Franklin Cliff Miller John Morris George Willis Members Absent: Sheila Roberts Darrell Grieme Others Present: Ed Gillis Dave Farr, City Commissioner The meeting was called to order at 7 :30 P.M. by the Chairman, J. Q. Galloway. The first item for consideration was a Public Hearing to consider a conditional use of a residential dwelling being moved to Lot 4, Blk A, Buena Vista Estates at 1315 Celery Ave. in the RC -1 zoned district, represented by Gerri Geiger. She explained that it is presently a 300 sq. ft. efficiency apartment with plans to add on to make a total of 400 sq. ft. After discussion, Mr. Morris moved to deny based on the fact that an efficiency apartment not part of another building becomes a single - family residence and it does not meet the criteria of a single family residence because of the square footage. Mr. Carli seconded. Motion carried. The next item for consideration was a Public Hearing to consider a conditional use of Cluster Homes in the 2800 block of Orlando Drive, represented by Carl Gutmann. Mr. Gutmann said the objective is to establish a good residential community, consisting of 19 quads which would be 3.5 units per acre. He said the entrances will be off 17 -92 along the north side and the east side of the property. There will be standing pines and landscaping to separate existing private homes from this area. He said the lake will be cleaned and the building line will be 36' to 37 ft. floor elevation. The units will be for sale as cluster homes. Present to speak in opposition was Mr. O'Connor with a petition of signatures from home owners in the South Pinecrest area, stating opposition to the planned addition of a new access route to South Pinecrest at or near the junction of Shannon Drive and French Ave. Others present to speak in opposition to the request were: Tom Rowe, George Daniel and Pat Partlow. After discussion, Mr. Morris moved to approve the conditional use. Mr. Miller seconded. Motion carried. The next item for discussion was a conditional use of a home occupation, telephone service only, for a lawn service at 117 Country Club Drive, represented by Leon Bradwell. Page 2 There was no one present to represent a request for conditional use of a home occupation at 2007 Hartwell Ave., so the item was dismissed. A request for conditional use of a home occupation for a lamination contractor at 2519 Ridgewood Ave. was dismissed for lack of proponent. The next item was a conditional use of a home occupation for a commercial photo- grapher at 128 Anthony Drive represented by Dale Picou. He said his business is conducted on location for group photos or home photos for security purposes. Mr. Davidson moved to approve. Mr. Franklin seconded. Motion carried. The next item was consideration of a conditional use of a home occupation for an insurance agent represented by Catherine Hinton for her husband, Mel Hinton. Mr. Franklin moved to approve. Mr. Carli seconded. Motion carried. The next request for conditional use of a home occupation for a janitorial service at 2807 S. Franch Ave. was represented by Willam Callan. Mr. Callan does cleaning for Barnett Banks in the area. Mr. Franklin moved to approve. Mr. Carli seconded. Motion carried. The next item for consideration was a request for conditional use of a home occupation for advertising of promotional items service at 100 Skogen Ct., represented by Judith Higgins. Mr. Miller moved to approve. Mr. Franklin seconded. Motion carried. The next item for discussion was a site plan of a 3,000 sq. ft. metal building for Seminole Fence Company at 3763 Orlando Drive in the GC -2 zoned district, represented by Jim Reidel, general contractor. He said there was ample parking area behind the building. Mr. Miller moved to approve the site plan. Mr. Franklin seconded. Motion carried. The next item for discussion was a site plan for two duplexes at the corner of E1 Capitan Drive and Florida Ave. represented by David Stump. He said the property had been recently annexed into the city and was zoned R -2 in the county, which allows duplexes. He said the units will be sold fee simple. After discussion, Mr. Morris moved to approve the site plan, based on the present zoning being the equivalent of R -2 in the county. Mr. Franklin seconded. Motion carried. The next item for discussion was a site plan for the Seminole County Health Dept. building to be located on Airport Blvd., 1400 ft. west of 17 -92 in the MR-2 zoned district, represented by Rick Casselberry. Mr. Willis moved to approve the plan, subject to engineering approval of water lines and lift station. Mr. Carli seconded. Motion carried. The next item for consideration was discussion regarding the memo from City Attor- ney William Colbert, on Inverse Condemantion as it pertains to rezoning. The Chairman announced that there would be no kind of motion on the proposed re- zoning of the downtown area at this meeting. He said the City Manager and City Attorney would be requested to attend the next meeting for discussion and a possible decision as to the rezoning. He also asked that on the night of the discussion that his group be allowed to make a presentation and re- quested an agenda be sent to him. Mr. Willis moved that Mr. Knowles and Mr. Colbert be requested to attend the meeting of Aug. 4, 1983 for further discussion. Mr. Carli seconded. Motion carried. The board requested Mr. Winn to give some direction on the discussion he re- quested on using public right -of -way for figuring setbacks and /or total square feet of site area. The Minutes of the previous meeting were approved. There being no further business, the meeting was adjourned.
