The meeting was called to order at 7 :00 P.M. by Chairman Carli.
The first item on the agenda was a Public Hearing to consider the Conditional Use for
property located at 1300 Park Avenue for the purpose of a single family residence in a
RC -1 zone. Owner: Central Baptist Church; representative: Mary Tobin.
Ms. Mary Tobin, 3377 Ohio Avenue, stated that an elderly lady has a contract to
purchase for a single family residence and she plans to live there and to improve pro-
perty.
There was no one else present to speak for or against the requested Conditional Use.
Mr. Malone made a motion to approve. Mr. Keith seconded. All in favor. Motion
carried.
The next item on the agenda, a Public Hearing to consider the Conditional Use for pro-
perty located at 3795 Orlando Drive for the purpose of a self service gasoline pump
island in a GC -2 zone, was withdrawn by the applicant, Shell Oil Company; represen-
tative: Gordon R. Chige.
The next item on the agenda was a Public Hearing to consider the Conditional Use for
property located at 610 Oak Avenue for the purpose of a duplex in a SR -1 zone.
Owner /representative: Joe T. Russell.
Mr. Joe T. Russell, P.O. Box 536, Osteen, stated that he is interested in building a
duplex and the square footage has not been determined. There are two 50 --foot lots,
less 7 -feet on the south. He family has owned the property for 100 - years.

There was no one else present to speak in favor of the requested Conditional Use.
Speaking in opposition were Mr. Glen Dcuien, 600 Oak Avenue, Ms. Kay Cull, 703 Oak
Avenue, and Mr. Bruce Penn, 518 Oak Avenue. There was approximately 15 people in the
audience in opposition to the requested Conditional Use. Objections were that this
would be rental property, would not upgrade the neighborhood, the population density in
the area is already extremely high, and that this use would lower area standards.
Mr. Malone made a motion to deny the Conditonal Use. Mr. Morris seconded. Mr. Malone
stated that this property has not been maintained in the manner conducive to the City
of Sanford's standards. All in favor of the motion to deny. Motion carried.
The next item on the agenda was a pre--application conference for the Oasis Development,
(Celery Avenue Housing), a planned unit development of a multi - family, single- family,
and strip ccnuercial use located in the southwest quadrant of the intersection of
Brisson Avenue and Celery Avenue in AD zoning. Owner /representative: Amefika Geuka,
Trustee.
Mr. Geuka stated that he is the managing general partner for a real estate trust that
has signed a contract to purchase 72 acres of land in East Sanford located generally at
the intersection of Celery Avenue and Brisson Avenue. The plans call for the develop-
ment of a mixed use to consist of a small strip center, 150 unit apartment complex, 2
elderly housing complexes, single family homes and a community center. The comnercial
strip would be anchored by a store along the lines of a 7 -11 or Circle K and the others
would be of a type convenient to the area residents. There will be several varieties
of single family, both detached and attached, for sale.
Mr. Geuka introduced Mr. Harvey Jacoby, the director of Interplan Architects and
Planners, planner for the land use master plan and architect of record; Mr. Cal
Conklin, CPH, advisory engineer and the engineer of record. Ms. Madeline Johnson, with
Discount Financial Corp., financial advisor. Ms. Freda Brillison real estate advisor
and Ms. Janice Jacoby who is the development expert on the team.
Mr. Geuka passed out copies of the conceptual land use plan and stated that it gives
insight as to what is being proposed. Mr. Geuka stated that the element for doing
this project stems from. the Florida Affordable Housing Act of 1986. There is a
pressing need for the public sector to join with the private sector, a public /private
partnership, to address the needs of employment as well as housing.
Mr. Simmons stated that the sewer would have to run west along Celery to the general
vicinity of Orange, west of Mellonville. Timing Depend on how rapidly this project is
developed.

Mr. Geuka staters that they have talked with the New Tribes Mission relative to sharing
costs of the water and sewer lines run to service both developments. There are 465
planned units to be developed. They have decided to do the apartment complex first
because the State has passed the sail program which is a state apartment incentive loan
program, this is in effect, a second mortgage fund which provides money to leverage
first mortgage financial contributions. Because of the availability of those funds and
the fact that they are getting strong encourgement from the State, they have decided to
do the apartment phase first. The second phase would probably be the elderly housing
because these funds have already been included in the sale program.
Mr. Jacoby stated that there is some land set aside outside of the fenced area for
recreation and open space.
Mr. Geuka stated that on the plan where it shows the detached, forsale units, this is
where the apartment complex will actually go and the single family houses will be
shifted over.
The Commission members unanimously concurred with the proposal for Celery Avenue
Housing, a 72 acre development located at Celery Avenue and Brisson AVenue in an AD
zone.
The next item on the agenda was the consideration of the Site Plan for Epelsa
International, a manufacturing use located at 210 Tech Drive in a RI -1 zone. Owner:
Codisco, Inc.; representative: Stepehn A. Eaton.
Mr. Steve Eaton, 11328 Bingham Court, Orlando, stated that they will be manufacturing
electronic weighing scales. There will be 14 to 20 employees. Hours of operaton will
be 8 :00 to 5:00.
Mr. Morris moved on approval of the site plan with the following conditions: submittal
of additional water details; above ground signage for handicap parking; and landscaping
hedges to be opaque within one year. Mr. Malone seconded. All in favor. Motion
carried.
The next item on the agenda was the consideration of the Site Plan for a residence and
a beauty shop use for Anita Reid, in an existing structure located at 2542 Sanford
AVenue in a RC -1 zone. Owner: Anita Reid; representative: Irene Boyle.
Ms. Margaret Boyle, 917 East 25th Street, stated that there will be at the most four
people living there at one time, off and on, visiting.
Mrs. Sonnenberg stated that in the single family portion of the house which is excluded
from the beauty shop, there is approximately 1,000 square feet of living area. There
will be pervious concrete for parking and there is a wall sign stated on the site plan.

