Franklin Cliff Miller Sheila Roberts George Willis Members Absent: Frank Whigham John Morris Others Present: Leah Rogers, Zoning Inspector Al Payne, Zoning Inspector The meeting was opened at 8:00 P.M. by the Chairman, J. Q. Galloway. The first item for discussion was a site plan for a 7,520 sq. ft. building in the MI -2 zoned district at 1107 Airport Blvd.`north of McCracken Rd., rep- resented by LeRoy Robb, contractor, Mr. Blake, owner of the proposed building, and David Smith of the Seaboard Coastline Railroad Co. The proposed building plans show it. to be on railroad property and the owner has a lease from the railroad to use the property and an option to buy. The Board of Adjustment had granted a 4.89' variance on the front yard, and it was determined that the part of the property which abuts the railroad does not require a variance, according to David Smith, of the railroad. Mx. Willis moved to approve the plan, on the assumption that the only variance required is the front yard granted by the Board of Adjustment. Mr. Franklin seconded. Attention was called to the fact that the original plan for the building which burned in 1968, was approved with seven paved parking spaces and the owner agreed to comply. Motion carried. The next item for discussion was a site plan and conditional use for a new hospital in the RMOI zoned district at 1401 W. Seminole Blvd. represented by Alan Ray. He said they are providing an excess of 192 parking spaces over the requirement and each of the spaces will be marked as to usage. He was informed that all signa must be 9 ft. within the property lines. Mr. Franklin moved to approve the plan as submitted, subject to engineering requirements. Mrs. Roberts seconded. Motion carried. The next item for consideration was a site plan and a change of use from an automobile dealership to a conditional use of a manufacturer of mobile homes in an existing building in the GC -2 zoned district at 185 W. Airport Blvd. represented by Guy Thornton and Richard Cain. Mr. Bill Roberts, co- owner of the property with Mr. Thornton was present and said the property is now vacant since Toyota moved to another location and a mobile park -model home manufacturer wants to move in. He said there would be 30 -40 employees, component parts would be purchased and all sidewalls and ceiling would be manufactured there with no outside storage except a model unit. The size range is from 16 to 40 ft. and he said there are about 20 couples a day stopping to look at the model. All scrap is hauled away, utilizing two dumpsters. After discussion, Mr. Foggin moved to deny the request based on the fact that the Comprehensive Plan shows this area to be GC -2 and office MINUTES - Planning & Zoning Commission - Feb. 19, 1981 - 8:00 P.M. Page 2 use and since this seems-to-be a full. -type manufacturing, it could not be considered "limited manufacturing ". Mr. Miller seconded. Motion carried. Mr. Payne announced that John Morris had been appointed to fill the vacancy on the P & Z Commission, and although he had conflicting plans for this date, he would be present at the next meeting.
