The meeting was called to order by the Vice- Chairman, William Royster, in the
absence of the Chairman, J.Q. Galloway. Mr. Royster welcomed the new member
Frank Whigham to the Planning & Zoning Commission.
A memo from the City Attorney, dated 4- 30 -80, was presented to each member in
answer to the request of the Board at the last meeting for a clarification of
"Townhouse ".
�. The first item for discussion was a site plan tabled from March 20, 1980 meeting
for six Townhouses in PUD zoned district on Lots 11 thru 18, Blk B, Sanora,
Unit I. Paul Jarvis of Cardinal Industries was present to represent the plan.
After discussion the Board felt that Article II, Definitions, page 1721 of the
Zoning Ordinance applies: "not less than four nor more than eight units, and
that two units are a duplex as defined in 19. Dwelling, Two - Family (Duplex) page
1715. Mrs. Roberts moved to deny the request. Mr. Barks seconded. Motion
carried over the negative votes of Mr. Franklin and Mr. Whigham. Mr. Miller
abstained.
The next item was a site plan for a 60' x 20' storage building addition in the
GC -2 zoned district at 1808 French Ave. represented by J. Wendell Agee. The
revised site plan presented had not been reviewed by the Staff. Mr. Miller
moved to table. Mr. Barks seconded. Motion carried.
The next item was a site plan for United Solvents of America, Inc. in the MI -2
zoned district at 1107 S. Airport Blvd. for eight 10,000 gal. storage tanku
and a 3' high retaining wall, plus a 7 -car parking lot. Mrs. Blake was rep-
resented by William Colbert of Stenstrom, McIntosh, Julian, Colbert & Whigham.
After discussion Mr. Barks moved to accept the site plan as submitted, with the
understanding that they were not accepting the future proposed development shown
on the site plan. Mr. Franklin seconded. Motion carried. Mr. Whigham and
Mr. Royster abstained.
The next item on the agenda, a request for a change of use of building and land
use in the GC -2 zoned district at 2210 French Ave. from retail sales to amuse-
ment area and future miniature golf and Go -Kart track, was not considered be-
cause there was no one present to represent the request.

After study of rezoning from MR -2 to SR -1, Lots 5 thru 16, Blk 8, Dreamwold,
3rd Sec. the Board made no recommendation for rezoning this property which was
rezoned in 1973 for efficiency apartments which did not materialize.
A work shop session was scheduled for 7:00 P.M. Thursday, April 24, 1980 to
study and discuss rezoning to SR -lA, the undeveloped portions of all three
PUDS.
The Minutes of the previous meeting were corrected to include the abstention of
Mr. Miller on the item regarding the Townhouses in Sanora and Mr. Willis on the
request for rezoning from SR -1AA to RC -1, part of Lot 25, Lake Minnie Estates.
The Minutes were approved as corrected.
There being no further business, the meeting was adjourned.
