Planning and Zoning Commission
March 7, 1985

The meeting was called to order at 7:00 P.M. by the Chairman, John Morris.
The first item was a Public Hearing to consider a request for rezoning from AD to
MR -1, property located at 1701 Celery Avenue, for the purpose of multiple - family
use, represented by Mack Miller. There was no one to speak in opposition.
Mr. Miller said there was approximately 29 acres with 8� units per acre. Water and
sewer would be available. It does not comply with the comprehensive plan. After
discussion, it was mutually agreed that the request be tabled so Mr. Miller could
re- evaluate a lower density of 6 units per acre. Mrs. Roberts moved to table the
request for rezoning so Mr. Miller could re- evaluate the density. Mr. Cliff Miller
seconded. Motion carried.
The next item was a Public Hearing to consider a request for a conditional use in a
GC -2 zone, that property located at 3455 Orlando Drive for the purpose of automotive
sales and service. There was no one present to speak in favor. Mr. Carli moved to
table the request for the conditional use due to lack of representation. Mr.
Davidson seconded. Motion carried.
The next item was a site plan for Wareprice Oil Co., a convenience store, located at
110 N. French Avenue, represented by Mack LaZenby. Mr. LaZenby said the old station
would be removed. After discussion, Mr. Carli moved to approve the site plan. Mrs.
Roberts seconded. Motion carried.
The next item was a site plan for a commercial building, Ken's Air, located at 102
Commerce Way in Sanford Commerce Park in a RI -1 zone represented by Mack LaZenby.
After reviewing the site plan, Mr. Franklin moved to approve the site plan. Mr. Carli
seconded. Motion carried.
The next item was a site plan for an addition to Sanford Bible Church, located at
2460 Sanford Avenue in a SR -lA zone represented by Mack LaZenby. Mr. LaZenby said the
addition would bring the existing building up to code. No additional parking would
be required since the addition is for class rooms. After reviewing the site plan, Mrs.
Roberts moved to approve the site plan. Mr. Galloway seconded. Motion carried.

The next item was a site plan for an addition to DAV, located at 3512 Orlando Drive
in a GC -2 zone represented by Paul Frey. Mr. Frey asked if the building could be
built with a time period of 1 year to complete the parking and landscaping. After
discussion, Mr. Keith moved to approve the site plan, subject to City Commission
approval of the time extension. Mr. Franklin seconded. Motion carried.
The next item was a discussion of the petition by Wm. H. Runge, D.D.S. to rezone the
property located at 2105 Park Avenue from MR -1 to RMOI represented by Wm. H. Runge.
Mr. Runge is requesting the rezoning to protect his estate. If something happened
to him and the business was closed for 6 months, he would lose the right to use the
building for his office. He has been located there for 18 years. After discussion,
the Chairman requested Mr. Runge to bring the application to rezone the property with
signatures of abutting property owners.
The next discussion was held by Jim Crouse, Cardinal Industries, on further information
regarding unifying square footage requirements, among the Zoning Codes, Building, Stand-
ard Housing and Health Codes. Demographics show Sanford's 1 and 2 persons occupancy
have grown faster than the population.
The Minutes of the previous meeting were approved. There being no further business,
the meeting was adjourned.
