The meeting was called to order at 7:00 P.M. by Acting Chairman
Stairs.
The first item on the Agenda was to hold a Public Hearing to
consider a request for a Conditional Use for property located at
the northeast corner of Airport Blvd. and Live Oak Blvd. for
automotive and truck service use (self service gasoline pumps and
sale of miscellaneous automobile accessories and supplies), in a
GC -2, General Commercial Zoning District. Owner: Lil Champ Food
Stores, Inc.; representative: John A. Moseler.
Mr. Dyal made a motion to remove from table. Seconded by Ms.
Welch. All in favor.
Motion carried.
Mr. John Moseler, 2269 Lee Rd., Winter Park, stated that he wanted
to clarify that there would be gasoline sales only, not diesel
fuel, and that the property, under the present zoning, does allow
a convenience store. Transportation Consulting Group did an
analysis of that piece of property and found that a convenience
store that does not sell gasoline will generate as much traffic as
a convenience store that does sell gasoline. All green areas will
be preserved as much as possible.
Mr. Dyal asked Staff if the recommendation to deny was based on
traffic counts.
Mr. Marder stated "No, that the recommendation is not related to
traffic generation, but based on appearance as well as the general
character of the area at the present time. There are no
automotive services between Old Lake Mary Road and 17 -92. The

question of policy is to prevent any automotive type services along
this segment. Would like to take more of a conservative approach,
and that most of the time, staff would recommend against change in
areas that have a certain type of character."
Mr. Dyal stated that this is a heavily wooded lot and asked if as
many trees as possible would be saved and would they have as much
buffer on this corner as possible.
Mr. Moseler stated "yes. This area sets off quite a distance from
Airport Blvd. and that there would be a free standing island with
planter boxes on the end of the islands.
Mr. Keith asked if the land is mucky. Mr. Moseler stated that it
is sandy. There are areas that will be much better when cleaned
up. Not much digging is anticipated because this area is high and
dry and contains mostly scrub oak.
Ms. Welch asked if Mr. Marder's concern was mainly with setting a
precedent that management allow other automotive uses to come in?
Mr. Marder stated that the use doesn't stop with gas pumps, it is
the start of different type activities, i.e. drive -in fast food
windows. All auto oriented uses have a certain overall character
to them and Staff would like to prevent these types of uses.
Mr. Ken Fewos of Lil'Champ, stated that they would like to sell
motor oil. If approval is based on the selling of automotive
related items, Lil Champ would not sell motor oil at all. Will
sell gasoline and convenience store items.
Mr. Dyal moved to approval. Seconded by Mr. Johnson. Mr. Keith
stipulated that they do not sell diesel. Mr. Dyal moved on
approval with no diesel fuels being sold and with no objections to
motor oils being sold in the store. All in favor. Motion carried.
The next item on the Agenda was the consideration of the site plan
for Aero Products, a manufacturing use, ambulance fabrication and
associated warehousing, located at 700 Kennel Road in a RI -1,
Restricted Industrial District. Owner: Scott Barnes;
representative: John Reynolds.
There was no one present for representation. Mr. Dyal moved to
table. Seconded by Ms. Welch and Mr. Johnson. All in favor.
Motion carried.
The next item on the Agenda was the consideration of the site plan

for a detached sign for McGee & Perez, P.A., a professional office
use, located at 1209 East Fourth Street in a RMOI, Multi- family
Residential - Office - Professional District. Owner: Maria P.
Perez, Tr.; representative: H. A. Tico Perez
Tico Perez , 539 Wekiva Road, Winter Springs, stated that the sign
will be on the corner of San Marcos and 2nd St. He has no problem
with the landscaping requirements. The sign will be 3'x5', made up
of wood and posted on two 4x6 posts.
Mr. Johnson asked if there are any limitations on wood signs in
Sanford. Ms. Sonnenberg stated that wood signs are permissible,
but the must be able to withstand a 100 mile wind.
Mr. Dyal moved on approval. Seconded by Mr. Keith. All in favor.
Motion carried.
Mr. Dyal moved to approve minutes as circulated. Seconded by Mr.
Keith. All in favor. Motion carried.
