The meeting was called to order at 7:15 P.M. by Georqe Willis, in the absence
of the Chairman at the time. Mr. Galloway arrived during the first item on
the Agenda.
The first item for consideration was a Public Hearing to amend the Zoning
Ordinance, Article V, Sec. 13. AD, Agricultural District as follows:

There was no one present to speak in opposition. Mr. Morris moved to rec-
ommend the amendment. Mr. Grieme seconded. Motion carried.
The next item was a Public Hearing to consider rezoning from SR -lAA to SR -1,
Hidden Lake, Unit 1 -A, 1 -B, 1 -C & 1 -D and Hidden Lake Unit 1 -A, Revised Plat,
and Hidden Lake, Phase 2, Units 1, 2, 3, 4 & 5, and Ramblewood and Ramblewood
Unit 2, less Blk A & Blk B of said Hidden Lake Unit 1 -A, Revised Plat.
Mr. Knowles was present to speak in favor to explain the need for the area
to be rezoned. He explained that the area was designated as PUD and the
homes built according to plan, but when the development stopped for a two -
year period it reverted back to the required zoning classification at the
time of annexation, which was SR -IAA. The SR -IAA zoning would not allow
present homeowners to rebuild if needed or add on and most of the homes
would be non - conforming.
There were about seventy -five home owners from the area present and they
were concerned about the SR -1 zoning and felt something more equitable could
be woeked out to make the present structures conform.
Mrs. Mary Tumin, 306 Loch Low Drive, offered written testimony in opposition
to the proposed SR -1 rezoning. There were two other written objections
from residents of Pine Winds Drive. Originals attached to permanent Minutes.
After discussion of the needed changes with the home owners, Mr. Knowles and
board members, it was announced that a work session would be held on Thurs.,
Sept. 26, 1984 to work out a suitable zoning for the area in order to assure
the present uses to conform, with the Public Hearing to be continued at the
May 3, 1984 Planning & Zoning meeting on a motion by Mr. Carli, second by
Mr. Morris and carried.

The next item, a Public Hearing to consider conditional use of beer and wine
for consumption on the premises at 2493 Airport Blvd. was tabled for lack
of representation and will be continued at the next meeting, May 3, 1984.
The next item was a Public Hearing to consider a conditional use for a factory -
built home with 1,000 sq. ft. of living area at 2013 Palmetto Ave. represented
by Deborah Weigert. The original house had 740 sq. ft. of living area and it
burned in February of this year and the request is to replace the house with
a factory built home which will be larger than the original home. Mr. Carli
moved to approve the conditional use. Mr. Franklin seconded. Motion carried.
There was no one to speak in opposition.
The next item was a site plan for a 9 -unit condominium at 24th St. & Palmetto
Ave., zoned RMOI, represented by James Melvin for owner, Steve Grier. He said
the plan is for a 9 -unit, 3 -story units for fee simple sale. There was dis-
cussion on the parking and even though the minimum requirement of 1 spaces
per unit had been met, the board members felt it to be substandard building
with inadequate parking. Mr. Carli moved to deny because of the 3 -story
concept in a residential zone. There was no second.
Mr. Franklin moved to approve. Mr. Grieme seconded. Motion carried over the
dissenting vote of Mr. Carli. There was no one present to speak in opposition.
The next item was a site plan for a mobile home - office at Carriage Cove,
zoned SR -2, represented by Kevin Vezina. He said they need additional office
space and it would be used for management. After discussion, Mr. Morris
moved to approve. Mr. Carli seconded. Motion carried.
The next item was a site plan for an addition to Bldg. 436 at Sanford Airport;
zoned RI -1, represented by Don Olsen for MOD Industries. It was noted that
the parking had been shown on the original plan and was adequate. Mr. Morris
moved to approve. Mr. Carli seconded. Motion carried.
The next item was a site plan for a storage building for Russel Aluminum
Anodizing Inc. located at 1001 Cornwall rd. represented by Bob McKee. He
said the building will be used for storage only and they had put in two add-
itional parking spaces. Mr. Carli moved to approve. Mr. Morris seconded.
Motion carried.
The addendum to the Agenda was a site plan for Grand Juncton restaurant at
2555 French Ave. represented by Mike Allen. He said the restaurant will be
exclusively drive -thru serving three items only, hamburgers, french fries
and coke, with the restaurant on the first floor and the storage area on the
second floor. Mr. Grieme moved to approve. Mr. Carli seconded. Motion
carried.
Mrs. Sonnenberg asked the member for an opinion on the location of the former
vehicle inspection station on 25th St. on whether or not an ambulance service
would fit into the zoning of RC -1 for ambulances to be dispatched from there.
After discussion, it was the general opinion that the zoning would allow that
type of operation.
The members expressed their feeling that they would like to receive the agenda
earlier than in the past in order to give them time to review property under
discussion. The Mintues of the previous meeting wire approved. There being
no further business, the meeting was adjourned.

RECOMMENDATIONS
I. Recommend amending the Zoning Ordinance, Article V, Sec. 13. AD,
Agricultural District as follows:
A. Uses Permitted
(1) Agricultural Estates
(2) Farm Implement Storage
B. Conditional Uses
(1) Agricultural, horticultural and forestry uses, including the
keeping and raising of horses and cattle provided structures
for raising same shall not be located within 300 feet of any
property line.
(2) Permanent or temporary housing for farm labor working on the
property.
(3) Dude ranch, riding academy or boarding stable, private camps,
country club and golf course.
(4) Roadside stands for the sale of products grown on the premises_: -:
only. - -
(5) Agricultural and horticultural processing plants for materials
produced on the property only. _
(6) Elementary, middle & high schools.
(7) Churches and their attendant educational buildings.
(8) Sanitary Landfill operation, land and structures shall be used
only after a minimum of two (2) hearings before the City Commission:
