Franklin Gordon Meyer Jan Freeman Sheila Roberts Tom Wilson Members Absent: Others Present: Jack Bridges Rudy Sloan Al Payne, Zoning Director Mack LaZenby, City Engineer /Utility Director The meeting was called to order by the Chairman, J. Q. Galloway at 8 :00 P.M. The first item for discussion was a site plan and conditional use for Mini - warehouses in the GC -2 zoned district south of 27th St. and between French Ave. & Druid Park Drive, represented by Robert Whitaker. After discussion regarding the parking, drainage, and getting an opinion from the City Engineer, Gordon Meyer moved to recommend denial. Mr. Franklin seconded. Motion carried, and Mr. Robert Whitaker was asked to bring a suitable plan back to the Board, meeting the city requirements for site plan approval. The next item for discussion was a site plan for a Day Nursery and residence for Mr. & Mrs. Earl Pfluke, 2536 Elm Ave., represented by Mike Drennan. The plan as presented showed a 6 -ft. sightproof .fence and two parking spaces and a drive long enough to allow two cars to be off Elm Ave. for pickup and delivery. After discussion, Mr. Meyer moved to approve the site plan. Mrs. Roberts seconded. Motion carried. The following letter was presented to the Chairman: Nov. 2, 1978 I am unable to attend the Planning & Zoning meeting and wish this letter to go on record regarding the site plan for a Day Nursery and residence for Mr. & Mrs. Earl Pfluke, 2536 Elm Ave. MINUTES - Planning and zoning Commission - Nov. 2, 1978 - 8:00 P.M. Page 2 I am a property owner at 2521 Laurel Ave. abutting the property in question, and wish to express my feeling that if the Planning and Zoning Board approves this Nursery in a primarily residential neighborhood, that a sightproof fence be a requirement. Due to the fact that my work schedule requires that I work nights and sleep days, a sightproof fence could reduce noise during the day. Signed: Robert E. Bernosky, Sr. Mrs. Freeman asked that the letter be made a part of the minutes, for record. The next item for discussion was a Development Plan concept for a 33 -acre Plat to be named "Charmont ", a portion of Hidden Lakes PUD represented by David Meadows. The.concept proposed the following: 1. All streets shall be concrete curbs and gutters, asphalt surface over limerock bases. 2. No pedestrian walks. 3. Front yard setback of 20', side yard setback of a total of 13' for both sides with a minimum of 5' on any one side, and a rear yard setback of 25'. 4. Density will be 4.1 per acre. 5. Lot size to be 65' x 100' minimum, or 6500 square feet. 6. No more than 10% of the homes to be 840 sq. ft. living area. 7. No more than 35% of the homes to be 1,020 sq. ft. living area. 8. At least 10% of the homes to be at least 1,240 sq. ft. living area. 9. At least 35% of the homes to be at least 1,300 sq. ft. living area. 10. Lot width at building set back line to be at least 63'. Mr. Wilson moved to table the item until the board can get further information from the City Staff on the surrounding homes, as to square footage, lot size, setbacks, etc. The two main objections to the concept being the minimum square footage of 840 and the lack of sidewalks. Mrs. Roberts seconded. Motion carried. Mr. Davis was present to represent the Home Owners Association of Hidden Lakes and requested on behalf of the group, that any further plans brought before the board be brought to the attention of the President of the Home Owners Association. Mr. Meyer moved that any further matters to be brought before the Board regarding Hidden Lakes be presented to the President of the Hidden Lake Home Owners Association. Mr. Wilson seconded. Page 3 Mr. LaZenby gave the members some information on Hidden Lakes PUD and explained the intent of PUD and the need for consistency in future building and developing. He introduced Mr. Lee Black, a former Sanford resident who is now connected with HUD in Washington, D. C. Mr. Black told members about some possibilities through HUD for the City of Sanford and talked briefly about the things that have been accomplished and possibilities for the future. The minutes of the previous meeting were approved as mailed. There being no further business, the meeting was adjourned. Q. Galloway, Ch ' man
