Planning and Zoning Commission

The meeting was called to order at 7:00 P.M. by the Chairman, J. Q. Galloway.
The first item was a Public Hearing to rezone from MR -2 to GC- 2,property
located East of Airport Blvd. and North of Zayre's Plaza, represented by
Brenda Von Hartmann for Robert Little. She said they request the GC -2
zoning in order to provide other services for the tenants of Howell Place.
There was no one present to speak in opposition.
Mr. Morris moved to recommend approval. Mr. Miller seconded. Motion
carried.
The next item was a Public Hearing to rezone from MR -2 to GC -2, property
located East of Airport Blvd. and West of 17 -92, a portion of Zayre Plaza,
represented by the City of Sanford. Mrs. Sonnenberg said it was discovered
that a portion of Zayre's was still zoned MR -2, creating a non - conforming
use. There was no one to speak in opposition.
Mr. Morris moved to recommend approval. Mrs. Roberts seconded. Motion
carried.
The next item was a Public Hearing to rezone from MR -1 to MR -2, property
located on the West side of U. S. Highway 17 -92 and south side of Lake
Minnie, represented by Arthur L. Day for U.S. Home Corporation. He said
25.7 acres is for an apartment project and 10 acres will be left in it's
present zoning of MR -1 for condominiums.
Present to speak in opposition were Joan Johnson, Alice Jerrold and George
Norman, all residents with lakefront property and all concerned about the
further deterioration of Lake Minnie with additional runoff and the overload
of the sewer system and lift station. They all expressed their feelings
that the Village Marketplace has caused many problems and feel this type
of housing will be too much of a load on the present system. After dis-
cussion, Mr. Morris moved to recommend denial of the request. Mr. Carli
seconded. Motion carried.
The next item was a Public Hearing to rezone from MR -1 to GC -2, property on
West side of U.S. Highway 17 -92 and south side of Lake Minnie, represented
by Arthur Day and Jonathan Sundhim for U.S. Homes. They said they were
asking for 250 ft. depth off the right -of -way for General Commercial to be

used as shopping or office area for the condominiums they plan to build.
They said they would sell the land for development.
The same people were present to speak in opposition to the rezoning request
as for the preceding Public Hearing and said the traffic problem would be
accelerated with commercial zoning.
After discussion Mr. Morris moved to recommend denial. Mrs. Roberts seconded.
Motion carried over one dissenting vote.
The next item was a Public Hearing to rezone from RC -1 to GC -2, that portion
known as French Ave. now zoned RC -1, North of 20th St., East of Maple Ave.,
and West of the alley between French Ave. and Laurel Ave., represented by
the City of Sanford. The reason for the request is that most of French
Ave. in now zoned GC -2 and the board feels that GC -2 would be better zoning
for the area.
Present to speak in favor of the rezoning was Lou Blanc, speaking for the
owner of the property at 19th & French Ave. expressing their concurrence
with the request to rezone. There was no one to speak in opposition.
After discussion Mr. Willis moved to recommend rezoning from RC -1 to GC -2,
all properties facing French Ave. from Lot 11, Orange Heights, South to
20th St. on the East side of French Ave. and from 18th St. to 20th St. on
the West side of French Ave. Mr. Davidson seconded. Motion carried.
The next item was a site plan for a one -story commercial building at 2220
French Ave., zoned GC -2, represented by Bob Ball. There were questions
regarding the parking and it was explained that there is a total of seven-
teen (17) spaces, which is adequate. Mrs. Roberts moved to approve the
plan. Mr. Grieme seconded. Motion carried.
The next item was a site plan for a Shop & Go store at the SE corner of
Airport Blvd. & 25th St., zoned RC -1, represented by Kevin Spolski. He
said they plan to develop an additional 7 -8 acres of a mini - complex. He
said Shop & Go will construct this store as they have done in the past and
will construct a privacy fence on the east side. In answer to a question
regarding acceleration and deceleration lanes, Mr. Spolski said they would
be indicated on the plan and would conform to DOT and County regulations.
Mr. Franklin moved to approve. Mr. Davidson seconded. Motion carried over
one dissenting vote.
There was a request from the floor from Carl Gutmann, asking for an extension
on the approved site plan for quads in the 2800 block of the East side of
French Ave. He said Mr. Pitmann passed away before the planning was com-
pleted and the owners were asking the indulgence of the board. Mr. Willis
moved that they be granted an extension of six (6) months. Mr. Morris
seconded. Motion carried.
Mr. Miller offered for discussion the hazardous conditions of the turning
land for Barnett Bank at Airport Blvd. and 17 -92. He moved to recommend to
the City Commission that a study be requested of D.O.T. and Seminole County.
Mt. Morris seconded. Motion carried.
Mr. Carli recommended the City Commission consider an investigation of the
retention area and run -off into Lake Minnie from the Village Marketplace
at Lake Mary Blvd. & U.S. 17 -92. Mr. Miller seconded. Motion carried.

The Minutes of the previous meeting were approved. There being no further
business, the meeting was adjourned.
