. Mr. Price
stated "no, not in Sanford ", but that he has a rental house in Deltona. Mr. Dyal
asked Mr. Price if it was his intent to rent the garage. Mr. Price stated "no. "
Mr. Valerino moved to deny based o n ' the recommendations of staff as well as the
statements made in opposition to the request, and based on exhibits concerning
attempts to rent the property and police reports. Seconded by Mr. Dyal. Mr.
Davis stated that that was all hearsay. Mr. Brooks stated that he did not want
to bring in suppositions, founded or unfounded facts. He stated that Staff
recommended denial because of an absence of similar accessory structures, and the
limited size of the site to accommodate an accessory structure. Mr. Valerino
withdraw his previous motion and moved to deny based on staff's recommendations.
Seconded by Mr. Dyal. All in favor. Motion carried.
The next item on the Agenda was to hold a Public Hearing to consider a request
for a Conditional Use for property located at 2528 S. Orange Avenue in a RI -1,
Restricted Industrial Zoning District, for the purpose of an addition to an
existing residence. Owner: Robert B. Haley & Frank A. Baldwin; representative:
Melvyn Bain. (Tabled 4/21/94).
Melvyn Hain, 311 Julia St., Titusville, stated that the owners would like to
construct an addition onto the residence. He stated that although this is in an
RI -1 zoning district, the property has always been used as residential. He stated
that this house was constructed in the 1940's.
Mrs. Holt - Diller made a motion `�to approve the request based on Staff's
recommendations. Seconded by Mr. Dyal. All in favor. Motion carried.
The next item was the consideration of the Site Plan for an office /warehouse
building and outside fire training area for Florida Gas Transmission, a fire
training use located at 351 Central Park Drive in a GC -2, General Commercial
Zoning District. Owner; Thomas Oyler, Leo Trapanier & William Stoller;
representative: Howard Scheiferdecker.
Keith Seperns, 501 E. Jackson St., Orlando, stated that he did not have any
objections to Staff's recommendations. Mr. Marder explained that the City will
not allow any more hookups to the lift station until something is done. Mr. Dyal
asked if big trucks would go in and out. Mr. Seperns stated that a pump truck
would be in and out of the property on an average of up to 10 times a year. The
truck will have plenty of room to get in and out of the driveway. Mr. Davis

asked how large is the truck. Mr. Seperns stated that it is one of the City of
Sanford trucks and that it would not actually be in the parking lot. The truck
will pull up on Central Park Drive and run hoses to the back.
Mr. Dyal moved for approval as presented with Staff' s recommendations. Seconded
by Mrs. Holt - Miller. All in favor. Motion carried.
On the Consent Agenda was the Site Plan for a detached"Sign for Moncrief &
Wallace, a professional office use, located at 413 W. 1st Street in a SC -3,
Special Commercial Zoning District. Owner Suzanne M. Dickey Tr and John D.
Dickey & Thomas Youngblood; representative: George S. Wallace.
Mr. Dyal moved to accept the consent agenda as presented. Seconded by Ms. Holt -
Miller. All in favor. Motion carried.
It was unanimously decided to hold a worksession at 6:30 p.m. on May 19th to
discuss sign approval at Staff level.
Mrs. Holt - Miller moved to approve the Minutes as circulated. Seconded by Mr.
Brooks. All in favor. Motion carried.
There being no further business, the meeting adjourned at 8:10 p.m.
