Franklin- Sheila Roberts William Royster- George Willis, Jr.--' Members Absent: Rudy S loan Tom Wilson Others Present: Al Payne, Zoning Director Mack LaZenby, City "Engineer /Utility Director The meeting was called to order at 8:00 P.M. by the Chairman, J.Q. Galloway. The members had attended a Work Session from 7:90 to 8:00 P.M. in the Commission Conference Room to review the Comprehensive Land Use Plan with�Mr. LaZenby. The first item on the agenda was a Public Hearing to rezone from MR - Multiple - Family Residential Dwelling District to RMOI, Multiple- Family Residential, Office and Institutional District, Lots 24, 25 & 26 Blk 9 Dreamwold,_located south side of W. 25th St., between French Ave. and Grenada Ave. Mr. Don Royer was' present to represent the request for rezoning for the purpose of a 5 -unit office building. He said it would be a log cabin type of structure.with a 6 -ft. wooden fence at the back as a buffer from the residential area. Mr. Gene Forguson was present to get information on the type of structure proposed in the interest of the neighbors in the area and said he was not in opposition and was pleased to know the type of building planned and the fence. After discussion Mrs`. Roberts moved to deny the request because it does not comply with the Comprehensive Land Use Plan. Mr. Miller seconded. Motion carried unanimously. The next item for discussion was a site plan for Tucker's Farm and Garden Center in an existing building in the SC -3 zoned dis- trict at 115 N. Laurel Ave., represented by Mr. Cecil Tucker. He explained that he had requested and obtained permission *om the City Commission for the following needed variances: MINUTES - Planning & Zoning Commission - June 21, 1979 - 8:00 P.M. Page 2 (a) 3 -ft. landing wirh steps on Commercial Ave. (b) 8 -ft loading dock on Laurel Ave. (c) 10 off - street parking spaces on Laurel Ave. (d) 5 off - street parking spaces on Commercial Ave. (e) 5 off - street parking spaces on Elm Ave. He plans-to take the old building down after the move and would comply with any landscaping requirements at the new location. Mr. LaZenby said he has exceeded the requirements suggested by the City and the plan would improve the area aesthetically. Mr. Franklin moved to approve. Mrs. Roberts seconded. Motion carried. Site plan for a church in an existing building in the RI -1 zoned district was dismissed because the proponent was not present. Mr. Bob Whitaker was present to present a site plan for two commercial buildings in the GC -2 zoned district on the SW corner of French Ave. and 27th St., addressed at 2703 Druid Park Drive and 601 Room C 27th St. for Z -Bart Corp. undercoating business and ACR, parts & supplies. All problems have been resolved in regard to parking and water and sewer service. After discussion, Mr. Royster moved to approve. Mr. Franklin seconded. Motion carried. The next request was from Mr. William H. Clements, 110 W. Airport Blvd. for a home occupation for telephone service for "Installation and service of lawn irrigation & sprinkler systems ". Mr. Miller moved to approve. Mr. Franklin seconded. Motion carried. A work session was scheduled for 7:00 P.M. to precede the regular meeting on July 5, 1979, to continue the review of the Comprehensive Land Use Plan.
