Franklin Others Present: Leah Rogers, Zoning Inspector The meeting was called to order at 7:30 P.M. by the Chairman, J. Q. Galloway. The first item was a Public Hearing to consider a Conditional Use of a duplex, to be located at 1342 Elliott St. in the SR -1 zoned district, represented by Karen Malcolm. She said she has a contract on the property, contingent upon the approval of the conditional use. After discussion, it was determined that the unit was a total of 760 sq. ft. and does not conform to the minimum living requirements of a duplex. Present to speak in opposition: Mr. Williams, Mr. Carroll, Mrs. Rumbley and Mrs. Wallace, all property owners in the area with strong objections to a duplex in the SR -1 zoned area. Mr. Morris moved to deny the request. Mrs. Roberts seconded. Motion carried. The next item was a Public Hearing to consider a Conditional Use of a duplex to be located at 1323 Elliott St. in the SR -1 zoned district, represented by Margaret Anderson. She said she has a unit identical to the one Mrs. Malcolm has, but the lot at 1323 Elliott St. is large enough to add to the unit to meet the minimum living requirements. The sale of the lot is contingent upon the approval of the conditional use. Present to speak in opposition: Cynthia Oliver, Dave Stiner, Archie Harriett, Farnum Harriett, Cecelia Howington and Lavonia Carroll, all opposed to a duplex in the area zoned for single- family. Mr. Morris moved to deny the request. Mr. Burks seconded. Motion carried. It was the feeling of the board that the lots in question could accommodate single family dwellings, and it would not be proper to put duplexes where single family could be built. The next item was consideration of a conditional use of a home occupation for Hoestra Agency at 801 Park Ave. in the MR -2 zoned district, represented by Robert Hoestra. He said it is a family -owned company, with a mailing address in Altamonte Springs. The company contracts entertainment for resort hotels all over the U.S.A. but does not use the home address, never sees clients at the home and never advertised at the home address. Page 2 The next item was consideration of a final plat of Hidden Lake, Phase III, Unti I, II & III, (100 S/F dwellings) to be located west of Highway 17 -92 and south of Airport Blvd. in the SR -1 zoned district, represented by Wes Blount. Mr. Blount said all requirements had been met except the deeding of the park area to the City, and that would be done the next day. The park area consists of 12.03 acres and will be shown on the plat as deeded to the City. All re- quirements of the Zoning Dept. will be shown on the front page of the linen. Mr. Barks moved to approve with the Zoning Dept. stipulations and the deeding of the park area to the city. Mr. Morris seconded. Motion carried. The next item for consideration was a site plan of a 1,230 sq. ft. office addition for Designed Structures, Inc., Building #132 (2800 Carrier Ave.) located on the Sanford Airport in the RI-1 zoned district, represented by Kevin Spolski. It was determined that the site plan meets all requirements. Mr. Miller moved to approve. Mrs. Roberts seconded. Motion carried. The next item for consideration was a site plan of a Paint Booth and Vacuum cover, to be located at 2613 Orlando Drive in the GC -2 zoned district, rep- resented by Robert Whitaker. The paint spray booth is to be located outside the main building in a separate structure which requires a variance from the Board of Adjustment with a meeting set for Oct. 29, 1982. Mrs. Theresa St. Clair, 711 Palmetto Ave., requested from the floor, conditional use of a home occupation for the sale of clothes for nursing mothers. The busienss will be conducted in the customer's homes and the home will be used for bookkeeping purposes with 7 -10 items of sample clothing kept there. After discussion, Mr. Morris moved to approve with the stipulation of no commercial delivery to the home. Mr. Miller seconded. Motion carried. Miss Rogers asked the members for input on the type of zoning that would allow an indoor firing range because of recent inquiries, and.it is not defined in any present zoning. The board requested Miss Rogers to call some other cities and find out if they have a designated zoning to include an indoor firing range and bring it back to the board for discussion. Miss Rogers asked the members to consider adult congregate living, nursing homes and convalescent homes in MR -1 or MR -2 zoning as a conditional use, since the only zoning allowing these now is RMOI. It was the feeling of the board that RMOI is the proper zoning and that it should not be conditional in any other zoning. Mr. Willis referred to the July 1, 1982 meeting where there was discussion on a study to see what could be done to bring a halt to the multi - family area on Park Ave. and said he feels it should be pursued. Miss Rogers said that any change of use would require site plan approval and staff felt this would prevent undesirable splitting up of single family homes in the future. Mr. Willis moved that the Chairman appoint a committee to study the feasibility of rezoning area from 3rd St. to 13th St. between French Ave. and Sanford Ave. Mr. Barks seconded. Motion carried.
