Planning and Zoning Commission
April 4, 1985

The meeting was called to order at 7:00 P.M. by the Chairman, John Morris.
The first item on the agenda was a Public Hearing to consider a request for a conditional
use in a RC -1, property located at 2610 A & B Hiawatha Ave. for the purpose of a duplex
was left on the table at the request of the proponent.
The next item was a Public Hearing to consider a request for rezoning from SR -lA to GC -2,
that property located S. of 15th St., N. of 18th St., E. of French Ave. and W. of Elm
Ave. for the purpose of a shopping center represented by Mack LaZenby, as the representa-
tive for the developer. Mr. LaZenby presented a drawing of the layout for the shopping
center. Mr. LaZenby said the developer would address the traffic flow problem by com-
mitting to traffic signals, turn lanes, school cross walks, would build extra -wide side-
walks for safety, would strive to make the drainage better and under no circumstances
make it worse, would contribute to the City's park development, and would replace more
trees than required. The center would be bounded by a 7 ft. wall with a berm and in-
dentation for landscaping.
To speak in opposition were: Sylvia Smith, Dot Young, R.C. Whitmire, Jaleen Lee, R. A.
Cobb, Deborah Stenstrom, Kelly Smith and Anita Bunzell. Sylvia Smith was the representa-
tive of a large delegation of the neighborhood. The concerns of the neighborhood she
indicated were: increase of traffic flow in the area, diminished personal and property
safety, encouragement of truency, does not conform to the comprehensive plan, drainage
problem, and loss of a recreational area.
Mr. Carli moved to deny the request due to the consideration of the residents in the area.
Mr. Davidson seconded the motion and the item was open for discussion. Mr. Morris pointed
out that it does comply with the comprehensive plan. He also stated, approximately 35 S/F
residences could be built on that parcel that is zoned SR -lA. Mr. Galloway felt that
commercial use would be better. Those voting for the motion to deny: Carli, Davidson,
Grieme, Miller, Roberts and Keith. Those voting against the motion: Galloway, Franklin
and Morris. Motion to deny the request was carried with a vote of six to three.
The next item was a Public Hearing to consider a request for rezoning from AD to RC -1,
that property located at 1000 Lake Mary Blvd. for the purpose of a child care center.
Mr. Carli moved to table the request to the next meeting due to lack of representation.
Mr. Davidson seconded. Motion carried.

The next item was a site plan that was tabled from last meeting for Pierpointe Plaza, a
shopping center located at 300 N. Myrtle Ave. in a SC -3 zone, owned by Bland Development
Corp. Mr. Galloway moved to approve the site plan. Mr. Franklin seconded. Mrs. Roberts
made an amendment to the motion that an accessable entrance be made for the Lakeview Apts.
residents. Seconded by Carli. The amendment was carried and the motion was carried.
The next item was an addendum to the agenda, a site plan for AMC dealership, a new car
facility located in a GC -2 zone at 3418 Orlando Drive, represented by Mack LaZenby.
After discussion, Mrs. Roberts moved to approve the site plan. Mr. Franklin seconded.
Motion carried.
The next item for discussion was from Ron Waite, representative for Lakeview Apts., to
replace the proposed fence with wall and landscaping in areas. After discussion, Mr.
Galloway moved that Ron Waite resubmit a site plan for staff review with the modification
of the wall and landscaping.
The Minutes of the previous meeting were approved. There being no further business,
the meeting was adjourned.
