The meeting was called to order by the Chairman, J. Q. Galloway, at 7:00 P.M.
The first item on the agenda was a Public Hearing to rezone from AD to SR -1
and SR -lAA, property located at NW corner of Oregon Ave. and 46A (54.06 acres)
represented by A. K. Shoemaker. He said the plan is for single family on lots
95 -100 ft. and villas on the 65 ft. lots.
Ted Williams was present to ask a question regarding the feasibility of building
homes on the western portion of the property in question, as he owns property
bordering the tract and said it has a history of flooding. Mr. Matt Burke was
present to ask the same question.
After discussion, Mr. Morris moved to recommend approval. Mrs. Roberts seconded.
Motion carried.
The next item was a Public Hearing to rezone from RMOI and MR -2, lying south of
4th St., north of 13th St., east of Laurel Ave. and west of Sanford Ave.
Present to speak in favor of the rezoning: John Mercer, Barbara Yeager, Fred
Salgado, Marie Ferrell, Grady Duncan, Norval Angle, Pat Harkness, R. Morrison,
Sharon Sullivan, Leo King, Gerald Jones, Caroline Holtzclaw, Belinda Grant,
Barbara Jackson and Myra Freeman. Mr. Firmin Emanuel was present to ask a
question regarding a duplex he owns in the area and the effect that rezoning
would have on his particular situation. He was told that the requirements that
are now existing would not change. Mr. William Leffler stated that he felt that
a straight single family zoning would stifle growth, but the move to restrict
further expansion is good.
Mr. Mercer said he was speaking for about one hundred people who are in favor
of the rezoning but that some special uses should be granted.
Present to speak in opposition to the rezoning: Gary Massey, Attorney for Charles
Cameron, Charles Cameron, Alfred DeLattibeaudiere, Cathy Murphy, Garfield Walker,
Joyce Barber, Sue Stevens, Len Christensen, Harold Christensen, Clara Delano,
Wally Dietrichs, Volita Williams. Mr. Massey pointed out that he does not believe
it is good zoning to put a single - family area in the middle of multi- family and
commercial, and he feels the problems could be solved by changing some of the
restrictions and enforcement of the present regulations, instead of rezoning.
Mrs. Betty Simcoe asked the board to consider the definition of "grandfathering
in" and come up with something more explicit so that the owners of multi - family

dwellings will be sure of what may happen in the event the area is rezoned to
single - family.
Mr. Morris said he was surprised at the emotion that had entered into the question
and he agreed with many of the statements made by both sides of the question.
He said the original zoning was based on the fact that the fast expansion of the
city would require facilities for more people. He said he is concerned with the
rooming houses not controlled and that was the reason for the Planning & Zoning
Commission to start a study on the area. He said he hoped that if the board makes
a decision to recommend the rezoning, they would make exception to protect people
who have bought multi - family and come up with some innovative zoning to halt the
deterioration of some of the homes in Sanford.
Mr. Grieme said he would like to see the area rezoned but not to the extent
to penalizing property owners of multi - family units. He said he was still
not assured that the multi - family owner will be protected and until he was
sure he could not vote for it.
Mr. Galloway said he does not feel the answer to the problems in the area will
be solved by rezoning and he hoped that what the board decides to do, that it
will be in the best interest of the city. He turned all correspondence over to
the secretary to be made a part of the record.
Mr. Davidson said he does not feel that the problems that now exist will be
solved by rezoning.
Mrs. Roberts said she believes the issue is to upgrade the city in a way to
benefit everyone and feels that the people who are in the area should be allowed
to stay and bring their property up to code.
Mr. Miller said the general deterioration of the area had brought the Commission
to this point and he did not feel there was one single answer to the problem of
parking and narrow streets and he feels it is up to the property owners to keep
spillage on their own property and regulate the existing codes. He said the
multi- family factor needs to be preserved but not rooming houses and he hopes
some innovative zoning can be resolved.
Mr. Carli said that the vote to rezone is not as important as a way to rezone
in order to keep multi - family and he felt that idea should be recommended to
the City Commission. .
Mr. Willis moved to recommend that the RMOI and MR -2 zoned property between 4th
St. and 13th St., the center of Laurel Ave.. to the center of Palmetto Ave., ex-
cept to the alleyway of Palmetto between 6th St. & 9th St., be rezoned to SR -1.
Any commercially zoned property in this area to be unchanged. This zoning change
recommendation is not intended to eliminate any multi - family property now in use.
Be it further recommended that individual property owners be granted a six -month
grace period for any property improvements.
Mrs. Roberts seconded the motion. Motion carried by a vote of five in favor, and
three in opposition.
The Minutes of the previous meeting were approved. There being no further business,
