Franklin Members Absent: Jeff Davis Rudy Sloan Bob Karns Vic Gischler Jack Bridges Others Present: John Steffens, Zoning Inspector The meeting was called to order by the Chairman, Arthur Harris. The first item on tha agenda was a Public Hearing to rezone from GC -2 to MI -2, west side of Persimmon & W. 3rd St. Dave Farr was present to represent the request for Sunstand, Inc. and explained they are requesting the rezoning to allow A -1 Block Corp. to build a block and brick plant. After discussion regarding dust and noise control, in answer to questions raised by Mr. Bridges and Mr. Lewis, residents of the area, Mr. Royster moved to recommend the rezoning, Mr. Franklin seconded. Motion carried. The Public Hearing to rezone from RI -1 to MR -2, south of 6th St., between Pecan and Poplar Ave. was tabled on a motion by Mr. Franklin, seconded by Mr. Royster. Motion carried. There was no one present to speak for the request. The next item on the agenda was a Public Hearing to change the zoning ordinance, AD, Agricultural District. After discussion it was decided to amend the ordinance change as follows: To have a public hearing when site development plan is presented for review by P. & Z. Mr. Royster moved to recommend the change, as amended, Mr. Franklin seconded. Motion carried. The next item for discussion was a site plan for a Plant Nursery at 2650 Orlando Drive, represented by Mr. Danny Brabham for Wade Hancock. They are planning to add a building to the present building, wood frame with fiberglass roof and sides for nursery display. They understand they have until August, 1978 to make the sign conforming by moving it five feet. The landscaping was agreeable, and it was suggested they use low shrubs which do not grow up high. Mr. Franklin moved to approve the site plan, Mr. Galloway seconded. Motion carried. MINUTES - Planning & Zoning Commission - March 3, 1977 Page 2 ------------------------------------------------------------- - - - - -- Mr. Thompson was present to request conditional use for a light- proof fence at 1317 Celery Ave. Mr. Franklin moved to approve, Mr. Galloway seconded. Motion carried. The next item for discussion was parking on 13th St. After dis- cussion, Mr. Franklin moved to recommend that parking be eliminated on the south side of 13th St. between Lake Ave. and Pomegranite. Mr. Royster seconded. Motion carried. The next discussion was regarding membership term for Planning and Zoning Board members. The suggestion was made to recommend the term of membership be for three years, with three reappointments each year, and a maximum term of nine years. After nine years the same person may be appointed after an absence from the Board for at least one ;year. Mr. Royster moved to make the recommendation, Mr. Galloway seconded. Motion carried. The minutes of the previous meeting were approved, as mailed. There being no further business, the meeting was adjourned. r
