The meeting was called to order at 7:00 P.M. by the Chairman, J. Q. Galloway.
The first item for consideration as a request for a home occupation, telephone
service only, for Fonseca Plumbing at 3010 Park Ave. in the SR -1 zoned district.
Mr. Pablo Fonseca was present and had signed the home occupation agreement and
stated that he would have no employees at the residence and no storage of tools
or equipment except in his truck. Mr. Morris moved to approve the home occupation.
Mr. Willis seconded. Motion carried over one dissenting vote.
The next item for discussion was a site plan and conditional use of five
duplexes at 2413, 2415, 2417, 2419 Cedar Ave. and 802 W. 24th Place in the
SR -1 zoned district, represented by Bill Murphy. He said all the units will
have covered carports and sewer is available. The plan met all requirements,
except for the density allowed in SR -1.
Mr. Miller said he believes an occasional duplex in the SR -1 zoned district
does not change the character of the neighborhood, but when a large quantity
of duplexes are placed in one area it changes the character and increases the
density, in conflict with the Comprehensive Land Plan. When exception
becomes the rule, it is not the intent of "conditional use ".
Mr. Morris said because he feels this type of housing is becoming more accept-
able and the need exists, he would move to approve the plan. Mr. Willis seconded,
based upon the fact that he felt the need outweighs the regulations. There
were three votes in favor and three in opposition. The motion carried with the
deciding vote in favor by the Chairman.
A site plan and conditional use of two duplexes between Park Drive and Oak Ave.
in the GC -2 zoned district was cancelled by the proponent, Kevin Sullivan.
The next item for discussion was a site plan of a proposed quadruplex located at
301 W. 8th St. in the MR -2 zoned district, represented by Jack Judy. After
reviewing the plan, Mr. Barks moved to approve. Mrs. Roberts seconded. Motion
carried.
There was no one present to represent the site plan for two additional buildings
for S & H. Fabricating & Engineering, Inc. at 2650 Jewett Lane. The item was
dismissed for further application.

Mr. Richard Conway was present to represent a site plan and conditional use to
erect a portable paint spray booth on an existing slab for Mustang Ranch, Inc.
at 2600 S. Orlando Drive in the GC -2 zoned district. The requirement for a
lightproof fence was discussed and Mr. Conway said he would like permission to
erect the fence on the north side of the building and to use shrubbery as a
barrier on the south side because he felt it would serve the intent and be more
attractive. Mr. Morris moved to approve with shrubbery on the south side and a
lightproof fence on the north side, facing 17 -92. Mr. Barks seconded. Motion
carried.
Mr. Bill Marsch was present to request from the floor, permission to fence an
area for outside storage of gravel on his property located at Wylly & Depot Ave.
He plans to bring a site plan for approval for a building on the property at
a later .date, but wanted permission for the storage at this time. After dis-
cussion, the board members expressed no objection.
The Minutes of the previous meeting were approved as mailed. There being no
further business, the meeting was adjourned.
