Planning and Zoning Commission
March 15, 1984

The meeting was called to order at 7:00 P.M. by the Chairman, J. Q. Galloway.
The first item for discussion was the Public Hearing tabled from the last
meeting, a request to rezone from MR -1 to MR -2, property located south side
of Airport B1vd.,West of Lake Ada, North of Hidden Lake Villas, represented
by Mike Gray for BML Investments. There was no one present to speak in op-
position. After discussion, Mr. Morris moved to recommend approval. Mr.
Carli seconded. Motion carried.
The next item was a Public Hearing to request rezoning from SR -1 to RMOI, Lot
20, Gardenia in the 2400 block of Poinsettia Ave. There was no one present to
represent the request. The Public Hearing wll be continued at the April 5,
1984 meeting. Motion to table by Mr. Morris. Seconded by Mr. Carli. Carried.
The next item was a Public Hearing to consider rezoning from RC -1 to GC -2,
property located at SE corner of 25th St. & Airport Blvd. represented by
Kevin Spolski. He said the property was best suited to a mini - complex
facility and would have no commercial business use. There was no one to speak
in opposition. Mr. Carli moved to recommend approval. Mr. Miller seconded.
Motion carried over the dissenting vote of Mr. Morris.
The next item was a Public Hearing for a conditional use of a duplex in SR -1
zoned district at E1 Portal Ave. & De Soto Drive, represented by Jim Pullen.
Mr. Pullen said he felt duplexes would be a good buffer between the single -
family and commercial in this area. There were two people in opposition,
both adjacent property owners. After discussion, Mr. Miller moved to recommend
denial. Mr. Grieme seconded. Motion carried over the dissenting vote of
Mr. Morris.
The next item was a Public Hearing to consider the conditional use in MI -2
zone at Airport Blvd. & Albright Rd. for an auto parts & salvage yard, rep-
resented by David Redwine.
Mr. Bill Leffler was present to speak in opposition, representing the owners
of Seminole Petroleum, located immediately across the street from the proposed
site. He based his objection on the fact that the location is one of Sanford's
arterial roads and objected to a junk yard at that location.

Mr. Larry Erickson, owner of R & M Manufacturing, was present to speak
in opposition and said he was representing some 200 home owners in the
area and he felt the site not large enough for the proposed operation.
Based on the feeling that there is definitely a need for this type of operation
Mr. Miller moved to approve the conditional use. Mr. Carli seconded. Motion
carried.
The next item for consideration was a site plan for a Dance Studio at 2585 Park
Drive, zoned GC -2, represented by Robert Hambrick. He said it will be a small
scale renovation of the old Ace Hardware Store with the paving being replaced
and striped and landscaped. Mr. Miller moved to approve. Mr. Morris seconded.
Motion carried.
The next item was a site nlan for Auto Parts & Salvage Yard, located at
Airport Blvd. & Albright Rd., represented by David Redwine. After
discussion, Mr. Carli moved to approve contingent upon the recommendations
from Staff that all drainage and retention area be inside the sightproof
fence. Mr. Miller seconded. Motion carried.
The next item for discussion was the memo from Staff with recommendations
to amend the Zoning Ordinance, Article V, Sec. 13, AD, Agricultural
District as follows:
A. Uses Permitted
(1) Agricultural Estates
(2) Farm implement storage
B. Conditional Uses
(1) Agricultural, horticultural and forestry uses, including the
keeping and raising of horses and cattle provided structures
for raising same shall not be located within 300 ft. of any
property line.
(2) Permanent or temporary housing for farm labor working on the
property.
(3) Dude ranch, riding academy or boarding stable, private camps,
country club and golf course.
(4) Roadside stands for the sale of products grown on the premises
only.
(5) Agricultural and horticultural processing plants for materials
produced on the property only.
(6) Elementary, middle & high schools.
(7) Churches and their attendant educational buildings.
(8) Sanitarylandfill operation, land and structures shall be used
only after a minimum of two (2) hearings before the City Commission.

Mr. Carli moved to recommend approval of the change. Mr. Miller seconded.
Motion carried.
Mr. Miller asked staff to check into Complete Automotive at 201 N. Maple
Ave. as to the number of junk cars being stored on the property. I
The Minutes of the previous meeting were approved. There being no
further business, the meeting was adjourned.
