Knowles, City Manager The meeting was called to order at 8 :00 P.M. by the Chairman, J. Q. Galloway. The first item on the agenda was a Public Hearing to consider a conditional use of 1,000 sq. ft. minimum living area for two single- family dwellings on lots 88 & 89, Franklin Terrace, located on west side of Oak Ave. between 24th Place and 25th St. represented by George Laurendine and Joseph Spaulding. Mr. Spaulding was present to speak in favor of the conditional use for the reduced living area because of the limitation of lending agencies for con- struction. The following were present to speak in opposition: Robert Stump, 2429 Oak Ave. Ira M. Rowell, 2440 S. Oak Ave., Charles Misner, 2424 S. Myrtle Ave., Dan George, 2420 S. Myrtle, Richard Heaps, 2430 S. Myrtle Ave. Mr Rowell presented maps from the Corps of Engineers showing the area to be flood prone. The general objection to the 1,000 sq. ft. homes was that they would not be representative of the existing dwellings in the neighborhood and should meet the requirement of 1300 sq. ft. for the SR -IA district. After discussion, Mr. Miller moved to deny the request. Mr. Royster seconded. Motion carried. The next item for discussion was to consider a site plan and conditional use for "Sanford Tabernacle of Prayer" Church, represented by Robert Robinson. The location of the proposed church is at 950 W. 13th St. in the GC -2 zoned district. The Engineer's comments stated that the plan does not meet site plan requirements. Mr. Willis moved to table the item until the criteria is met. Mr. Franklin seconded. Motion carried. The next item, a site plan for a 120' x 20' lumber storage building for Gregory Lumber Co. in the GC -2 zoned district to be located on the NE corner of inter- section of 6th St. & Holly Ave. was dismissed because of lack of representation. Mr. John Peters was present to request a conditional use for "sale of alcoholic beverages for consumption ont the premises in accordance with Chapter 3 of the City Code and after approval by the Sanford City Commission" in the GC -2 zoned district at 3512 Orlando Drive for the DAV Club. After discussion, Mr. Miller moved to grant the conditional use. Mrs. Roberts seconded. Motion carried. The next item for discussion was a request for a home occupation of "minor home repair ", telephone service only, in the SR =1 district at 121 Anderson Ave., rep- resented by E. A. Butler. Page 2 The next request for a home occupation of "Installation of ceramic and polyester the ", telephone service only, in the SR -1 zoned district at 715 Cypress Ave. represented by Dennis Baker. After discussion, Mr. Willis moved to approve. Mrs. Roberts seconded. Motion carried. Mr. Tommy Peterson, representing Residential Communities of America, was present to request from the floor, approval of a Plat of 95 lots of Hidden Lake, Phase II, Unit 1. He pointed out that approval must be obtained for access thru the green belt area which extends completely around the area. After discussion, Mr. Franklin moved the Plat be approved subject to the access to Capri Drive through the green belt and Lot 18 of Blk G, Unit 1 -D, Hidden Lake. Mrs. Roberts seconded. Motion carried. Mr. John Alexander was present to request the Board to consider whether or not preparation of fast food for off - premises consumption should be under "permitted uses" in the RC -1 district or if it is in violation of the ordinance. It was agreed that more discussion would be needed and the matter should be studied in a work session. Mr. Knowles was present to ask the members to consider the Subdivision Regulations as a whole, and particularly to address the question of whether there should be any difference in the developer's responsibility of utilities in a platted, or unplatted area of the city. After a short discussion, it was decided that the matter should be discussed at the work session scheduled for Jan. 10, 1980, at 7:00 P.M. Staff was instructed to send out notices of the Work Session. The Minutes of the previous meeting were approved. There being no further business, the meeting was adjourned. C �� J. Q.
