The meeting was called to order at 7 :30 P.M. by the Chairman, J. Q. Galloway.
The first item for consideration was a site plan for 37 T- Hangars for the
Sanford Airport Authority. Mr. John Mercer was present and said they would
appreciate a review of the site plan even though the representative was not
present. Speaking as City Engineer, Mr. Knowles said the plan meets all the
criteria. Mr. Miller moved to approve. Mr. Carli seconded. Motion carried.
The next item for consideration was a site plan for a small Farmer's Market
at 1319 Celery Ave., represented by Gerri Geiger. She said they will be
selling fresh produce and the parking spaces are in the front. Mr. Franklin
moved to approve. Mrs. Roberts seconded. Motion carried.
The next item for discussion was a site plan for converting the old City
Maintenance garage to a lumber storage warehouse, represented by Dale Gustafson.
He said that most work will be done inside the building, by fork lift and the
curb cuts are existing. He will fence the lot at a later date for storage.
Mr. Carli moved to approve conditional upon paving of the parking area.
Mr. Miller seconded. Motion carried.
The next item for discussion was on Inverse Condemnation. Mr. Colbert was
present at the request of the board at the last meeting. He said his memo
contained all the information he had and would be willing to ask questions.
Mr. Knowles was presnet at the request of the board and said he feels that a
solution to the problems in the downtown area should be considered that
would be the best for the city and the property owners. He said if the change
was to be pursued with a Public Hearing and rezoning, it should be handled a
little differently, with a gradual transition, rather than an immediate change,
which would create a lot of non - conforming structures.
After discussion, Mr. Miller said he felt that the rezoning procedure was on good
legal ground and he would move to proceed with the Public Hearing to rezone
from RMOI, MR-2 and GC -2, to SR -1 and SC -3, the property generally located

between the east side of Laurel Ave. to the alley between Palmetto Ave.
and Sanford Ave., from 4th St. to 13th St. Mr. Morris seconded. Motion
carried.
The Minutes of the previous meeting were approved. There being no further
business, the meeting was adjourned.

A site plan for an 81 -unit condominium project, The Arbors, located on
Hidden Lake Drive was represented by Steve Mellich. After discussion,
Mr. Miller moved to approve. Mr. Carli seconded. Motion carried.
