July 20, 1978

The meeting was called to order at 8:00 P.M. by the Chairman,
J.Q. Galloway, after a work session with a review of the Com-
prehensive Plan.
The first item for consideration was a request for a conditional
use in the GC -2 zoned district in open area behind 927 W. 13th St.
for limited manufacturing of burial vaults. Rev. Robert Doctor
was present to represent the request. He explained the operation
and slid the hours would be from mid- morning to 5:00 P.M. with his
son as his only employee. After discussion Mr. Franklin moved to
approve. Mrs. Roberts seconded. Motion carried. Mr. Wilson ab-
stained from voting.
The next item was a request for a conditional use in the GC -2 zoned
district for a single family dwelling on Lots 30 & 31, Blk 5, Dream -
wold, located north of School of Dance Arts, 2560 Elm Ave. Mr. Earl
Pfluke was present to represent the request and explained he needs
the conditional use to build a home there. After discussion regarding
the surrounding area, and the use intended, Mrs. Roberts moved to
approve the conditional use. Mr. Franklin seconded. Motion carried.
Mr. Robert Hosford was present to represent his request for a home
occupation at 130 Mayfair Circle for office machine repair. He ex-
plained he will have no employees, has permission of neighbors, and
most of the work will be picked up and delivered. Mr. Franklin moved
to grant the request. Mrs. Roberts seconded. Motion carried.
The next item for discussion was a request for a conditional use for
a Baptist Church in the GC -2 zoned.district at 505 E. Third St., rep-
resented by Rev. Canene Johnson. After discussion on parking space
Mr. Wilson moved to approve. Mrs. R&)rts seconded. Motion carried.

The next item for discussion was the Memo from the Building Official
with recommended amendments to the Zoning Ordinance as follows:
Article V Use Provision
1. SR -lAA Single-Family Residential District
B. Conditional Uses Permitted
Add(5) Factory -built houses
Add(b) Carports not closer than ten feet to
any property line.
Article V Use Provision
2. SR -lA Single-Family Residential District
A. Uses Permitted
Add: (2) Single Family Dwelling with Carport
B. Conditional Uses Permitted
Add (2) Single - family dwelling with 1000 square feet
minimum living area.
(a) As a condition to granting of such conditional
use, the Planning & Zoning Board shall conduct a
Public Hearing with notification of such Public
Hearing to be given to all property owners located
within 200 ft. of the property for which the conditional
use is being considered. The applicant for such con-
ditional use shall be charged a fee as may from time to
time be established by the City Commission of the City
of Sanford.
Article V Use. Provision
5. MR -1 Multipl Residential Dwelling District
A. Uses Permitted
Change (1) to read:
(1) any use permitted in the SR -1, Single- Family
Residential Dwelling District.
Mr. Royster moved to set a Public Hearing to amend the Zoning Ord-
inance. Mr. Franklin seconded. Motion carried.
The minutes of the previous meeting were approved as mailed. There
being no further business, the meeting was adjourned.
