Royster -- Cliff Miller Rudy Sloan— Members Absent: Sheila Roberts— Tom Wilson --- Others Present Al Payne, Zoning Director Mack Lazenby, City Engineer /Utility Director The meeting was opened at 8:00 P.M. by the Chairman, J.Q. Galloway. The first item for discussion was a site plan for a model Log Home and Real Estate Office in the RMOI zoned district on the south - side of E. Airport Boulevard, opposite Gramkow Funeral Home, represented by Tom Watkins. Mr. Watkins said he was aware that sewer service is not available and a septic tank permit has been obtained. Mr. Franklin moved to approve the site plan. Mr. Miller seconded. Motion carried, t" The next item for discussion was a site plan for a small used car lot ;in the GC -2 zoned district at 1127 Sanford Ave., represented. by Gerald Myers. During the discussion it was recommended to the proponent that he pave designated parking spaces 5 6 6 for two cars, have spaces 1,2,5 & 6 to park cars for sale, spaces 3 & 4 for customers, and landscape the 8 ft. strip on the north side. He agreed that would be acceptable to him. Mr. Sloan moved to approve the site plan with the stipulation that all cars be operable. Mr. Franklin seconded with the recommendation for land- scaping and parking. Motion carried. The next item for discussion was a site plan for an addition to the Americal Legion for a medical clinic at 3506 Orlando Drive represented by Mr. George Cintron and members of the American Legion. They presented letters from Senator Stone and the V.A. endorsing the idea of a clinic, but nothing documented for support or authorization. Mr. Bridges voiced his concern regarding lia- bility in the event of a malpractice suit involving a govenmental agency, and asked for some authorization from the V.A. to release the City of Sanford from liability. Mr. Cintron said the V.A. Would not authorize the clinic for funding until premission had been granted and the building completed. Mrs. Freeman moved to approve the plan. Mr. Sloan seconded. A lengthy discussion followed and Mr. Sloan asked for a letter from the American Legion releasing MINUTES - Planning & Zoning Commission - April 19, 1979 - 8:00 P.M. page 2 the city from any liability where the clinic is concerned and Mr. Cintron agreed to furnish a letter. There was a vote and the motion carried. The next item on the agenda, a site plan for additions at the Sanford Flea Market, 1600 French Ave., was cancelled due to the illness of proponent, Java W. Jones The next item for discussion was a Plat and Development Plan for Ramblewood, a 33 -acre parcel of Hidden Lake PUD, represented by David Meadows. The City Engineer said the final site plan met all the criteria of the city, however, the drainage plan was not complete and he would suggest tabling the item for 30 days. There was a discussion on the 1.6 acres of park area or money in lieu of, and the feeling of the board was that the park area is really needed for plar area for children. It was also suggested that if the money is accepted that it be paid at the time of the recording of the. Mrs. Freeman moved to:table the item until next meeting.. Mr. Royster seconded. Motion carried. The minutes of the previous meeting were approved as mailed. There being no further business, the meeting was adjourned. J. Q. Galloway, C airman
