The meeting was called to order at 8:00 P.M. by the Chairman,
J. Q. Galloway.
On a motion by Mr. Barks, seconded by Mr. Foggin, the Public
Hearing, tabled from the meeting of September 18, 1980, was
removed from the table for consideration. The request was to
rezone the unplatted area of Hidden Lake PUD, south of Airport
Blvd. Mr. Payne informed the Board that owners, Don Bales and
Bill Goodman, have submitted applications for rezoning of the
same area except with different zoning district boundary lines
and classifications. Mr. Barks moved to recommend denial of the
September 18, 1980 Public Hearing request. Mr. Gallagher
seconded. Motion carried.
The next item was a Public Hearing to rezone from PUD to GC -2,
MR -1, MR -2 and SR -2, that property described as Americana -
Carriage Cove Planned Unit Development, represented by Mel
Mindich of MOD Properties, Ltd. who own 5 parcels which total
60 acres. There was no one present to speak in opposition.
After discussion, Mr. Willis moved to recommend approval of
the request as advertised. Mr. Gallagher seconded. Motion
carried.
The next item for consideration was a site plan for 16 duplexes
on lots 3 thru 18, Blk. 8, Dreamwold, 3rd Section, zoned MR -2,
between Lake and Chase and south of 24th Place, represented by
Bill Murphy. Mr. Murphy said he would like approval contingent
upon the City Engineer's acceptance of the lift station which he
had verbally agreed on but was not shown on the plan presented.
Mr. Barks moved to approve the concept and table the site plan
for final engineering plans until the next meeting. Mr. Franklin
seconded. Motion carried.
The next item,, a site plan for Sanford Villas in the MR -1 zoned
district at 1001 Celery Ave. for 19 duplexes, 3 quadruplexes and
1 laundry and activity building, was dismissed because the
proponent, Wick Austin, was not present to represent the plan.

The next item.for discussion was a concept and conditional use for
South Shore Condominiums, a 144 unit complex located on the SW
corner of Seminole Blvd. and French Ave., represented by Fred
Humphrey AIA for Tom Rucker. Mr. Humphrey said the price range
will be $58,000 to $72,000 and the land will be purchased all at
one time, but the complex will be built in phases, with Phase I
to be presented as soon as engineer plans are completed. Mr. Barks
said he believed the concept to be good and moved to table for
further engineering plans. Mr. Willis seconded. Motion carried.
Mr. John Peters was present to represent a site plan for a 1296
sq. ft. addition to the DAV building at 3512 Orlando Drive. Mr.
Gallagher moved to approve the site plan as presented. Mr. Barks
seconded. Motion carried.
The next item for consideration was a request for a conditional
use in the GC -2 zoned district at 401 S. Sanford Ave. for "Whole-
sale Bakery Items ", represented by Leonard Pawlson. After dis-
cussion, Mr. Franklin moved to approve the conditional use. Mr.
Gallagher seconded. Motion carried.
Minutes of the previous meeting were corrected and approved.
There being no further business, the meeting was adjourned.
