The first item on the Agenda was the consideration of the site plan
for an expansion to the automotive office use for the Persimmon
Avenue site for Butch and Carol Coombs, located at 200 Persimmon
Avenue in a GC -2, General Commercial District. Owners: Lewis A.
and Carol Coombs; representative: Joe Tumminello.
Butch Coombs, 321 Kimberly Ct., Sanford, and Joe Tumminello, 2508
Valley View Ct., Deland, were present for representation. Mr.
Coombs stated that back of the building at 200 Persimmon Ave., he
would like to install a driveway out of shell rock through the
property for Mr. Tumminello's auto action.
Mr. Tumminello stated that the driveway would be used on Thursday
nights for 4 to 6 hours. There will be very little traffic the
rest of the week. They would like to bring the traffic through
Persimmon which would relieve most of the traffic on S.R. 46. Auto
dealers will park at the westside of the auto auction. Persimmon
Avenue would be used by dealers bringing cars to the auction for
sale. No cars will be taken off S.R. 46 on Thursday nights, only
Persimmon Ave.
Mr. Dave Farr, Chamber of Commerce, was in attendance in support of
Mr. Tumminello and Mr. Coombs.
Mr. LeRoy asked if staff's recommendations included the waiver of
paving the parking spaces. Ms. Sonnenberg stated that they are

requesting to waive paving and that the Fire Department has
requested that there be some type of stabilized drive going to the
back lot. Mr. Coombs stated that there are two accesses for fire
and emergency equipment, there are gates on the south side and
north side of the property.
Mr. LeRoy made a motion to recommend approval subject to a paved
drive lane as requested by Rick Holloway of staff and to
recommend to City Manager that grass parking will be acceptable but
noting that the driveway should be paved. Mr. LeRoy asked why it
would be necessary to have paving for a once a week use. Ms.
Sonnenberg stated that it would be used for the parking as well as
an entranceway and from a maintenance type of situation,
Engineering recommends to have it paved.
Mr. Speer made a motion to approve the site plan. Seconded by Mr.
Keith. Mr. LeRoy made a motion to amend Mr. Speer's motion to
allow the applicant, for a period of 6 months, to use shell for the
24' driveway. Mr. Speer seconded the amendment. Mr. LeRoy also
asked if the access on 46 in front of old auto auction could be
limited by no parking signs or something. Mr. Dennison stated that
this is a State road and that it does not fall under the City's
jurisdiction. Mrs. Sonnenberg is to check as to whether the City
has any jurisdiction for S.R. 46 . She stated that there are No
Parking signs on 46 now. Everyone in favor of the amendment except
Mr. Brooks. Amendment carried. All in favor of the amended
motion. Motion carried.
The next item on the agenda was the consideration of the site plan
for a detached sign for Heilig Meyers, a furniture store, located
at 1100 French Avenue in a GC -2 zone. Owner: H. H. & Ora Mae
Grier; representative: John Williams.
Ms. Sonnenberg informed the Commission that the applicant had
requested to be withdrawn.
Mr. Marder stated that changes to the Comp Plan as prepared by
Solin Associates include capital improvement funding found in
Fiscal Resource Management Objective for debt service. The State
didn't care for the manner in which we proposed to regulate
conservation protection areas. Mr. Marder stated that the State
is having a fierce debate within their ranks as to the difference
between a plan and a regulation. It is becoming clear that the
regulators are winning out because the folks who are running the
show are basically lawyers. They would tend to want to go toward
the more definitive approach. Mr. Marder stated that there has not
been a recent housing study done in terms of housing conditions in

the City. We have gone back and looked at the 70's data and the
CDBG data and basically subtracted housing that have been
rehabilitated from the substandard housing.
Mr. Marder stated that we are in the process of responding to the
State's comments on the ORC report. The plan is the one that the
City adopted in April of 1991. After 90 days we received the ORC
report. We then we proceeded to implement contracts with
consultants to respond to these comments and to work with the City
to coordinate the inhouse responses. The shaded areas are being
incorporated into the plan. On October 14 the City Commission is
to hold their second public hearing to adopt the Comp Plan and to
transmit all comments and all additions to DCA. DCA has 60 days to
review and state if the plan is in compliance.
Mrs. Sonnenberg stated that the City Commission approved the appeal
on the denial at 1301 Park Ave. They have approved the change of
use of a nonconforming structure.