Mr. Morris moved on approval of the site plan. Mr. Keith seconded. Mr. Malone made a
motion to amend the motion so that staff will have a chance to work out so that it is
in the best interest for Ms. Boyle, is economically feasible, and it will not be a
deterrent regarding the entrance. Seconded by Mr. Brooks. All in favor. Amendment
carried. All in favor to approve with staff's review. The amended motion carried.
The next item on the agenda was the consideration of an extension of the site plan
approval for a temporary office trailer for Oyler Brothers Company, a landscaping ser-
vice establishment and horticulture nursery located east of Upsala Road and north of
Metal Manufacturing Canpany in Block 19 of M.M.Smith's Subdivison in a GC -2 zone.
Owner: Oyler Brothers Company; representative: Walt Freeman.
Mr. Walt Freeman, 1930 Silver Star Road, Orlando, stated that the development is
taking longer than expected. DOT permitting held them up, but this has been resolved.
Their intention is to move to Sanford as soon as possible. The fenced area right now
is being used for a holding area for shrubs.
Mr. Keith moved on approval for a 6- month extension. Mr. Malone seconded. All in
favor. Motion carried.
Mr. Malone requested that the lot at 25th Street and Park Avenue be looked into to see
if it could be checked every 90 days for mowing.
Mr. Carli requested that Staff check with the City Attorney relative to whether or not
in his opinion he should attend the Planning and Zoning Camiission's meeting or if he
could have the opinions requested by Planning and Zoning back to the Commission in a
timely fashion. Specifically as to whether the Board has the right to waive parking
requirements or not.
Mr. Carli asked if Mr. Mack on Mattie Blvd. start landscaping. Mrs. Sonnenberg stated
that he is aware of the requirements because he came into her office the next day to
discuss this. He has contacted an engineering firm for site plan preparation.
Mr. Morris moved on approval of the minutes. Mr. Brooks seconded. All in favor.
Motion carried.

SUBJECT: Planning Recommendations For Meeting of October 20,
1988
CENTRAL BAPTIST CHURCH - Request conditional use approval for a
one-family dwelling in an RC -1, Restricted Commercial Zoning
District located at the southwest corner of Park Avenue and 13th
Street.
1. Site is a corner parcel and appears to include an existing
one- family dwelling.
2. Site is adjacent to existing one - family dwellings as well as
two gas stations located on opposite corners of the
intersection.
3. Recommend approval of the conditional use request to permit
the parcel in question to be utilized as a one - family
residence based on original use of site and similar adjacent
uses already established in the immediate area.
SHELL OIL COMPANY - Request conditional use approval for self
service gasoline pump islands in a GC -2, General Commercial
Zoning District located at the northeast corner of U.S. Highway
17 & 92 and East Lake Mary Boulevard (Extension).
1. Site is located at the intersection of two arterial
roadways, is presently being utilized for truck sales and
includes 43,500 square feet or almost one acre.
2. An existing GC -2 Zone (C -2 in county) adjacent to site
includes a gas station a convenience center, automobile
sales, a shopping center and mobile home sales.
3. The site and general vicinity surrounding the intersection
in question are increasing in prominence and visibility
because of the addition of East Lake Mary Boulevard which is
under construction at the time of this writing. In
addition, the cities of Sanford and Lake Mary and Seminole
County are presently considering a plan to establish uniform
building setback, landscape, sign and related design
standards along Lake Mary Boulevard.
3. Recommend approval of conditional use permit to allow self
service gasoline pump islands based on the similarity of
existing uses already established in the immediate area. In
addition, the following conditions of approval are
recommended and reflect certain draft recommendations for
Lake Mary BoLlevard:

of -way to adjacent properties.

buildings and gas pump islands from Lake Mary Boulevard
and U.S. Highway 17 & 92.
e. Landscape strip adjacent to right -of -way to be a
minimum of ten (10) feet in width and include live oak
trees every twenty five (25) feet.
f. Signs to be no greater than 15 feet in height and no
greater than 100 square feet in surface area.
JOE T. RUSSEL - Request conditional use approval for a two -
family dwelling in an SR -1, single Family Residential Zoning
District located on the west side of Oak Avenue between west 6th
Street and west 7th Street.
1. Site includes two platted lots, appears to include one one -
family dwelling on the most southerly lot and encompasses
11,700 square feet. The on- site,dwelling unit appears to be
a substandard housing unit based on uneven foundation and
roofline and poor condition of exterior walls.
2. A mixture of one- family dwellings, parcels with two dwelling
units and two - family dwellings characterizes the immediate
vicinity of site. In addition, several multiple family
dwellings (three or more dwelling units per building) are
located on block east of site.
3. Recommend approval of conditional use permit to allow one
two- family dwelling conditioned upon - .removal of existing
dwelling on the parcel in question based on similarity of
request with existing uses already established in immediate
vicinity and the substandard condition of existing dwelling
un.t on site.
