Franklin Bettye Smith Others Present: Bettie Sonnenberg, Zoning Inspector Steven Harriett, Assistant City Manager The meeting was called to order at 7:00 P.M. by the Chairman, John Morris. The first item for consideration was a Public Hearing to consider a request for a conditional use for a duplex at 295 & 207 W. 28th Place, in a SR -1 zone, represented by James Ferguson, owner. He said he plans to live in one side of the duplex and had prior approval in 1980 and is now ready to build. There was no one to speak in opposition. After discussion, Mr. Galloway moved to approve the conditional use. Mr. Carli seconded. Motion carried. The next item was a Public Hearing to consider a request for a conditional use to sell beer and wine for consumption on the premises at 107 W. First St. in the SC -3 zone, represented by Chris Cranias, owner of Christo's Classics. He said the restaurant will seat about 60 people and he wants the beer and wine for one section. There was no one to speak in opposition. Mr. Carli moved to approve the conditional use. Mrs. Roberts seconded. Motion carried. The next item for discussion was a site plan for a control house for Seminole County Concrete, located in the MI -2 zone at 2281 Old Lake Mary Road, owned by Florida Mining & Materials. Mr. Holland Cockcroft was present to represent the site plan. He said the building will house scales to control the proper concrete mix to be loaded onto the trucks. All permits have been applied for to meet regulations for dust control. He said future plans are for a block manufacturing plant and a shop. Mr. Cockcroft requested a variance from the plan by delaying the paving of a private roadway inside the property. Mr. Galloway moved to approve the site plan with the variance requested. Mrs. Roberts seconded. Motion carried. The next item was a site plan for a conversion from single - family to multi- family, a dwelling located in the MR -1 zone at 2000 Park Ave., owned by Charles Cameron. Mr. Cameron was present and said he lives directly in back of the property and bought it in order to control what goes in there. After reviewing the site plan, Mr. Davidson moved to approve. The next item was a site plan for United States Floor Covering, Inc. at 2771 Depot St. in the RI -1 zone, represented by Kevin J. Spolski, owner. After discussion, Mr. Davidson moved to approve the plan with the design and drainage for Depot St. & Mattie Ave. to be approved before construction. Mrs. Roberts seconded. Motion carried. The next item an addendum to the agenda, was a site plan for Hemmingway's, a 150 -seat lounge at 530 N. Palmetto Ave., represented by Gerald Gross, He said it will be an extension of the Holiday Inn and the existing restaurant will be renovated. Mr. Carli moved to approve, subject to City Commission approval and lift station approval prior to construction. The Minutes of the previous meeting were approved. There being no further business, the meeting was adjourned. -2-
