Franklin Forrest Foggin Cliff Miller Frank Whigham George Willis Sheila Roberts John Morris Leah Rogers, Zoning Inspector The meeting was opened at 7 :00 P.M. by the Chairman, J. Q. Galloway. The first item for discussion was a Public Hearing to rezone from SR -1 to MR -1, the southeast portion of Groveview Subdivision on Lake Mary Blvd., represented by Bob Londeree, for Tompkins Development Corp. The rezoning was being requested for the purpose of building attached townhouses. Of the SR -1 area being proposed for rezoning to MR -1, half of it is in a low area which would be used as retention and 3 acres will be park area, connecting to the present park area. There was no one to speak in opposition. After discussion, Mr. Willis moved to recommend the rezoning. Mr. Barks seconded. Motion carried. Mr. Ron Riggs was present to represent a site plan for a Real Estate Offica in part of an existing building in the RMOI zoned district at 1621 W. First St. The Planning & Zoning Commission could not consider his plan when he presented it before because the parking shown to be paved for parking was on public right -of -way. Mr. Riggs received permission from the City Commission to pave the area, and because of the waiver, the site plan was presented for the second time. Mr. Whigham moved to approve the plan. Mr. Franklin seconded. Mr. Barks abstained from voting. Motion carried. Mr. Marc Hagle was present to represent a variation on parking for a proposed Shopping Center, Village Market Place, southwest corner of Lake Mary Blvd. and Highway 17 -92, adjacent to the east side of Lake Minnie. His plan showed 9' x 18' parking psaces, with perpendicular placement, which would allow for over 300 spaces instead of the required 150. The requirement for parking spaces is 10' x 20', and it was brought out in discussion that the Planning & Zoning Commission could not consider the plan since it was not a sit& plan and could not grant variance on the size of parking spaces. Evelyn Dorn, 700 Santa Barbara Drive, was present to request a home occupation, telephone service only, making computer mailing labels -Busy Bee Labels. After discussion, Mr. Willis moved to approve the home occupation. Mr. Miller seconded. Motion carried. The Minutes of the previous meeting were approved as mailed.
